II. ANNOUNCEMENTS
A. Neighborhood Board elections for 2025-2027 will take place in April and May 2025. Candidates must register not later than February 21, 2025. Additional information is available at https://www8.honolulu.gov/nco/neighborhood-board-elections/

III. BOARD VACANCIES – For the term ending June 30, 2025: Sub-District 4 (Coconut Grove, Aikahi, Kailua Town) has two vacancies. Board members may nominate candidates to fill the vacancies. Proof of Sub-District residency is required. Candidates may speak for three minutes prior to Board voting.

IV. HPD and HFD REPORTS – Three (3) minutes each
A. Honolulu Police Department representative.
B. Honolulu Fire Department representative (usually Captain Aaron Jones or Captain Corey Silva).

V. LANDFILL PERMITTED INTERACTION GROUP (PIG) PRELIMINARY FINDINGS AND RECOMMENDATIONS – Twenty (20) minutes
A. The Kailua Neighborhood Board opposes any bill that changes Act 73, eliminates a prohibition of landfills in the Conservation District, or reduces the 1/2-mile buffer zone of a landfill around a waste or disposal facility between the edge of waste or waste activity and the nearest residential, school, or hospital property line. These existing provisions are essential to protect the environmental integrity of land designated Conservation and protect the health of Kailua residents from health issues associated with landfills.
B. The Kailua Neighborhood Board grants the Kailua Landfill Permitted Interaction Group (PIG) an extension until the March 6, 2025 KNB meeting to present a final report.

VI. BOARD BUSINESS: COMMITTEE MOTIONS
A. The Kailua Neighborhood Board supports the following comments, questions, and recommendations as comments on the Navy’s Hawaii-California Training and Testing DEIS/Overseas Environmental Impacts Statement. (Planning, Zoning, and Environment Committee motion.) (The complete list of comments is contained in the PZ&E January report located on the meeting materials site.)
B. The Kailua Neighborhood Board requests that any reports produced by consultants hired by the City and County of Honolulu relating to water quality (including studies pertaining to wastewater and stormwater) in Kailua’s watersheds be shared with the Kailua Neighborhood Board’s Kailua Water Quality Subcommittee to inform the public’s understanding and assist us in our community outreach. We request that such reports be made available free of charge and expedited by the Office of Information Practices. (Kailua Water Quality Subcommittee motion.)

Kailua Neighborhood Board No. 31 Meetings – [0:02:17]: Chair Hicks announced the Kailua Neighborhood Board No. 31 committee meetings will recess in December and resume in January, and the regular meeting will recess in January and resume on February 6, 2025.

Neighborhood Board Elections for 2025-2027 – [0:02:32]: Chair Hicks announced Neighborhood Board elections for the 2025-2027 term will occur in April and May, candidates must register between December 20, 2024 and February 21, 2025, and additional information is available on the NCO website for candidate registration.

City and County of Honolulu Town Hall Meetings on Sewer Fee Increases – [0:02:58]: Chair Hicks announced the City will conduct five town hall meetings on proposed sewer fee increases that total 115% over a 10 year period, with one of the town hall meetings at the Kailua District Park on Tuesday, December 10 at 5:30 p.m. to 7:00 p.m.

City Department of Transportation Services’ Community Meeting on the Final Lanikai Transportation Management Plan – [0:03:36]: Chair Hicks announced the City Department of Transportation Services will hold a community meeting on the final Lanikai Transportation Management Plan at Kailua Intermediate School on Thursday, December 12 at 6:00 p.m.

Waimānalo Christmas Parade – [0:04:47]: Waimānalo Christmas Parade Chair Leiala Cook announced the Waimānalo Christmas Parade on Saturday, December 14 from 9:00 a.m. to 11:30 a.m., during which time the Kalanianaʻole Highway will be closed. The parade will be followed by a Hoʻolaulea at the end of the parade—at Waimānalo Beach Park—from 12:00 p.m. to 6:00 p.m., which will include resource information (including assistance with job and career training, health, and living sustainably), as well as vendors, entertainment, and Santa Claus.

The Passing of Dr. Foti – [0:08:05]: Member Zuckernick announced the passing of Dr. Philip Foti the prior morning, whom he spoke of fondly with respect to having served the Windward community for over 50 years as a pulmonologist.

Honolulu Police Department – [0:10:41]: Sergeant Michael Krekel, who acknowledged District 4 Watch Commander Lieutenant Dru Akagi, reported the November 2024 statistics, and advised of awareness regarding incidents that occur especially during the holidays.

Chair Hicks noted the timing of the PIG’s report to the Board at its February 6 meeting with respect to communication with the State Legislature, which was followed by discussion with and consensus by Member Wong.

