A. Emergency Preparedness Fair. Kailua Alert & Prepared and the Kailua Neighborhood Board will host an annual Emergency Preparedness Fair on Saturday, September 7, 2024 between 9 am and 1 pm at the Kailua Town Center parking garage area fronting Long’s Pharmacy & Ulta Beauty. The recent Maui Wildfire Disaster stressed how important it is to be prepared for the unexpected. Please come and learn how to prepare, endure, and recover quickly from a disaster. V. BOARD BUSINESS: COMMITTEE MOTION
A. The Kailua Neighborhood Board requests that a new geotechnical study be conducted prior to the transfer of 10 acres of public land on Kalaheo Hillside from the City & County of Honolulu to the Department of Hawaiian Homelands to ensure that the hillside soil is stable enough to do earth moving and build new homes on it without causing damage to existing homes.
Rationale:
(1) This motion is based on resident testimony and expressed concerns regarding the continuing soil slippage and instability of Kalaheo Hillside. The unstable soil causes cracks in residents’ home foundations and other structural damage even decades after their homes were built in the 1950s.
(2) Soil studies have shown that Kalaheo Hillside clay soil has very high expansion potential when subjected to moisture fluctuations and are often referred to locally as “adobe” clays. These “Kokokahi Series” soils tend to swell significantly when exposed to moisture and shrink when dried. Such soils are potentially capable of uplifting foundations and slabs, with resulting distress to the structures they support. In addition, these soils can settle significantly if saturated and/or poorly compacted.

III. ANNOUNCEMENTS – [0:08:57]
• Committee meetings normally occurring on Thursday, July 11, 2024 have been rescheduled for July 18, 2024.
• The Kailua Windsports Association, a local nonprofit organization that embraces all disciplines of ocean wind sports, is hosting a community fun day featuring a “Kailua Bay Marine Parade” in which up to 75 windsurfers and kiteboarders will tour Kailua Bay. In accordance with DLNR and DPR regulations, the 5-mile tour will start at Kailua Beach Park Area A, the area designated for wind sports near the entrance of Kailua Beach Park locally known as “Kite Beach”, immediately go off-shore and circle the bay counterclockwise once, and then return ashore at the same area. The event has a safety plan, safety escort vessel, liability insurance, and DLNR and DPR permits pending. Subject to favorable weather and wind conditions, the event is tentatively scheduled for Saturday, September 14th with back-up dates September 21st or 28th.
• Free smoke alarm installations and home fire safety information. The Oahu Chapter of the American Red Cross is offering free home smoke alarm installations. Call (808) 739-8111 to schedule installation.
• The 41st Annual Honolulu Century Ride (100-mile bicycle ride) is scheduled for Sunday, September 29, 2024 and an estimated 1,500 cyclists are expected to participate.
• The Kailua Community Response Team, trained by the City’s Department of Emergency Management, meets monthly at the Adventist Health Castle Medical Center. The next meeting is scheduled for Tuesday, July 16, 2024 from 6:30 p.m. to 8:30 p.m.
• The 3rd Annual Kailua Fall Festival is scheduled for Saturday, September 28, 2024 from 4:00 p.m. to 10:00 p.m. at the Lau Hala Shops. There will be over 100 vendors, including food, live music and a keiki zone. More information can be found at: https://kailuaevents.com/
• The 75th Annual Kailua 4th of July Parade was successfully held last Thursday, July 4, 2024, with over 80 organizations participating and an estimated 10,000 spectators.
• The Kailua Neighborhood Board presented a Certificate of Appreciation to Sean Dupee for loaning the use of his flat-bed truck in 2023 and 2024 for the Kailua Neighborhood Board to participate in the 4th of July Parade.

