Planning, Zoning & Environment (PZ&E) Committee
May 2025 Meeting Report
Chair, Donna Wong

1. A committee meeting was held in-person on May 20, 2025, chaired by Donna Wong, and attended by committee members Kelli Ann Kobayashi, Levani Lipton, Steve Trecker, and Gary Weller.

2. Presentation: SMA Major 111 Kailuana Loop update. PZ&E and KNB made recommendations for conditions to the SMA in November and December 2024, respectively.

3. There was a brief discussion on the grading and grubbing activity on Kalaheo Hillside and questions about storm water runoff of the newly cleared land. PZ&E will send an email to a city inspector asking what precautions will be taken to ensure that stormwater runoff does not impact downhill homes,

4. The committee discussed Bill 43, a proposal to use TAT funds to offset the proposed sewer fee hike. Members were concerned that the proposal will take TAT money that is earmarked for other uses, and we do not know the consequences of the loss of funding to the other uses, Steve moved and Gary seconded that The Kailua Neighborhood Board support bill 43 as drafted. The motion failed – YES: Steve, Gary; NO: Donna; ABSTAIN: Kelli Ann.

5. The committee discussed Bill 46, the proposed empty homes tax and while we support the concept of making existing houses available for local rental or ownership it was felt that we do not know what the unintended consequences of passing this tax bill would be. The committee did not take any action.

6. PZ&E will monitor both Bills 43 and 46 for developments.
