II. BOARD VACANCY – For the term ending June 30, 2025: Sub-District 2 (Enchanted Lake). Board members may nominate candidates to fill the vacancy. Proof of Sub-District residency is required. Candidates may speak for three minutes prior to Board voting.

A. Kailua Neighborhood Board Election results. Congratulations to all of our newly elected board members. Mahalo to our current board members who did not seek reelection for their distinguished service to the community: Josiah Akau (member since 2021), Travis Counsell (member since 2023), Jeff Klein (member since 2024), Ke’ala Morrell (member since 2023), Claudine Tomasa (member since prior to 1999), and Jeff Zuckernick (member since 2015).

V. BOARD BUSINESS: PERMITTED INTERACTION GROUP (PIG) TO INVESTIGATE THE POSSIBILITY OF A LANDFILL IN KAILUA FINAL REPORT
At the Kailua NB regular meeting on May 1, 2025 the PIG introduced its final report, whereupon by rule the PIG was automatically dissolved. By rule, all discussion, and any decision to accept the report must wait until a subsequent meeting (i.e. this meeting) to ensure the public has a full opportunity to review and comment upon the report prior to board discussion and action. VI. BOARD BUSINESS: COMMITTEE MOTION
A. The Kailua Neighborhood Board opposes Senate Bill 897 and requests that Governor Green veto the bill because HECO liability for wildfires should not be covered by automatic rate adjustments. (Transportation and Public Works Committee motion.)

III. ANNOUNCEMENTS – [0:06:12]
• Kailua Neighborhood Board Elections – [0:06:15]: This year there are competitive elections for the 15 seats in Subdistricts 1, 2, and 4. Subdistrict 3 (Olomana/Maunawili) does not have more candidates than seats, so there is no election for Subdistrict 3. Election voting starts on Friday, April 25, 2025, and ends at 11:59 p.m. on Friday, May 16, 2025.
• Mayor’s Town Hall – [0:07:24]: Due to Mayor Blangiardi’s Windward Town Hall on Thursday May 8, 2025 at 6:30 pm at Castle H.S., the Kailua Neighborhood Board Committee Meetings that would normally occur on Thursday May 8th will instead convene on Thursday May 15th.
• Kailua Neighborhood Board Annual Survey – [0:07:50]: If you didn’t get a chance to take the survey at the I Love Kailua Town Party last Sunday, it can still be taken online until Sunday, May 11, 2025.
• Fourth of July Event – [0:08:48]: Resident Michael Fry announced events happening in Kailua on the Fourth of July, including annual parade and fireworks display.
• Kailua Races – [0:11:23]: Resident Steve Davidson, Mid Pacific Road Runners Club, announced two races; on Sunday, July 13, 2025, on Kailua Beach, and Sunday, July 20, 2025 around Lanikai.

Permitted Interaction Group (PIG) Report to Investigate the Possibility of a Landfill in Kailua – [0:12:40]: [0:13:50] Wong Moved and Weller Seconded the motion to add the Landfill PIG Report to the agenda following the Board Business committee motion. The motion was adopted by 2/3 vote. (14-0-0) AYE: Akau, Barra, Counsell, Etzenbach, Hicks, Klein, Lau, Lipton, Righter, Tomasa, Weller, White, Wong, Zuckernick; NAY: None; ABSTAIN: None. [0:15:10]

Honolulu Police Department – [0:17:15]: Lieutenant Ben Villaflor II reported the April 2025 statistics.

V. BOARD BUSINESS: COMMITTEE MOTION – [0:25:10]:
Wong introduced the following motion. The Kailua Neighborhood Board submits the following comments on the 2025 DEA Water Reclamation Facility Upgrade at Marine Corp Base Hawaii. Discussion followed.
1. The Final Environmental Assessment (FEA) should evaluate the possibility of Marine Corps Base Hawaii constructing its own outfall sewer line to terminate in Kaneohe Bay on the opposite side of the peninsula from Kailua Bay. This action would divert about 2 million gallons per day of treated wastewater from the Kailua Wastewater Treatment sewer line and into Kailua Bay. It is hoped that diverting approximately 2 million gallons per day will relieve stress on Kailua’s aging and heavily used system and help prevent sewage spills into Kailua Bay.
2. The FEA should include a requirement that should `iwi be found during construction or any ground disturbance that all work will stop with OHA and ohana being notified immediately.
3. The FEA states that approximately 2,100 linear feet of security fencing would include three strands of barbed wire fencing which poses a risk of entanglement for the Hawaiian hoary bat. The fence totaling approximately 6,300 linear feet with a height of eight feet will enclose the entire wastewater treatment facility.
a. The FEA should include a map of the areas where barbed wire fencing could impact the Hawaiian hoary bat (`ope`ape`a).
b. The DEA states that “the compound is enclosed with chain-link fence and has been for decades. The fence does not currently have barbed wire.”
c. In the FEA explain what problem placing barbed wire on top of a 7-foot fence is trying to solve and identify the areas and number of times the 7-foot fence has been breached and the impacts of that breach.
d. The Kailua Neighborhood Board recommends increasing the height of the chain-link fence, instead of adding 1-foot of barbed wire, to protect Hawaii’s only native terrestrial mammal, the Hawaiian hoary bat (ope`ape`a), which is both federally and state listed as endangered.

Board of Water Supply Representative – [0:42:14]: Danielle Ornellas provided announcements relating to water conservation, and follow-up responses from the April meeting.

Marine Corps Base Hawaii Representative – [0:47:08]: Kristi Kaluhiwa provided the monthly report, which included recent and future events occurring on-base.

VIII. RESIDENT AND COMMUNITY CONCERNS – [0:49:34]
Kalaheo Hillside – [0:50:00]: Resident David Pound raised concerns regarding the development of the Kalaheo Hillside parcel, and scope of work for due diligence sampling from the Department of Hawaiian Home Lands.

Street Sweeping – [0:59:30]: Resident Greg Colberts raised concerns with debris in storm drains inlets, in relation to street sweeping.

Dog Parks – [1:00:00]: A resident raised concerns with proposed dog parks being on-leash only.

Affordable Housing – [1:01:24]: Residents Peter Kaiser, Peter Camara, Tricia Gerum, and two others raised concerns with the 42-unit affordable housing development occurring on 734-735 Kihapai Place. Discussion continued with board members and Councilmember Kia’aina. As a 201H project, the project will come to both the Kailua Neighborhood Board and the City Council in the future.

Complete Streets – [1:24:30]: Resident Kevin Ogerdy raised concerns regarding the Complete Streets project on Keolu Drive.

Kalaheo Hillside – [1:34:00]: Resident Raelyn Reyno-Yeomans commented in-favor of core samples for the DHHL hillside. Resident Karen Hanson commented on the hillside as a resident and also discussed the need for speed humps. Another resident Sara Isom commented on the unstableness of the Kalaheo Hillside.

Kalapawai Roundabout – [1:49:00]: Resident Andreas Helchinger raised concerns with the Kalapawai Roundabout construction and ongoing delays.

Hicks reported attending the Kalaheo Hillside meeting along with Weller and Tomasa. Chair Hicks reported attending the Keolu Drive Complete Streets meeting.

XII. BOARD BUSINESS: INDIVIDUAL MOTION – [2:34:52]
