August 2025 Meeting Report

1. A committee meeting was held in-person on August 14, 2025, chaired by Jade Lau and attended by committee member Max Markrich and 1 resident.
2. Discussion included: Concern for NO Parking on road just outside the gate of Kawainui Marsh/Kaha Park.
3.DTS Transportation Demand Management Interactive Parking Scenario demonstration by Bekah Stinehour was conducted.
4. Updates provided by Travis Counsell include:
a. Kailua Complete Streets Projects. Recently, the City installed several “quick build” projects along Keolu Dr to improve crosswalk safety near Ka‘elepulu Elementary School. These included installing delineators to define the lanes, provide a center pedestrian refuge, and more define the crosswalk. It also included restriping to remove the center turn lane to decrease conflicts with people turning and people crossing the street. This is at the crosswalks on Keolu & Akea Pl and Keolu & Akiohala St.; these crosswalks are also slated to receive raised crosswalk treatments. HDOT (State) will be installing these for the City at a later date. HDOT has an open contract to install these humps and can execute it faster than the City. No ETA on when these will be installed.
b. Roundabout Construction. The roundabout is nearly complete and is open to traffic. They have returned to Phase 2A, which is on the Lanikai bound side of the street fronting Bob’s Pizza. This was an earlier phase that was delayed due to unmarked underground utilities. This includes finishing the sidewalk, curb, and a small section of roadway. Expected completion date for this phase and the overall project is October 31st.
c. Bike/Ped Safety. Traffic signal installation construction on Kailua Road at Uluoa and Ulumanu Streets is impacting the sidewalk and bike lanes on Kailua Road. The bike lane at Uluoa St is currently closed until mid-August. Use caution when driving, biking, and walking in the area.
d. Repaving Projects. New pavement at the Library and District Park is a big improvement. A contract has been released for the repaving of the city parking lot near Cinnamons. It appears that the construction date isn’t until 2027 however (perhaps due to the apartment construction?).
e. Electric Bikes. Unfortunately the Governor vetoed HB958, a comprehensive overhaul of the rules/regulations/definitions for electric micro mobility. Vetoed due to a potential conflict with electric vehicles… It will be reintroduced in 2026. Until then, we have outdated/confusing definitions for the devices on our roadway… In general, low-speed electric bicycles (less than 20 mph, less than 750 watts, with operable pedals) are permitted wherever bicycles are permitted. This includes sidewalks in residential zones, but they must yield to pedestrians, go less than 10mph, and use a bell/voice alert before passing. There is certainly a need for broader education of electric bike riders (and all road users for that matter…).
f. Traffic Fatalities. We’re experiencing a HUGE surge in traffic fatalities, largely due to distracted/reckless/intoxicated driving of vehicles. Hawaii has had 79 fatalities this year, compared to 61 last year at this time. Please drive with aloha.
