I. CALL TO ORDER – [0:00:01]: Chair Pro Tem Mo Radke called the meeting of the Kāneʻohe Neighborhood Board No. 30 (Board) to order at 6:32 p.m. Note: This 17-member Board requires nine members to establish a quorum and to take official Board action. Quorum was established with 11 members present.

III. OATH OF OFFICE – [0:02:10]: Neighborhood Assistant Johnson administered the oath of office to the new Board member, John Hewitt, and all Board members who have not yet been sworn-in.

IV. CITY/STATE MONTHLY REPORTS AND DISCUSSION – [0:03:59]

Honolulu Fire Department – [0:04:14]: Austin from the Honolulu Fire Department reported the June 2025 statistics: 2 structure fires, 2 nuisance fires, 4 activated alarms with no fires, 128 medical emergencies, 1 motor vehicle collision with pedestrian, and 8 motor vehicle crashes/collisions. He provided fire safety tips regarding wildland fire awareness, including cleaning gutters, removing fuels from fire or barbecue areas, keeping a shovel and water nearby, and ensuring fires are completely extinguished before leaving. He also advised maintaining equipment with spark arresters regularly.

Questions, comments, and concerns followed – [0:06:00]:
1. Member Carstensen asked about a neighbor who burns wood debris and grass cuttings during drought season and how the community should respond to that. Fire Fighter Coen referred the question to Capt. Andreas-Feeney who indicated he would get the correct information about who to call to report violations and about permit requirements and send it to the Board.
2. Member Burbage asked about fireworks enforcement during the July 4th holiday and observed how quiet it was this year even as far away as Waianae. Capt. Andreas Feeney reported that he heard of no fireworks issues.

Honolulu Police Department – [0:07:46]: No formal statistics were presented.

Marine Corps Base Hawai’i (MCBH) – [0:08:32]: The MCBH representative, Kristi Kaluhiwa, reported on the successful Canoe Regatta event hosted on the Marine Corps base the previous weekend with approximately 3,000 participants. She noted the smooth entry process through the gate and efficient parking management. She announced the upcoming air show on August 9-10, which will be open and free to the public. She mentioned that the Marine Corps band, Commanding Colonel Jeremy Bevin, and Sergeant Major Adone Mono participated in the July 4th parade.

Questions, comments, and concerns followed – [0:11:54]:
1. Chair Radke inquired as to air show practice will begin and was informed that the team will arrive on the 6th and conduct most of their practice over Honolulu but there will also be some on the windward side.
2. Member Sakamoto asked about the recycled water project for the golf course. The representative indicated that feedback was positive and that they had presented the Environmental Assessment to the Kailua Neighborhood Board, which provided several recommendations currently under review.

Kāneʻohe Christmas Parade – [0:34:03]: Janice Lai announced that the Kane’ohe Christmas Parade would be held on Saturday, December 6, 2025. Because the Parade involves road closures, they need Board approval documented in meeting minutes. Member Sakamoto MOVED and Member Tomey SECONDED to approve the Kāneʻohe Christmas Parade. The motion was ADOPTED; 11-0-1 (Aye: Brandle, Toma, Carstensen, Radke, Shizuma, Sakamoto, Quitevis, Yamashiro, Burbage, Tomey, Hewitt; Nay: None; Abstain: Fleitell) – [0:34:30]

Dick Evans Road Race – [0:35:04]: No representative was present.

