A. The Kailua Neighborhood Board supports the conditions recommended by the Planning, Zoning, and Environment Committee on the 2025 SMA Major Permit application for 430D N. Kalaheo Ave. (TMK (1)4-3-017:019). (Planning, Zoning, and Environment Committee motion.) B. The Kailua Neighborhood Board shall reconvene the PSPHCD Subcommittee on Disaster Preparedness for a limited duration for the purpose of exploring the possibility of developing a Community Point of Distribution Plan for Kailua. An objective is to establish partnerships with local preparedness groups (Kailua Alert & Prepared, Kailua CERT), interested community residents, and government/non-government agencies to participate/collaborate in the planning process. (Public Safety, Public Health, and Civil Defense Committee motion.)

XIII. BOARD BUSINESS: INDIVIDUAL MOTIONS
A. The Kailua Neighborhood Board (KNB) shall participate in the annual Kailua Town Party on Sunday, April 27, 2025, 11 am – 4 pm. The KNB will conduct a public survey at the event, create educational materials, and utilize outreach materials including a board banner and board shirts. The total budget will be under $500. (Individual motion requires a second.)
B. The Kailua Neighborhood Board’s Kailua Water Quality PHPSCD Subcommittee will participate in and co-host with Councilmember Kia’aina the Stormwater Town Hall to be held on March 27, 2025. (Individual motion requires a second.)
C. Due to Mayor Blangiardi’s Windward Town Hall on Thursday May 8, 2025 at Castle H.S., the Kailua Neighborhood Board Committee Meetings that would normally occur on Thursday May 8th will instead convene on Thursday May 15th. (Individual motion requires a second.)
D. The Kailua Neighborhood Board requests Hawaii Congressional Delegation support for federal funding for electrical upgrades to the Kailua Heights Booster Station. The upgrades are necessary to improve reliability and extend the life of this station built in 1969 which serves residential areas of Kailua. (Individual motion requires a second.)

Neighborhood Board Elections – [0:02:41]: Chair Hicks announced the Neighborhood Board elections for 2025-2027 will take place in April and May 2025. III. BOARD VACANCY – [0:03:25]
Chair Hicks announced the two Board vacancies in Sub-District 4 (Coconut Grove, Aikahi, Kailua Town) for the current term ending June 30, 2025. Lau nominated Jay Etzenbach. Wong nominated Larry Bartley. Righter nominated Jennifer Barra. The nominees provided a brief introduction.

Tomasa arrived at 7:06 p.m., 14 members present.
Kobayashi arrived at 7:11 p.m., 15 members present.

Barra was sworn-in and joined the board at 7:33 p.m., 16 members present.

[0:33:48] Chair Hicks conducted a roll call vote, to fill the one remaining vacancy in SD4. Honolulu Police Department – [0:40:32]: Officer Jarrett Atkins reported the January 2025 statistics – in comparison to December 2024’s statistics, and provided announcements including dogs in parks, and coffee with a cop.

V. LANDFILL PERMITTED INTERACTION GROUP (PIG) PRELIMINARY FINDINGS AND RECOMMENDATIONS – [0:53:38] Wong reported preliminary findings of the PIG, which is summarized in the motion below.
The Kailua Neighborhood Board opposes any bill that changes Act 73, eliminates a prohibition of landfills in the Conservation District, or reduces the 1/2-mile buffer zone of a landfill around a waste or disposal facility between the edge of waste or waste activity and the nearest residential, school, or hospital property line. These existing provisions are essential to protect the environmental integrity of land designated Conservation and protect the health of Kailua residents from health issues associated with landfills.

[1:19:20] The motion for the Kailua Neighborhood Board grants the Kailua Landfill Permitted Interaction Group (PIG) an extension until the March 6, 2025 KNB meeting to present a final report was adopted by roll call vote (17-0-0) AYE: Akau, Barra, Counsell, Etzenbach, Hicks, Klein, Kobayashi, Laeha, Lau, Lipton, Morrell, Righter, Tomasa, Trecker, Weber, Weller, Wong; NAY: None; ABSTAIN: None. The Kailua Neighborhood Board supports the following comments, questions, and recommendations as comments on the Navy’s Hawaii-California Training and Testing DEIS/Overseas Environmental Impacts Statement. Discussion followed.

[1:27:23] The Kailua Neighborhood Board requests that any reports produced by consultants hired by the City and County of Honolulu relating to water quality (including studies pertaining to wastewater and stormwater) in Kailua’s watersheds be shared with the Kailua Neighborhood Board’s Kailua Water Quality Subcommittee to inform the public’s understanding and assist us in our community outreach. We request that such reports be made available free of charge and expedited by the Office of Information Practices. (Kailua Water Quality Subcommittee motion.) Lipton introduced the motion. Board of Water Supply Representative – [1:33:58]: Danielle Ornellas reported the water main breaks in January, and provided information regarding water waste, and Kapaʻa Quarry construction updates.

Marine Corps Base Hawaii Representative – [1:37:13]: Kristi Kaluhiwa reported the following. Colonel Beaven attended the opening day at the state capital, information relating to the monthly run races, and the Blue Angels returning in August 2025.

Adventist Health Castle – [1:40:55]: Representative Jesse Siebel reported the following. Announcement of the new President Chase Aalborg, the five-star Centers for Medicare & Medicaid Services (CMS) rating, emergency room utilization, expanded pharmacy, solar plans, generous donations, and other renovation updates.

Prospective sale of Adventist Health Castle’s Hawaii Loa campus property to the Department of Land and Natural Resources (DLNR) [2:42:30]: DLNR Chairperson Dawn Chang, presented the following. The 132 acres of land is in the process of being acquired by the DLNR, which is completing their due diligence. Seven divisions of DLNR would be using the campus as training facilities, along with information and registration facilities. Mid Pacific Short Game Practice Facility [2:57:26]: Gerald Park and Ron Haas presented on the current status of expanding the existing practice area, and the current location’s details. The cost is about $1.2 million, with a construction time of 3-4 months, and another three months for turf establishment.
