A. Lanikai Woes Day. The 57th annual “Woes Day” will be on New Year’s Day, 1/1/25, and include an 8:00 a.m. race, a 9:00 a.m. parade, and live music and breakfast 9:00 a.m. – 11:00 a.m.

V. BOARD BUSINESS: COMMITTEE MOTION
A. The Kailua Neighborhood Board recommends the following conditions be included should the City Council grant a SMA Permit for 144 Kaapuni Drive.
1. All Project site work and construction activities are limited to daylight hours (from sunrise to sunset) to avoid collisions and fatalities during seabird fledging season from September 15 through December 15.
2. A visual survey for sea birds and burrow nests must be conducted prior to any construction activities.
3. If a burrow nest is discovered, work will cease within a minimum radius of 200 feet of the nest for a minimum of 100 to 115 days.
4. If Wedge-tailed Shearwater or any sea bird nests or burrows are found, sometime between late October through the end of November, work must be discontinued for 100 to 115 days until all fledglings have left their nests.
5. If iwi kupuna are found the burial treatment plan must meet the standards of HRS 13-300-33
6. Lighting
a. Prohibit artificial light from exterior light fixtures from directly illuminating or projecting across property boundaries toward the shoreline and ocean waters, except as otherwise permitted by HRS 205A-7.1(b)
b. Require exterior light fixtures to be fully shielded.
c. Require exterior lighting to be turned off when human activity is not occurring in the illuminated area.
7. Require the landowner to acknowledge that “bed and breakfast homes and transient vacation units”, as defined in ROH Chapter 21, the LUO, are not allowed.
8. Require the landowner to acknowledge that “land makai of the regulatory shoreline” is State public land within the State Land Use Conservation District and must remain available for public use and recreational activities.

XII. BOARD BUSINESS: INDIVIDUAL MOTION
A. The Kailua Neighborhood Board requests CIP funding for the hardening and retrofitting of one or more previously designated hurricane shelters, preferentially either Kalaheo High School or Kailua High School.
WHEREAS there used to be eight designated hurricane shelters in Kailua (Aikahi Elementary, Enchanted Lake Elementary, Kailua Elementary, Kailua HS, Kailua Intermediate, Kalaheo HS, Lanikai Elementary/Kaohao School, and Maunawili Elementary) and,
WHEREAS in 2020 and 2021 the eight previously designated Kailua shelters were all “evaluated” and deemed to be below standards by Honolulu Emergency Management, resulting in zero designated hurricane shelters in Kailua, and,
WHEREAS Climate Change is expected to impact hurricanes in Hawaii resulting in more destruction due to stronger winds, higher storm surges, and record rainfalls resulting in flooding, and,
WHEREAS The National Weather Service lists storm surge as often the greatest threat to life and property from a hurricane, and
WHEREAS Kailua is a Coastal Community, just 16 feet above sea level, vulnerable to storm surge -induced flooding, and
WHEREAS Kailua’s population of 40,516 (2020 Census) largely reside in single-wall structures located in areas prone to flooding or storm surge inundation – i.e. Beach Front Properties, Kawainui Canal, Hamakua and Kawainui Marshland, Kaelepulu Pond, and Enchanted Lake;
NOW AND THEREFORE be it resolved that the Kailua Neighborhood Board #31 requests our City, State, and Federal elected officials to obtain CIP funding for retrofitting/hardening previously designated Kailua hurricane shelters located outside of the flood zone – Kalaheo High School and Kailua High School, and,
BE IT FURTHER RESOLVED that such funding for construction projects at Kalaheo High School and Kailua High School shall meet the State of Hawaii Structural Guidelines for Hurricane Evacuation Shelters to address this unmet need.

Informative Signs for Trails and Other Recreational Spaces Initiative by Kalaheo HS Students: Ms. Brittany Beauchan, and students from Kalaheo High School shared the class project in photoshop, creating signs for hiking trails, to better inform with safety tips.

Board of Water Supply (BWS) [0:18:44]: Danielle Ornellas reported the water main break report for September 2024, and announced the 2025 poster and poetry contest.

VI. RESIDENT AND COMMUNITY CONCERNS – [0:20:22]:
Kuukama Street [0:20:57]: Resident Jed Hirosa raised concerns regarding traffic, speeding and noise, on Kuukama Street due to detours caused by the Kalapawai roundabout project.
Kuukama Street (Continued) [0:24:45]: Resident Kip Bunten reiterated concerns about bumper-to-bumper traffic, and speed limit signs being knocked down.
Kuukama Street (Continued) [0:25:36]: Resident Andreas Helchinger reiterated concerns about Kuukama Street and shared how a neighbor’s mailbox was hit by a vehicle.
Lane Lines [0:33:38]: Resident Steven DeCosta raised concerns about faded crosswalk markings around Kailua Town, specifically at the intersection of Kailua Road and Oneawa Street, and all intersections nearby.

XI. BOARD BUSINESS: INDIVIDUAL MOTION [2:34:10]
The Kailua Neighborhood Board supports Bill 44 (2024) to establish a 20 mile per hour speed classification and designate 20 mile per hour limits in school zones. This support aligns with our May motion requesting traffic safety improvements across our community, especially in school zones.
[2:34:57] Hicks Moved and Miyashiro Seconded the Motion to support Bill 44. The Motion was adopted by roll call vote; 12-0-1 (AYE: Akau, Hicks, Laeha, Lau, Lee, Lipton, Miyashiro, Tomasa, Trecker, Weber, Weller, Zuckernick. NAY: None. ABSTAIN: Wong.). [2:37:00]
