a. Off-leash and On-leash dog parks in Kailua (including Kawainui Park proposal and other DPR proposals) – recommendations due for 8/7 KNB meeting. On April 21, 2025 DPR wrote they are considering a change to operations to allow leashed dogs in more City parks, while also providing waste bag dispensers and signage to support clean parks. They requested KNB input by August 29, 2025 on our ideas regarding which parks, or park areas, KNB would prefer to allow leashed dogs.
(1) Proposed Motion: In response to the Department of Parks and Recreation’s request for input on revised dog regulations in Kailua parks, the Kailua Neighborhood Board recommends:
1. The exploration of fenced, off-leash dog parks at Kawainui Park and Maunawili Valley Neighborhood Park
2. The following parks retain on-leash privileges: The rest of Kawainui Park that would not be off-leash, Kaʻelepulu Mini Park, Enchanted Lake Community Park, and Pōhākupu Mini Park.
3. The following parks should be considered for new on-leash dog privileges: ‘Aikahi Community Park, Kalama Beach Park, Kailua District Park, Kailua Beach Park, Keolu Hills Neighborhood Park, and Maunawili Neighborhood Park.
4. The following park should NOT be considered for dog privileges: Kalaheo Neighborhood Park
b. Maintenance needs for the Parks (particularly lighting issues and bathrooms)
c. Possible multi-use path cut through between Kailua Road and Kainalu Drive that uses Kailua District Park
d. Island-wide beach status signage
e. Triangle Park post-construction plan
f. Kailua Beach Park (hours of operation, shoreline restoration)
g. Kailua District Park (Playground, lighting, bathrooms)
h. Enchanted Lake Park sidewalks
i. Kailua Soccer Fields – Hazardous Conditions and Maintenance
j. Boettcher Estate (WiFi, Adopt-a-Park program)
k. Youth Sports Field Availability
5. New issues
6. Resident and Community Concerns.
7. Adjournment.

June 2025 Meeting Report
Chair Evan Weber
1. A committee meeting was held in-person on June 12, 2025, chaired by Evan Weber and attended by committee members Bill Hicks and Claudine Tomasa, and several nearby residents of Kawainui Park.
2. Updates were provided by residents as well as the Parks chair about the potential for an off-leash dog-park in the Waimanalo corner of Kawainui Park. The Department of Parks and Recreation is likely to move ahead with fencing off of the area and has done measurements and scoping.
