January 2026 Meeting Report
Chair Evan Weber
1. A committee meeting was held in-person on January 8, 2026, chaired by Evan Weber and attended by committee members Bill Hicks and Kate Righter and several residents.
2. Continuing issues were discussed including the latest status of Kawainui Park and the continued illegal use of it as an off-leash dog park. Community members shared that disrespect of neighbors has continued and, in some cases, escalated due to a new crowd being in attendance that is less respectful. No update has yet been given by DPR on KNB’s recommendations for Dog Parks in Kailua. Ocean Safety is reviewing our proposal for signage at beach parks. We also discussed Triangle Park cleanup, and the new Kailua Beach Park closing hours, which seem to be going well. Kailua Soccer Fields will be removed from further agendas. Next meeting we will discuss a request and proposal for Pohakupu Park Exercise and Play facilities.
3. A motion was passed with support from all members present:
The Kailua Neighborhood Board supports extending the Kalama Beach Park parking lot hours to a 7 pm closure time year round. This will help prevent premature car lock-ins and bring the parking lot into alignment with other beach parks across the County. Kalama Beach Park is currently the only Beach Park parking lot in the county that closes at 6 pm.
