I. CALL TO ORDER AND ROLL CALL: Chair Pro Tem Bill Hicks

II. ELECTION OF OFFICERS TO SERVE FROM JULY 1, 2025 to JUNE 30, 2026 [NP §2-14-120(b)]. The officers to be elected are the Chair, Vice Chair, Secretary, Treasurer, and any other officer(s) determined to be needed to conduct the board’s business.

III. ANNOUNCEMENTS
A. The 4th of July. The Kailua Chamber of Commerce will host the 76th Annual Kailua 4th of July Parade and also the 4th of July Fireworks. The parade will begin on North Kainalu Drive near the intersection of Uilama Street and will end on South Kainalu Drive about one mile later at Kailua Intermediate School. HPD will close down Kainalu Drive promptly at 9 am and the parade is expected to start at 10 am. The fireworks show at Kailua Beach Park is expected to begin about 8 pm; info is at kailuafireworks.com. Alexander & Baldwin will sponsor shuttles between the Kailua Town Parking Garage at Lau Hala Shops and Long’s and Kailua Beach Center between 4:30 pm and 10:30 pm at 30-minute intervals.
B. Honolulu Symphony in the Park. The Honolulu Symphony Orchestra returns to Kailua District Park on Wednesday July 9, 2025 at 5:30 pm for a free community concert presented by Alexander & Baldwin, which has been sponsoring these concerts since 2014. Attendees are encouraged to bring blankets, lawn chairs, and picnic dinners to enjoy an evening under the stars with a program of classical and popular favorites. The event is family-friendly and designed for music lovers of all ages .For more information, visit myhso.org/summer
C. Act 72. Governor Green signed into law Act 72 which expands an existing authorization for neighborhood boards to discuss an issue that was not listed on a meeting agenda but is raised in public testimony or in a third-party report from a government official, so long as no action is taken except at a future meeting where the issue is on the agenda.
D. Kailua Fall Festival. The festival returns to Kailua on Saturday September 27, 2025 from 4 pm to 10 pm. This annual event will take place primarily in the Lau Hala Shops parking lot and a small section of Hahani Street between the corner with Kailua Road and the Post Office entrance. There will be 100 food and craft vendors, games for all ages, free keiki activities, live music, and a beer garden for people 21 and over. E. Americans with Disabilities Act 35th Anniversary Celebration is Friday, July 25, 2025, 9 am to noon at the state capitol. https://independentlivinghawaii.org/ada35/

A. The Kailua Neighborhood Board submits the following recommendations to the 2025 MS4 National Pollutant Discharge Elimination System (NPDES) Stormwater Permit Application: 1) Increase inspections from 2.6% of the system to 10% of the system annually; 2) Provide all newly completed reports to the City concerning storm drains and associated water quality to the City Neighborhood Board Commission; 3) Increase the frequency of the hazardous waste drop-off service from once every two months to once per month. (Details discussing these recommendations can be found in the Committee’s June Report posted with Meeting Materials.) (Kailua Water Quality PHPSCD Subcommittee motion.)

V. BOARD BUSINESS: PERMITTED INTERACTION GROUP (PIG) TO INVESTIGATE THE POSSIBILITY OF A LANDFILL IN KAILUA FINAL REPORT – [0:31:51]: At the Kailua NB regular meeting on May 1, 2025 the PIG introduced its final report, whereupon by rule the PIG was automatically dissolved. By rule, all discussion, and any decision to accept the report must wait until a subsequent meeting (i.e. this meeting) to ensure the public has a full opportunity to review and comment upon the report prior to board discussion and action. The PIG Report is posted in the Meeting Materials. Weller provided an introduction to the PIG’s findings. Discussion on the final report followed.

VI. BOARD BUSINESS: COMMITTEE MOTION – [0:49:09]:
Chair Hicks read the following: The Kailua Neighborhood Board opposes Senate Bill 897 and requests that Governor Green veto the bill because HECO liability for wildfires should not be covered by automatic rate adjustments. (Transportation and Public Works Committee motion.) Discussion followed.

Board of Water Supply Representative – [1:20:14]: Danielle Ornellas was present but technical difficulties prevented the report at this time.

Marine Corps Base Hawaii Representative – [1:22:24]: Kristi Kaluhiwa provided the monthly report, which included Major Fox’s reassignment to Okinawa.

VIII. RESIDENT AND COMMUNITY CONCERNS – [1:24:45]
Kalaheo Hillside – [1:25:15]: Resident David Pound provided a map of the area including 30’ wide vehicle lanes that have been grubbed and graded, creating erosion concerns on Kalaheo Hillside, and requested information from the Department of Planning and Permitting and GeoLab. Chair Hicks added this item to the Planning Zoning & Environment agenda. Discussion followed.

Speed Bump – [1:57:07]: Resident Leatrice Wolfe raised concerns about Complete Streets and a proposed speed bump. The resident was able to speak with a Complete Streets representative off-record.

Sewer Outfall – [2:00:00]: A resident raised concerns with a proposed sewer outfall in Kāneʻohe Bay.

Kalapawai Roundabout – [2:01:30]: A resident raised concerns regarding the Kalapawai Roundabout, and inquired about project completion. Kelly Akasaki, Department of Transportation Services (DTS), responded three months from completion.
