July 2025 Meeting Report

1. A committee meeting was held in-person on July 10, 2025, chaired by Bill Hicks and attended by committee members Jennifer Barra and Max Markrich; KNB member Kate Righter; and residents Judy Bishop, Chuck and Tina Gray, Tom Griego, Jim Hull, Charles Laidely, and Kaliko and Momi Loveland.
2. No parking on Kaha Street between Kaipi’i Street and Kaha Park. Jennifer Barra moved and Max Markrich seconded the following motion which passed unanimously (3-0-0): The Kailua Neighborhood Board requests that the Department of Transportation Services implement no parking restrictions on both sides of Kaha Street between the intersection of Kaha Street and Kaipi’i Street and the entrance to Kawainui Park (often referred to as Kaha Park). This very short section of roadway (approximately 100 feet) is excessively congested due to heavy park usage and vehicles parked in this short section often block driveways, encroach into the intersection, and can affect park ingress and egress.
3. Keolu Drive Complete Streets Project. The current status is the Complete Streets administration is evaluating public input received and will make adjustments based upon that input. It is an iterative process and when a revised proposal is ready it will be presented to the Kailua Neighborhood Board.
4. The final DTS Lanikai Transportation Management Plan that was presented to the KNB at the June 5, 2025 meeting was further discussed including emergency access and reasons for the necessity of restricting all parking in Lanikai between 10 am and 4 pm.
