May 2025 Meeting Report
Chair, Claudine Tomasa; Vice Chair, Clem Jung
1. A subcommittee meeting was held via Zoom on May 6, 2025, chaired by Claudine Tomasa and Vice Chair Clem Jung (KAP/KCERT), and attended by subcommittee members Ron Haas (MidPacific & KAP) and Bill Hicks (KNB), and Ronald Sakamoto (Kaneohe Neighborhood Board). Topic: Community Point of Distribution (CPOD) Plan for Kailua.
2. Update/Report on Continuing Issues
a. CPOD Plan for Kailua
(1) Proposed five (5) CPOD Sites in Kailua. All five (5) CPOD sites are outside of the Extreme Tsunami Evacuation Zone. A map of the five (5) sites shall include information about the walking distance that pedestrians need to travel in order to get emergency food & supplies at the nearest POD location. NOTE: Roadways may be obstructed following a disaster. Walking and/or bicycling may become the only viable way to travel. Pedestrians may need to bring a collapsible wagon/cart to transport food/supplies.
(2) Standard Operating Guideline (SOG) for Kailua’s Community Point of Distribution was drafted by Vice Chair Jung and distributed to committee members with explanations of a CPOD’s purpose, scope, and specific actions required to assure proper implementation. Committee members are requested to review and provide feedback before the next meeting. City’s DEM and HIEMA shall be provided with a copy of Kailua’s CPOD SOG.
(3) CPOD Planning Committee will notify & update City’s DEM of current status, as well as plans to contact landowners and obtain their “buy in” / approval for the use of their property(ies) as a CPOD site. If owner “buy in” / approval is obtained, submit information to the City’s DEM for their follow up.
b. Assistance from private sector and/or government agencies: Prepositioning PODs containing 25 year shelf life Emergency Food – to be discussed after the subcommittee confirms CPOD locations and determines the amount of emergency food needed in each POD.
c. Christ Church United Emergency Resilience Hub Project – Continued discussion with Committee Member Bates.
