I. CALL TO ORDER AND ROLL CALL: Chair Pro Tem Bill Hicks

II. ELECTION OF OFFICERS TO SERVE FROM JULY 1, 2024 to JUNE 30, 2025 [NP §2-14-120(b)].
The officers to be elected are the Chair, Vice Chair, Secretary, Treasurer, and any other officer(s) determined to be needed to conduct the board’s business.

III. ANNOUNCEMENTS
A. Committee meetings that would normally occur on Thursday, July 11, 2024 have been rescheduled for July 18, 2024.
B. The Kailua Windsports Association, a local nonprofit organization that embraces all disciplines of ocean wind sports, is hosting a community fun day featuring a “Kailua Bay Marine Parade” in which up to 75 windsurfers and kiteboarders will tour Kailua Bay. In accordance with DLNR and DPR regulations, the 5-mile tour will start at Kailua Beach Park Area A, the area designated for wind sports near the entrance of Kailua Beach Park locally known as “Kite Beach”, immediately go off-shore and circle the bay counter-clockwise once, and then return ashore at the same area. The event has a safety plan, safety escort vessel, liability insurance, and DLNR and DPR permits pending. Subject to favorable weather and wind conditions, the event is tentatively scheduled for Saturday, September 14th with back-up dates September 21st or 28th.
C. Free smoke alarm installations and home fire safety information. The Oahu Chapter of the American Red Cross is offering free home smoke alarm installations. Call (808) 739-8111 to schedule installation.

V. BOARD BUSINESS: COMMITTEE MOTION
A. The Kailua Neighborhood Board supports the following conditions on the SMA Major permit #2024/SMA-44 and Shoreline Setback Variance No. 2024/SV-1 for 1226 Mokulua Drive:
1. Prohibit artificial light from exterior light fixtures from directly illuminating or projecting across property boundaries toward the shoreline and ocean waters, except as otherwise permitted by HRS 205A-7.1(b)
2. Require exterior light fixtures to be fully shielded.
3. Require exterior lighting to be turned off when human activity is not occurring in the illuminated area.
4. The AECOS 9/14/20 study conducted for the EA observed nesting Wedged-tailed Shearwaters at 1226A Mokulua Drive. To protect the endemic Newell shearwater `Ua`u kani, the following conditions should be included in the SMA/SV application.
a. A visual survey for seabirds and burrow nests must be conducted prior to any construction activities.
b. If a burrow nest is discovered, work will cease within a minimum radius of 200 feet of the nest for a minimum of 100 to 115 days
c. If a nest with chicks is discovered, sometime between late October through the end of November, work will cease for the 100 to 115 as days as identified in the AECOS Report instead of the FEA recommended 30 days. (DEA pg 3-22)
5. Require the construction of a fence staked down across the sand scarp edge to deter additional burrowing of Newell shearwaters on the property
6. Limit project work and construction activities to daylight hours – from sunrise to sunset.
7. Require that only barbless fencing be used to avoid entanglement of Hawaiian hoary bats
8. Require identification of BMPs that will be used to remove unsuitable soils under foundations since the work will occur on the sand/ocean.

II. ANNOUNCEMENTS [0:02:24]
• The 4th of July parade will begin on North Kainalu Drive near the intersection of Uilama Street and will end on South Kainalu Drive about one mile later at Kailua Intermediate School. Road closures are expected to start at 9:00 a.m. The fireworks at Kailua Beach Park are expected to begin about 8:00 p.m.
• The July 2024 Kailua Neighborhood Board meeting has been rescheduled for Thursday, July 11, 2024.
• Replacement of a leaning utility pole across from the Lanikai Monument is scheduled to occur on Thursday, June 20, 2024 between 8:30 a.m. and 2:30 p.m.

• April 2024 Statistics: There were two structure fires, one nuisance fire, 12 activated alarms, 108 medical emergencies, three motor vehicle crashes, one mountain rescue, and one hazardous material incident.

Chair Hicks and Counsell introduced the following motion. The Kailua Neighborhood Board supports the Aikahi Elementary School Proposed Energy Resiliency Improvements and the Defense Community Infrastructure Pilot Program Grant Application. These improvements align with the State’s 100% renewable energy goals and will ultimately reduce the school’s utility expenses. The proposed project also provides solar-covered shaded play courts and parking areas. (Transportation and Public Works Committee motion.) Discussion followed.

• Hawaiian Homes [0:49:50]: David Pound, Jim Hancock, Legrand Pound, Jon White, and Jason Garrett raised concerns with the proposal to develop Hawaiian Homelands on the Kalaheo Hillside.
• Oahu Pentathlon [0:55:32]: Matt Kern announced the Oahu Pentathlon on Saturday, August 3, 2024. The race portion in Kailua will be the swim portion, across Kailua Bay, from the boat launch to Castle’s Beach.
• Stop Sign [1:05:19]: White raised concerns about the new stop sign on Kainalu Drive.
• Dogs in Parks [1:05:54]: White and resident Sakamoto raised concerns about residents training dogs in City Parks where dogs are not allowed.
• Roundabout [1:07:45]: Resident Sakamoto raised concerns about visually impaired individuals traversing through the Kalapawai Roundabout.
• Aikahi Shopping Center [1:09:03]: Resident Len Rossoff raised concerns with potholes on the roadway fronting Aikahi Shopping Center.

• Kailua Elementary School: An investigation of the intersection of Ulupii Street and Kalanianaole Highway was performed, determining the pedestrian volumes are too low to warrant the installation of a traffic signal.

• Wastewater: Information on the recent Kailua Wastewater Treatment Plant Bacterial Exceedance was provided. A brown water advisory was issued at Oneawa Beach on Tuesday, May 28, 2024.
• Fire Prevention: A wildfire prevention town hall was held on Wednesday, May 15 at Kalaheo High School.

She has included provisions directing the Department of Defense to improve efforts to combat the spread of invasive species in Hawaii, and more.

XI. BOARD BUSINESS: INDIVIDUAL MOTION [2:43:07]
Lipton introduced the following motion. The Kailua Neighborhood Board is concerned about the negative impacts of mangrove trees in the Kawainui and Kaelepulu Streams and requests that the Department of Facility Maintenance (DFM) remove all mangroves from sections of both canals under the city’s management. A coordinated effort between the city, state, and private landowners is needed to eliminate mangroves from the Kawainui and Kaelepulu Streams in order to protect water quality, fish and waterfowl habitat, and maintain the flood water capacity of these channels. Other landowners along the various shorelines have taken responsibility for mangrove removal, including: (a) the Enchanted Lake Residents Association (ELRA), with assistance from the Department of Health and Kamehameha Schools, removed massive mangrove forests from the pond and wetland twenty years ago; (b) the Kailua Canoe Club and ELRA removed all the mangrove in the canal between the lake and the ocean a decade ago with assistance from the Hawaii Community Foundation; (c) the state Department of Land and Natural Resources has removed most of the mangrove from the Kawainui Stream adjacent to the Kawainui Levee and adjacent to the Hamakua Wetland; (d) Alexander & Baldwin removed all the mangrove from both sides of the Kaelepulu canal just below the Hamakua Bridge. The city has done little to remove the mangroves from sections under the city’s management. Mature mangroves in the city managed waterways are actively re-seeding other sections of the waterway. These seedlings have the capacity to regrow huge swaths of mature trees within a decade. The Kailua waterways are almost a closed system, so eliminating all of the remaining mangroves will stop the ability of mangrove to re-seed. It is urgent that the city remove all mangroves from sections of the canal under the city’s management in order to not undo all of the efforts already taken by other stakeholders.