VIII. RESIDENT/COMMUNITY CONCERNS – [0:30:36]

Resilience Hub Network – [0:30:57]: Joe Watt from Key Project announced the Koʻolau Resilience Hub Network, which aims to funnel resources to communities for disaster preparedness. He mentioned upcoming events including a Youth Resilience Academy in July, a psychological first aid training on August 9, 2025, and fundraising for chainsaw training certifications. He requested assistance in recruiting participants and identifying organizations that could help distribute training and supplies. Their chainsaw partner is Arbor Global for certifications and they currently have funding through the Castle Foundation for purchasing the saws, which have yet to be acquired. The organization that acts as the hub, in this case, Vibrant Hawai’i (which also acts as a very successful hub on the Big Island) will hold on to 4 chainsaws. There are two teams of 4 people, all of whom have been certified. When a team member gets a call to action, each is responsible for picking up a chainsaw. Fishing Tournament – [0:35:22]: “Aunty” Rocky Kaluhiwa announced the Kāneʻohe to Kualoa Makai Watch fishing tournament on Saturday, July 26, 2025, at Heʻeia Pier. She mentioned that 40 free fishing kits and 40 lunches would be provided to keiki, and there would be prizes for whomever catches the most invasive species. All the contestant positions have been filled but there will be extra prizes so all are welcome to participate. There will be a second tournament, the Second Annual He’eia Pier Jackpot Fishing Tournament, the following day, Afterwards, Kaluhiwa will be addressing the governor regarding the shutting off of the only shower and water supply at He’eia Pier. A question by member Fleitell prompted Kaluhiwa to add that there is open sewage by the deli

H-3 Metal Plates – [0:37:08]: Member Carstensen expressed concern about metal plates on H-3 that have been in place for at least three months, noting that he witnessed a car accident resulting from hitting one of these plates. He asked how long these plates would remain without corrective measures. Chair Radke commented that this issue was previously raised by Member Sakamoto and an estimated completion date was provided. Member Sakamoto advised that the company that makes the expansion joints needed for the repair has gone out of business and the DOT is looking for a replacement. Chair Radke indicated that the issue will be referred to DOT for an update.

Wood Chip Dumping – [0:39:30]: Zackary Pilian reported that someone has been dumping wood chips on the makai side of Po’okela Street across from the DOT base yard and Hina Mauka creating a potential breeding ground for Coconut Rhinoceros Beetles (CRB). He noted there was no netting over the piles.

Neighborhood Watch Meeting – [0:41:03]: Lisa Uesato from Windward Neighborhood Security Watch Coordinators Group announced a Watch Coordinators meeting on Saturday, July 26, 2025, at 10:00 a.m. at Windward Central Union Church, Kailua. She invited community members to attend.

Road Closure Concerns – [0:41:51]: Member Tomey expressed concern about the lack of signage regarding the closure of Likelike Highway. She noted that when coming out of her Keapuka neighborhood on Anoi and turning left onto Likelike Highway, there was no sign indicating that Likelike Highway was closed for everything other than westbound traffic. Member Fleitell and Chair Radke advised that the Likelike tunnel is closed Honolulu bound from 10:00 a.m. to 7:00 p.m. on weekdays and has been well advertised and an electronic sign posted on Kahekili. The closure is scheduled until August 8, 2025.

ADA Rally – [0:44:34]: Member Sakamoto announced an ADA Rally at the State Capitol on Friday, July 25, 2025, from 9:00 a.m. to 11:00 a.m. to celebrate the 35th anniversary of the Americans with Disabilities Act.

School Lunch – [0:44:50]: Member Sakamoto raised concerns about children in summer fun programs needing to bring their own lunches, suggesting that the state consider implementing a meals program similar to Meals on Wheels for these children. Chair Radke noted that Member Sakamoto has been on the Board for 3 cycles and is blind. He has done much to contribute to the ADA and community problems. Member Sakamoto was recently recognized for his community by the Governor and City Council with a framed certificate.

Traffic Safety Concerns – [0:46:07]: Resident Haunani Kahea expressed concerns about cars parking in the road on the corner of Pahia Road and Kamehameha Highway between the New Mui Kwai and the Vietnamese restaurant. She noted that this creates a hazard when turning right onto Pahia Road from Kam Hwy, forcing drivers into the middle of the road. It also creates a hazard for pedestrians on Kam Hwy. She also mentioned issues with loud motorcycles at night and noise from a karaoke establishment across Kam Hwy that leaves its door open. In response to a question from Chair Radke, Kahea stated that she has contacted HPD about the issue but it’s unclear if anything has been done in response as the car continues to park there. Later in the meeting, Kahea offered two suggestions to rectify the parking problem: (1) post a No Parking sign nearby, or (2) reverse the flow of traffic into and out of the restaurant parking lot.