V. BOARD BUSINESS: COMMITTEE MOTION – [0:25:29]
The Kailua Neighborhood Board supports the following conditions on the SMA Major permit #2024/SMA-44 and Shoreline Setback Variance No. 2024/SV-1 for 1226 Mokulua Drive – [0:25:29]: Donna Wong introduced the following motion that came out of the last Planning, Zoning & Environment Committee meeting: The Kailua Neighborhood Board supports the following conditions on the SMA Major permit #2024/SMA-44 and Shoreline Setback Variance No. 2024/SV-1 for 1226 Mokulua Drive: 1. Prohibit artificial light from exterior light fixtures from directly illuminating or projecting across property boundaries toward the shoreline and ocean waters, except as otherwise permitted by HRS 205A-7.1(b); 2. Require exterior light fixtures to be fully shielded; 3. Require exterior lighting to be turned off when human activity is not occurring in the illuminated area; 4. The AECOS 9/14/20 study conducted for the EA observed nesting Wedged-tailed Shearwaters at 1226A Mokulua Drive. To protect the endemic Newell shearwater `Ua`u kani, the following conditions should be included in the SMA/SV application. a. A visual survey for seabirds and burrow nests must be conducted prior to any construction activities. b. If a burrow nest is discovered, work will cease within a minimum radius of 200 feet of the nest for a minimum of 100 to 115 days. c. If a nest with chicks is discovered, sometime between late October through the end of November, work will cease for the 100 to 115 as days as identified in the AECOS Report instead of the FEA recommended 30 days (DEA pg 3-22); 5. Require the construction of a fence staked down across the sand scarp edge to deter additional burrowing of Newell shearwaters on the property; 6. Limit project work and construction activities to daylight hours – from sunrise to sunset; 7. Require that only barbless fencing be used to avoid entanglement of Hawaiian hoary bats; 8. Require identification of BMPs that will be used to remove unsuitable soils under foundations since the work will occur on the sand/ocean.

VII. RESIDENT AND COMMUNITY CONCERNS – [0:36:54]
Coconut Rhinoceros Beetle (CRB) Infestation – [0:37:20]: Chance Correa and Danny Anthony raised several concerns with the rapid increase of the CRB population in the State and urged the community to get involved before it is too late. Danny Anthony requested that a formal presentation on the topic be added to the next agenda, and Chair Hicks confirmed that he will adhere to the request.

Hawaiian Homes Proposal at Kalaheo Hillside – [1:05:56]: Judy Mick, David Powell, Kyle Smith, and Jim Hancock raised several concerns with the proposal before the City Council to develop Hawaiian Homelands on the Kalaheo Hillside. The majority of the concerns raised is with the land, as residents believe the soil composition is unsuitable for houses and the water/sewage infrastructure may not be able to support a development of that size.
Center for Resilient Neighborhoods (CERENE) – [1:35:54]: Tristan David (CERENE) announced the following: CERENE’s official launch to develop an island wide network of resilience hubs is scheduled for August 2025; invited the community to be involved in the ongoing discussion; and provided the following links.

Representative Lisa Marten – [2:14:13]: Representative Marten provided her report and highlighted the following: there will not be an override veto session with the legislative body; updates on response efforts to fire ants; announced a Trash Cleanup Event on Saturday, July 13, 2024 from 8:00 a.m. to 10:00 a.m. at Hamakua Marsh; spoke to her attendance at recent meetings; updates on response efforts for our homeless population with mental illnesses; and spoke to various bills that passed.

Councilmember Esther Kia’aina – [2:25:35]: Councilmember Kia’aina provided her report and highlighted the following: a community meeting to discuss the proposed Wind Farm project off the shores of Waimanalo is scheduled for Wednesday, July 31, 2024 at 5:30 p.m. at Waimanalo Elementary School; Bill 64 (2023) related to use regulations; she reported that the DHHL proposal for the Kalaheo Hills development (Resolution 24-151) will be on the next Planning and the Economy Committee agenda and she will request that the committee consider taking additional time to address concerns before referring it to the full council; and she spoke to speed mitigation efforts in the community.

SMA permit application for 146 S. Kalaheo Avenue – [2:40:13]: Janine Shinoki-Evans and Nicholas Capria (Ethos Architects) presented the project plans on behalf of the Fujimotos (owners). The property currently exists as a two-family residence, and the owners want to expand it to 5-families to make it a multigenerational compound. The majority of the project includes renovating existing structures, and only a small part of the design includes establishing a new dwelling.
