Transportation and Public Works Committee
January 2026 Meeting Report
Chair, Jade Lau
1. A committee meeting was held in-person on January 8, 2026, chaired by Jade Lau and attended by committee members Bill Hicks and Max Markrich, KNB member Evan Weber, Lanikai Association President Brian Smith, and residents Alex Guiterriz, Charles Laidley, Momi & Kaliko Loveland, and Mikayla Markrich.
2. Announcements: shared the recent update from DTS about the new no parking signage in the Maunawili Elementary School neighborhood – Uluponi & Uluhala Streets.
3. Continuing Issues.
a. Lanikai Traffic Management Plan – the Lanikai Association presented their priority recommendations for the implementation of the Cityʻs approved Lanikai Transportation Plan. A Committee motion to expedite the installation of no parking signs on the loop in advance of other elements was voted on and failed (Aye: Lau and Markrich; Nay: Hicks). It was decided that an individual motion would be presented at the February KNB meeting to support the Lanikai Association priority recommendation to start the project ASAP and install the NO PARKING ANY TIME signs on the loop streets ʻAʻalapapa and Mokulua.
b. No parking on Kaha Street between Kihapai Street and Kaha Park.- NO PARKING signs have still not been put up, a follow up with DTS is recommended.
c. Lani Huli Senior Apartments Parking Policy for Residents – C & C HNL are now working with the Lani Huli property managers to find a resolution. There may be a delay based on the construction and upgrade plans for the city municipal parking lot (Cinnamons & Kailua Medical Arts) across Aulike Street.
4. Resident and Community Concerns were raised over the Social media post referencing a Roundabout at the intersection of Mokapu Blvd. (State Road), Kalaheo Ave., and Kaneohe Bay Drive (Hnl C & C streets) and the access to the back gate of Marine Corps Base Hawaii. The committee educated the community members of the process and assured everyone that any potential construction proposal will come before the KNB and the community will have input to the matter.
