June 2025 Meeting Report

1. A subcommittee meeting was held via Zoom on June 11, 2025, chaired by Claudine Tomasa and Vice Chair Clem Jung (KAP/KCERT) and attended by subcommittee members Andy Bates (Christ Church Uniting), Ron Haas (MidPacific), Bill Hicks (KNB), and Glenn Kaauwai (KAP/KCERT). Topic: Community Point of Distribution (CPOD) Plan for Kailua.

2. Announcements
a. Ron Haas from Mid-Pacific Country Club announced an Emergency Preparedness Presentation on Sunday June 22 1-3 pm at the MidPacific Country Club featuring John Vierra from the Hawaii Emergency Management Agency.
b. Clem Jung mentioned upcoming free training sessions on July 11 and 12, led by TEEX, focusing on preparedness and survival.

3. Update/Report on Continuing Issues
a. CPOD Plan for Kailua
(1) Review – Map of five CPOD locations & the Distance/ Information Sheet. The map and Distance/Information sheet for the five Community Point of Distribution (CPOD) locations were reviewed. Discussion focused on the distances residents would need to travel or walk from their neighborhoods to a CPOD site to obtain emergency supplies. Alternative sites were also considered in case the five primary sites are incapacitated following a disaster. Action:
(a) Add Christ Church Uniting (CCU) as a sixth recognized CPOD location. CCU is currently developing both an Emergency Community HUB and a Precovery CPOD.
(b) Add two more alternative CPOD sites – DayBreak Church (located adjacent to CCU) and Aikahi Park Shopping Center.
(2) Review/Comment on Kailua CPOD Standard Operating Guide: The Committee opted to keep the Kailua CPOD Standard Operating Guideline in draft form. This allows for flexibility and adaptation, which is crucial as the nature of disasters changes. Unlike a rigid Standard Operating Procedure (SOP), which would mandate operations strictly according to its guidelines, this approach ensures the ability to adapt and change as circumstances evolve.
(3) Landowner’s “buy in” / approval for a CPOD site on private property. Securing landowner buy-in and approval for a Community Point of Distribution (CPOD) site on private property is essential. The committee has outlined key strategies for engaging private landowners. It is advisable to involve government representatives from the Department of Emergency Management (DEM) and the Hawaii Emergency Management Agency (HIEMA) prior to initial outreach. This will help address any questions or concerns landowners may have early on. Action:
(a) Prepare and send a letter to DEM, HIEMA, and Hawaii Food Bank to meet with us. Talk about the project and get their support prior to presenting to landowners.
(b) Preliminary Meeting: Conduct a meeting with city and state officials to inform them about Kailua’s CPOD project. This meeting should also include a representative from the Hawaii Food Bank to explain their critical role in community emergency response. The goal is to develop a unified approach before contacting landowners directly.
(c) Comprehensive Presentation: Prepare a detailed presentation showcasing the Mid Pacific Country Club as a successful beta site. This presentation should highlight the benefits and feasibility of hosting a CPOD, emphasizing its ability to provide emergency food and supplies to residents within walking distance. Key Presentation Elements: – Detailed site maps. – Draft Kailua CPOD Standard Operating Guidelines (SOG). – Comprehensive list of community benefits.
(4) Collaboration with DEM: The Department of Emergency Management (DEM) must sanction our proposed outreach strategy. This approach could serve as a model for DEM, as they may not currently have one. Ultimately, DEM should also join us in meeting landowners.
(5) Overarching Aim: Our primary goal is to foster a collaborative and well-supported initiative. This will reassure landowners that they will receive assistance & support from government agencies and community organizations in providing this critical emergency service.
(6) Other discussion:
(a) Volunteers to staff the CPOD – Currently Kailua CERT serves as the primary volunteer group. More volunteers need to be recruited. – Identify a central person to manage volunteers – Develop Phone Tree with List of Volunteers
(b) Assistance from private sector and/or government agencies
(c) Prepositioning PODs containing 25 year shelf life Emergency Food – to be discussed after the subcommittee confirms CPOD locations and determines the amount of emergency food that is needed in each POD.
(d) Christ Church Uniting Emergency Resilience Hub Project.
1 CCU is also serving as a preposition CPOD, the first in Kailua
2 Placing a 40 foot container with 25 year shelf life emergency food and managed by Hawaii Food Bank.
3 Other CPODs can access food from CCU
4 CCU Mission: Resilience hub provides shelters for seniors, disabled, first responder families. Setting up CCU to be able to accommodate people. Setting up kitchen with solar panels. Strong connection with Adventist Health Castle – will offer support. Action: CCU will be added to list of the Kailua CPOD site/ Prepositioned Food Site.