Kāneʻohe Canoe Club Update – [0:49:27]: Karla Silva-Park provided an update on the Kāneʻohe Canoe Club, noting that their permit was renewed with DLNR for one year. She discussed ongoing issues with the protective guardrail between Kamehameha Highway and the canoe house (Hale) at He’ei Kea Pier that was taken down by the Department of Land and Natural Resources (DLNR)’s Division of Boating and Ocean Recreation (DOBOR) because it was illegally installed. The club still does not know which governmental agency controls it. She also reported on the lack of water access at He’eia Kea Boat Harbor [which is sometimes referred to as the He’eia Pier] after DOBOR ordered them to remove the waterline near the Hale and then the other showers used by the public were removed. Silva-Park asked for help spreading community awareness for the problem as well as information on who to contact at the City and/or State to enable them get water access. She advised that DLNR has informed them that they will be charged for their water usage if/when they get water back and expressed concern about DLNR potentially charging only the canoe club for water usage despite the area being a community asset used by many. Member Fleitell observed that other public parks like Kailua Beach Park have water and do not charge private individuals for it. Member Sakamoto commented that he’s glad a representative from the Governor’s office was present so that they could learn about this problem.

IX. ELECTED OFFICIALS – [0:54:15]

U.S. Representative Jill Tokuda – [0:55:56]: Talia Samifua reported that Representative Tokuda recently introduced two bills to address Medicare underpayments for rural hospitals in Hawai’i and Alaska through the Save Our Rural Emergency Services Act (SORES Act) and Ensuring Outpatient Quality for Rural States Act. As the only member of Hawai’i’s congressional delegation serving on the Agriculture Committee, Representative Tokuda is advocating for local farmers and food producers. She led a bipartisan letter urging USDA to release $2.26 million intended to help Hawai’i producers expand operations and boost local food production.

Governor Green’s Representative – [0:59:24]: Diane Ako announced that Governor Green has a monthly newsletter, Ke Ala Hou, with the link provided to Chair Radke to post on the Board’s website. Responding to Member Burbage’s request, she reported that the Kāneʻohe Library renovation project is scheduled to be completed by fall 2025. Responding to Member Sakamoto’s request for a link to the Governor’s Intent to Veto list, she sent a link to that website to Chair Radke to post on the KNB30’s website notes. As requested, she reported the comments regarding emergency preparedness to the DOD and Hawai’i Emergency Management (HEMA) regarding taking fiber optics into consideration in the emergency preparedness plan. Regarding the showers at Heʻeia Pier, she asked the Governor’s office, Scott Glenn, the DLNR and the Board of Water Supply what they will do about restoring water to the showers at He’eia Kea Boat Harbor. She shared that according to DLNR/DOBOR, one shower was shut off as it had tied into the backflow preventer, and they could hire a structural engineer to provide a plan for a shower connected to a line not tied to the backflow. The shower attached to the “comfort station” was removed due to concerns about standing water and ponding near the wastewater treatment plant. As of yet, they have not found an alternate location for a shower that would be in compliance with Department of Health (DOH) regulations. Finally, Ako reported that the Department of Water Supply wrote to her that, “we have no control over the water on the customer side of the meter.”

