II. ANNOUNCEMENTS
A. Stormwater Town Hall. A town hall addressing stormwater issues in Kailua cohosted by Councilmember Kia’āina and the Kailua NB Water Quality Subcommittee with the Department of Facility Maintenance presenting will be held on Tuesday April 8th at 6 pm at Kailua Intermediate School.
B. The annual Kailua Town Party will be held on Kailua Road in downtown Kailua on Sunday, April 27th 11 AM-4 PM. Please stop by the Kailua Neighborhood Board tent where we will conduct a public survey and provide educational outreach materials.
C. Kailua Neighborhood Board Elections. This year there are competitive elections for the 15 seats in Subdistricts 1, 2, and 4. Subdistrict 3 (Olomana/Maunawili) does not have more candidates than seats, so there is no election for Subdistrict 3. Election voting starts on Friday April 25th and ends at 11:59 PM on Friday May 16th. Eligible voters are any Kailua resident who voted in the 2024 General elections (automatic registration) and anyone else who submitted a voter application to the NCO specifically for the Neighborhood Board elections by February 21, 2025. Eligible voters in Subdistricts 1, 2, and 4 will receive an individual passcode in the mail prior to April 25th and may vote online at https://web1.hnl.info/nbe/ between April 25 and May 16. If you are unable to vote online, you can request a paper ballot by calling the Ballot Request Hotline at (808) 768-3708 no later than 4:30 PM on Monday, May 12th and providing your full name, nine digit passcode, four digit PIN, and residential address.

IV. LANDFILL PERMITTED INTERACTION GROUP (PIG) FINDINGS AND RECOMMENDATIONS – [0:08:40]: Wong requested an extension of the PIG until the May 1, 2025 regular meeting, and provided reasoning and current progress. Chair Hicks announced there are resources on the meeting material site.

SMA Major Permit Application for 430D N. Kalaheo Ave. TMK (1)4-3-017:019: Mark Howland, Whale Environmental Services, presented on the Taylor Property, and the Proposed Action would be the construction of a residence outside the shoreline setback and in the Special Management Area (SMA) District. As construction costs are over $500,000, it was agreed that a SMA Major will be needed.

[0:34:00] The Kailua Neighborhood Board shall reconvene the PSPHCD Subcommittee on Disaster Preparedness for a limited duration for the purpose of exploring the possibility of developing a Community Point of Distribution Plan for Kailua. An objective is to establish partnerships with local preparedness groups (Kailua Alert & Prepared, Kailua CERT), interested community residents, and government/non-government agencies to participate/collaborate in the planning process. Discussion followed.

Tennis Court Surfacing [1:33:55]: Shane, Lokahi Tennis, Executive Director, raised concerns with the surfacing of the tennis courts at the Kailua District Park.

Group Living Facility [1:38:55]: Shawn added more information to the concern Rosie Goo previously shared.

XII. PRESENTATION – [2:24:00]
Proposed Sewer Fee Increase [2:24:36]: Dr. Roger Babcock, Director Department of Environmental Services presented the following. Additional revenue is now required for wastewater operations and maintenance (O&M) and the Capital Improvement Program (CIP). ENV’s CIP will cost $10.1 billion between 2025 and 2040. The largest CIP project is the final phase of the 2010 consent decree, the Sand Island Wastewater Treatment Plant upgrade, to be completed by 2035 at a cost of $1.8 billion. The CIP includes many other projects to repair and upgrade facilities to meet regulatory requirements and to continue preparing our critical infrastructure for climate change/sea level rise. Sewer fees must increase to fund these critical programs.

[2:56:25] The Kailua Neighborhood Board requests Hawaii Congressional Delegation support for federal funding for electrical upgrades to the Kailua Heights Booster Station. The upgrades are necessary to improve reliability and extend the life of this station built in 1969 which serves residential areas of Kailua.
