Public Safety, Public Health, and Civil Defense (PSPHCD) Committee
June 2024 Meeting Report
Chair, Carol Miyashiro
1. A committee meeting was held in-person on June 13, 2024, chaired by Claudine Tomasa and attended by committee members Bill Hicks, Mike Lee, Levani Lipton, and Jeff Zuckernick.
2. Announcements/New Issues/Community Concerns
a. MV 22 Ospreys over Kailua
(1) Follow up from June 6th Board meeting re: Community Concerns. A resident complained about MV 22 Ospreys flying over populated Kailua neighborhoods.
(2) Per Eileen Hilton (Windward Coalition) – during the past six months the Coalition has received complaints about Kaimalino and other residential overflights by MV 22s. There appears to be a change to the flight patterns outlined in the original 2012 EIS approved several years ago. Flight paths: request to keep flight paths over the ocean and not over homes
(3) Discussion/Plan:
(a) Much was mentioned during the June 6th Board meeting with questions for the MCBH representative to investigate i.e. The number of Ospreys flying over populated neighborhoods in Kailua and what are the impact(s)?
(b) Will wait for response from MCBH at the July 11th Board meeting.
(c) Meanwhile, Chair Hicks will remind the representative about the board’s questions in order to obtain a thorough response from MCBH.
(d) Investigate more and address concerns with MCBH. Request compliance with EIS.
3. Continuing Issues:
a. Public Safety & Public Health
(1) Update/Report: Low Flying Commercial Tour Helicopter Flights Over Kailua (David Laeha). No updates.
(2) Update/Report: Homeless in Kailua Subcommittee (Levani Lipton). Refer to Subcommittee report.
(3) Update/Report: Kailua Water Quality Subcommittee (Levani Lipton). Refer to Subcommittee report.
(4) Update/Report: January 1, 2022 Flash Flood in Kailua – Enchanted Lake and Kaelepulu Canal. No update/response to Chair Hicks’ January 2024 letter to Director Albano. Chair Hicks will send a follow up letter to DFM Director inquiring about the status of installing and operating automatic water gauges at Lihiwai Bridge or the Keolu Drive Bridge.
(5) Update/Report: HPD Staffing Shortages and Public Safety Concerns. No Update. PSPHCD will explore ways to enhance public safety.
(6) Update/Report: Invasive Species/Little Fire Ants (LFA). No updates.
b. Civil Defense
(1) Update/Report: Lack of Hurricane Shelters in Kailua. Discussion/ Plans:
(a) PSPHCD Committee Chair sent a comprehensive letter to HIEMA Administrator James Barros and Community Outreach Person John Vierra May 22, 2024. The letter outlines the need for hurricane shelters in Kailua. No response from the Administrator as of yet.
(b) Request assistance from elected officials?
(c) Chair Hicks will follow up with HIEMA.
(2) Update/Report: Disaster Preparedness (Wildfires). Aikahi Fire Safety and Emergency Fair, Sunday June 23, 2024, 10am – 1pm at Aikahi Park Shopping Center. Hosted by HFD, KAP, KNB #31, and A&B. Participants: HFD, HPD, Board of Water Supply, MCBH Fed. Fire, Hawaii Wildfire Management Org., and Ham Radio Operators.
4. New Issues
a. Discuss possible safety precautions and education/training that would help the Kailua Neighborhood Board be prepared to address and/or safely exit from a threat or emergency that occurs during a community board meeting or other public event. Discussion/Plan:
(1) There was recently a Webex Active Shooter training for all neighborhood board members. Because the training was scheduled without much notice not many KNB #31 members were able to attend. KNB #31 has never discussed, been informed of a protocol, or had any training on what to do if a “situation” were to happen at a KNB meeting or event. Further discussion included awareness, location of defibrillator at the meeting center, CPR, First Aid, Run/Hide/Fight. Committee member Jeff Zuckernick offered CPR classes for interested board members.
(2) Request assistance from HPD District 4 Community Policing about providing a presentation on active shooter for Kailua and neighboring Communities?
(3) Plan: Will continue to discuss in the PSPHCD Committee.
b. RYSE Program Expanding to West Side Oahu.
(1) A concerned resident from Waianae inquired about RYSE in Kailua. His relative who lives in Kailua informed him about problems caused by clients (young adults) who are discharged from the program roaming the Kailua area causing problems. According to the resident, RYSE will be expanding its program to his neighborhood located near a preschool. There are no sidewalks and streetlights in the area. He and the rest of the Waianae NB are against the RYSE Center and have received support from Councilwoman Tupola.
(2) Was a CUP obtained by RYSE prior to locating in Kailua?
(3) Plan: Resident will provide a summary report from the February 22, 2024 Waianae NB meeting regarding RYSE for the Committee to assess. KNB’s Committee on Homelessness will determine the status of RYSE and check if a CUP was obtained by RYSE prior to locating in Kailua. Check with HPD about any complaints from residents in Kailua relating to RYSE