Mayor Rick Blangiardi’s Representative – [1:02:20]: Andy Kawano, Director of Budget and Fiscal Services, reported that the department is focusing on implementing the fiscal year 2026 budget and will begin planning for the fiscal year 2027 budget in about a month. He mentioned that the written test for obtaining a learner’s permit for drivers can now be done online without an appointment. There is a QR code on the last page of the mayor’s monthly newsletter that provides additional information about this online testing. He also provided updates on several issues raised at previous meetings, including damage to the sidewalk on Kaneke Street (the applicable division head of the Department of Facilities Maintenance has been out of the office on training but Kawano will continue to connect with him about a fix); faded parking meters on Kahekili Street (they are working with the Neighborhood Commissions Office to outreach to the DOT and have not received a response yet); clearing work continues on Kionaole Road and on Kamo’oali’i Stream with stream work lasting another 3 weeks depending on weather and equipment performance; additional work on overgrowth and puddling remains to be done on Kaneke Street but he will be following up on that this week; finally, with regard to the cutting of fiber optic cables HEMA is aware of it and working to identify the cause, meanwhile, HEMA has redundant communication systems in place.

Councilmember Esther Kiaʻāina – [1:07:23]: Councilmember Kiaʻāina discussed the Charter Commission, which convenes only every ten years. She announced that the Commission will be accepting proposals for charter amendments from August 1 through the end of October 2025 as well as the website. Initial review and analysis will occur in November and December, followed by public hearings between January and May 2026 with final review in July 2026 before putting it on the ballot. She encouraged the Board to consider forming a Permitted Interaction Group PIG) to develop proposals for issues important to the community.

Questions, comments, and concerns followed – [1:10:13]:
1. Member Sakamoto thanked Representative Tokuda’s office for responding to his question about NOAA budget cuts. He also thanked the Department of Facility Maintenance for work on his road and offered kudos for the work on Kamo’oali’i Stream. He also thanked the City Council for the ADA anniversary recognition.
2. Member Quitevis asked about the verification process for online permit tests. Kawano stated that he just scanned the mayor’s newsletter QR code during the meeting and learned that the online permit test utilizes specialized software to verify each test-taker’s identity. The software has access to one of the largest electronic databases for legal and public records in the world. If there is a mismatch of information contained in an applicant’s information, the applicant will be required to show up in person to take the test. In addition, online test-takers must use a desk or laptop computer with a keyboard. Smart phones and touch-screen computers will not work. The computer must also have a webcam so that the test-taker can be monitored. Test-takers will be disqualified if they leave the test and come back or look away from the keyboard and monitor for any significant length of time. Among other things, applicants are required to have a Real ID. The test can be taken twice a day for an unlimited number of days but must pay a fee each time.
3. Member Shizuma inquired about resolving the water access issues at the Kāneʻohe Canoe Club. Chair Radke opined that everything was going to revolve around the DOH and that they would first have to have a structural engineer draw up plans. Member Shizuma clarified that there were two showers, one by the Hale and the other one by the restrooms/comfort station across the Pier entrance drive from the Hale. Also, the one by the restrooms has to be relocated because of the sewage issue. Silva-Park further clarified that the shower by the Hale uses ocean water, not fresh water, which creates an issue if someone tries to use soap. Rocky Kaluhiwa provided historical context about the showers at Heʻeia Pier, noting they were installed by Governors Ariyoshi and Waihee in 1978 and 1985, respectively. She referenced the sewage “next to the deli,” [The He’eia Kea Pier General Store &] Deli is located at the far makai end of the Pier while the two showers under discussion are approximately 85 yards away near the entrance to the He’eia Kea Pier Parking. This needs clarification]. She expressed frustration with the removal of these community resources and questioned DLNR’s reasoning.

[1:25:02] – Member Shizuma MOVED and Member Tomey SECONDED to establish a Permitted Interaction Group regarding He’eia Pier. The motion was ADOPTED; 12-0-0 (Aye: Brandle, Toma, Carstensen, Radke, Shizuma, Sakamoto, Fleitell, Quitevis, Yamashiro, Burbage, Tomey, Hewitt; Nay: None; Abstain: None) – [1:25:42]. The PIG consists of the following members: Burbage, Carstensen, Fleitell, Quitevis, and Radke and may include members of the public as well.

