April 2025 Meeting Report
Chair, Travis Counsell
1. A committee meeting was held in-person on April 10, 2025, chaired by Travis Counsell and
attended by committee members Jay Etzenbach and Bill Hicks and KNB member Jennifer Barra.
2. Continuing issues were discussed, including:
a. Kalapawai Roundabout. DTS provided an update that Phase 8 is completed, Phase 9 is to begin shortly, and construction should be finished by end of the summer. Work affecting Kailua Beach Park is now complete.
b. Complete Streets Keolu Drive Project. There will be a community workshop on Wednesday April 23rd at 6 pm at Kailua Intermediate School.
c. Lanikai Traffic Management Plan. DTS provided an update that a final revision is being prepared to share with the Board.
d. Traffic signal at McDonald’s intersection. DTS provided an update that the contract has been awarded.
e. Mokapu Blvd. Improvements. Based on community comments at the last meeting, updates were shared that HDOT is looking at improvements. The public noted that a right turn signal at Oneawa St. and Mokapu Blvd. would also be an improvement.
f. Kalaheo Ave. crosswalks needed near beach access points. DTS is looking at what Dept. of Facility Maintenance can install before the next large complete streets project.