Resolution Urging the Legislature to Adopt Good Government Reforms – [1:16:52]: Chair Hicks referenced the published agenda for the full language of the Resolution, and stated this Resolution was proposed by the Community and Government Engagement Committee. Tracker, Noise and Traffic Concerns, and Requests for Two Updates from City Department of Transportation Services – [1:38:19]: Resident Dr. Jed Hirota spoke of excessive tracker, noise, and speeding, and requested two updates from the City Department of Transportation Services.

Waimānalo Hoʻolaulea – [1:47:38]: Waimānalo Resident Kalani Kalima announced the Waimānalo Hoʻolaulea (on Saturday, December 14 following the Waimānalo Parade at the Waimānalo Beach Park 12 Noon to 6:00 p.m.), which he said the premise is to build resiliency with education, employment and partnerships with unions, Kamehameha Schools and medical and health service centers in the community—with 100% of the vendors fees going back to the community in scholarships.

Mayor Rick Blangiardi’s Representative – [2:09:59]: Shayne Enright of the Honolulu Emergency Services Department, highlighted from Mayor Blangiardi’s newsletter details on the Honolulu City Lights Parade Saturday night in Downtown Honolulu. Ms. Enright provided responses to three concerns, and referenced Nathan (Nate) Serota, who she said would provide a presentation to the Board.

Mayor Rick Blangiardi’s Representative – Continued – [2:18:41]: Mr. Serota of the City Department of Parks and Recreation (DPR) provided a presentation on the Kailua Beach Park dune restoration and beach management project that DPR will be working on for the coming year with the State Department of Land and Natural Resources’ Office of Conservation and Coastal Lands and some community groups to seek to use more natural means to keep the dune and sand in place. Mr. Serota introduced Amy Wirts, who introduced herself as an Extension Agent of the University of Hawaiʻi Sea Grant Program and provided further details about the project. Ms. Wirts acknowledged Claire Rossi de Leon, who works with the City Office of Climate Change, Sustainability and Resiliency (CCSR), and stated she will be coordinating community outreach and input. Senator Chris Lee – [2:28:54]: Senator Chris Lee referenced the upcoming legislative session, including with respect to reaching out and talking with him regarding ideas or interest in various issues or bills; he stated he will continue to Chair the Committee on Transportation and Culture and the Arts. Senator Lee spoke of preparing for the potential loss of federal funding and impacts on communities with the coming of the new administration. He provided information relating to his work leading the bipartisan coalition National Caucus of Environmental Legislators.

Councilmember Esther Kiaʻāina – [2:34:39]: Councilmember Kiaʻāina provided information regarding the following: relating to working with the Board’s Permitted Interaction Group on concerns relating to a landfill in Kailua; City Department of Transportation Services’ update on the Lanikai Transportation Management Plan on Thursday, December 12 from 6:00 p.m. to 7:30 p.m. at Kailua Intermediate School; and the following three legislative updates: (1) Bill 64, FD1, CD2 (2024) Amending the Land Use Ordinance—final reading at Wednesday, December 11, 2024 full City Council meeting at 10:00 a.m. https://www.honolulucitycouncil.org/bill64; (2) reconvening the Council’s Agricultural Development Task Force—final reading; and (3) shared concerns from Windward residents relating to Bill 46 empty homes tax—final consideration.

Representative Lisa Marten – [2:40:18]: Representative Marten introduced her new Office Manager Ed Thompson and spoke of his extensive experience, and encouraged calls, visits and emails for assistance and the sharing of concerns and provided her new office room number 426. Representative Marten spoke about continuing as Chair of the Committee on Human Services and Homelessness (the latter now added), and described her work during the interim, including on reforming child welfare services through the Mālama ʻOhana working group statewide meetings to obtain input, respond to recommendations and seek to translate into bills, and kupuna in-home services. She explained her similar concerns Senator Lee shared regarding potential federal impacts with respect to projects.

Representative Mike Lee – [2:47:24]: Representative Lee provided updates relating to getting his office set up and spoke of providing the Board with contact information so they may provide ideas and concerns; he stated he will be Vice Chair of the Committee on Labor and a member of the Committee on Finance. Representative Lee provided information and updates, including the area legislators’ meeting with the City Department of Emergency Management regarding a hurricane shelter site and relating to project funding requests.

Kaʻiwa Ridge (Lanikai Pillbox Trail) Improvement Plan SMA Application by Marigold S. Zoll & Aaron Lowe (DLNR) & Catie Cullison (PBR Hawaii) – [2:51:32]: Catie Cullison, PBR Hawaii and Associates (PBR Hawaii) Planner, provided introductions, including PBR Hawaii is working for the State Department of Land and Natural Resources’ Division of Forestry and Wildlife—with Marigold Zoll, and Aaron Lowe, the island of O‘ahu Trails and Access Specialist for the Nā Ala Hele Trails Program. Ms. Cullison provided a presentation on the Kaʻiwa Ridge Trail Master Plan Special Management Area – Major Use Permit, which included project details, and status updates, including progress made and next steps, which will include a public hearing with the opportunity to ask questions or raise concerns.