Senator Jarrett Keohokalole – [1:30:30]: No representative was present.

Senator Brenton Awa – [1:30:30]: No representative was present.

Representative Lisa Kitagawa – [1:30:30]: Representative Kitagawa congratulated the Board on the new election and mentioned that her annual end-of-session newsletter was distributed to residents in her district. She highlighted the annual Castle Complex School Supply Drive, a 6-day fundraiser that involved over 45 volunteers contributing more than 100 volunteer hours. The drive raised enough money and donations to provide over 500 school supply kits to the ten schools within the Castle Complex.

Representative Scot Matayoshi – [1:32:09]: Representative Matayoshi addressed the shower issue at Heʻeia Pier, noting that he had contacted the Governor’s office about it and agreed with Chair Radke that an engineer’s drawing was the likely place to start He reported on the fireworks bill he sponsored, which he felt had a positive impact during the July 4th holiday and he believes the bill will continue to limit fireworks abuses in the future when the sting-operations start Matayoshi gave Kitagawa the lion’s share of credit for the success of the Castle Complex School Supply Drive and expressed that all the public school teachers he talked to were highly appreciative of it as they often end up spending their own money on classroom supplies. He mentioned that the City portion of Kamehameha Highway repaving project by Burger King is scheduled to begin in 2027 and he is going to get clarification from City Council Member Kia’aina as to why it will take so long to begin and whether that start date can be moved up.

Questions, comments, and concerns followed – [1:37:35]:
1. Rep. Kitagawa stated that the information she got from City Council Member Kia’aina is that the repaving project on Kam Hwy is actually going to start later this year and continue through 2027. Chair Radke asked why the highway would take so long and Matayoshi shared his belief that it’s due in part to the number of residents along that stretch.
2. Member Sakamoto asked about the e-bike bill (HB 950) that was vetoed by the Governor and what actions could be taken to improve it for the next session. He also inquired about the Hawai’i State Elections Commission meeting, its excessive delays and what they are doing to correct problems before the next election. Representative Kitagawa, who sits on the Committee of Transportation, indicated that the legislature would likely revisit the e-bike regulations next year, addressing the Governor’s concerns. Neither she nor Rep. Matayoshi had an understanding of the delays in the Elections Committee other than the contentiousness of elections in general lately. Representative Matayoshi offered to work with Member Sakamoto on a more focused approach to e-bike regulation.
3. Resident Haunani Kahea asked about whether they will be repaving on Kea’ahala Road. by Jack in the Box which is in very poor condition.
4. Rocky Kaluhiwa wanted to express her appreciation to Reps. Kitagawa and Matayoshi for their community service.

XII. BOARD REPORTS/ATTENDED MEETING REPORTS – [1:45:54]

1. Member Tomey announced that she emailed all the Board members a copy of Governor Green’s Veto List this afternoon and brought hard copies for anyone attending the meeting who wants one.
2. Chair Radke asked Member Burbage to report on the visit to Waimanalo Gulch [to review sites for a possible landfill on the Windward Side. Member Burbage she stated that none of those Windward sites are in the running any longer due to the presence of excess water in the area.
3. Member Sakamoto reported attending the Transportation Committee meetings as a representative of Citizens for Fair ADA Implementation. He recommended keeping Member Lam as vice chair of the committee. Member Sakamoto announced he would be traveling to Washington, DC to attend the National Council on Independent Living conference with the Statewide Independent Living Council of Hawai’i. He will participate in workshops and seminars to advocate for Medicaid, SNAP, HUD, education, and labor issues, and will meet with Hawai’i’s congressional delegation.
4. Chair Radke mentioned an issue with a huge tree annihilating the sidewalk on the right side of Kamehameha Highway Pali-bound near a chiropractic office. Member Shizuma responded that he sent an email to City Council Member Kia’aina earlier this week regarding that tree. Chair Radke said he would bring that to Kia’aina’s attention at the next monthly meeting.
