I. CALL TO ORDER – [0:00:00]: Vice Chair Adriel Lam called the Kāneʻohe Neighborhood Board No. 30 meeting to order at 6:30 p.m. Note: This 17-member Board requires nine members to establish a quorum and to take official Board action. Quorum was not established with 7 members present.

Honolulu Police Department – [0:03:42]: Officer Jarrett Atkins reported the March 2025 statistics, including speeding citations on the H-3 Freeway.
Questions, comments, and concerns followed – [0:04:26] Member Carstensen raised questions regarding an elderly lady who was in her car, and that someone incarcerated her for a couple of days. Member Shizuma raised question regarding with Kāneʻohe hot spots where traffic accidents occur. Vice-Chair Lam commented his appreciation on the quick response by HPD for the incident that happened at the Windward Mall with the teenagers. Member Sakamoto raised the following question and comment: Has your department seen an increase of accidents occurring on Kahuhipa Street with the recent installation of bicycle lanes; Commented on the reduction of the noisy hot rod vehicles on the H-3.
Hawaiʻi Department of Transportation – [0:07:55]: Lee Nagano reported motor vehicle fatalities for 2025, and addressed the status of the noise camera on the H3 as well as gatherings at the scenic lookouts at H3 and Kāneʻohe Bay Drive.
Questions, comments, and concerns followed – [0:12:15] Member Sakamoto commented on the following: According to Chair Radke who brought up at a previous meeting that the sport motorcycles would proceed from the scenic lookout on the H-3 going westbound on the long stretch towards the Kamehameha highway; to have trash cans at the lookout ; overgrown vegetation being cleaned-up on the walls of the lookout; to have fencing installed on the sides of the gates to block motorcycles from entering; question regarding with steel plates that are being installed on the H-3 lane viaducts. Member Tomey raised the following concern and question: Regarding with quite of bit of flooding that occurred on Kāneʻohe Bay Drive right below the H-3 scenic lookout from last May of 2024 in which the water was impacting the residents of Club Knows, and inquiring an update if there was a survey being done to address the slippage on the H-3. Member Shizuma raised the following regarding with the speeding traffic light at the intersection of the Likelike highway where the speed limit of 35 mph will go down to 25 mph at the intersection, and then would resume back to 35 mph.
Marine Corps Base Hawaiʻi (MCBH) – [0:17:00]: Kristi Kaluhiwa announced upcoming events on-base, and introduced Patrick, Lead Environmental Engineer, to respond to questions regarding the water reclamation EA.
Questions, comments, and concerns followed – [0:20:00] Member Tomey raised questions regarding clarification on what areas and types of this recyclable water will be gathered and used throughout the base.
Windward Community College [0:23:40]: No representative present.
V. RESIDENT / COMMUNITY CONCERNS – [0:23:45]
Legislature – [0:24:44]: A resident raised concerns about officials that lost their election were provided other opportunities in the legislature.
Flooding and Land Use – [0:28:12]: Rosie Goo raised concerns about land usage regarding a two-story, 24-unit commercial group living facility at 44-6667 Kāneʻohe Bay Drive.
Safety and Stormwater Runoff – [0:34:40]: A resident inquired what committee could tackle issues relating to stormwater.
Parcel Development – [0:34:50]: Resident Kathy Takakuwa provided an update on the parcel development occurring at the Bayview Golf Course.

Governor Green’s Representative – [0:40:38]: Diane Ako provided the report, which included updates from the State Wildlife Action Plan, and a free treatment for little fire ants.

Questions, comments, and concerns followed – [0:42:31] Member Sakamoto raised the following comments: Governor Green attended a meeting in 2022 at the United Nations and testified that Hawaiʻi is a Smart Island; at the bus expo that was held in March 2025 at the Pacific Club in which guest speaker Governor Green stated in his remarks to the audience that the state will be purchasing electric school buses.

Questions, comments, and concerns followed – [0:49:25] Member Sakamoto commented on the following: Provided testimony at city council committee meeting regarding with Bill 60 (2024) pertaining to sewer increases; brought-up concerns with Bill 46 empty home tax, and questioned about the law suit in San Francisco; Issues of installation of bike access way on busy street of Kahuhipa that poses a safety concern. Member Carstensen raised the following question: At a previous board meeting there was a discussion regarding with the city proposing a tax on drain storm water, and could you please provide an update.
Councilmember Esther Kiaʻāina – [0:56:14]: Chassity Santiago reported on the following; Hoʻomaluhia’s Catch and Release program, landfill site visits, HNL Alert system information, and the Mayor’s upcoming Windward Town Hall.
Questions, comments, and concerns followed – [0:58:04] Member Sakamoto raised question if Councilmember is planning to do a town hall meeting in the future.
Senator Jarrett Keohokalole – [0:58:50]: Senator Keohokalole provided updates from the legislature, and potential federal funding cuts.
Senator Brenton Awa – [1:02:48]: Office Representative Makana provided legislative updates, including Coconut Rhinoceros Beatle, water quality,
Representative Lisa Kitagawa – [1:05:02]: No representative present.
Representative Scot Matayoshi – [1:05:40]: Shana Kukila provided community updates including the following; public library summer opening, Hoʻomaluhia’s Catch and Release program, an upcoming E-waste drive, and various legislative updates.

Questions, comments, and concerns followed – [1:10:00] Member Tomey raised the following comments: That she sent out a spread sheet to all board members regarding with all the bills that were proposed this year at the legislative session, and those that made it through as well as those that didn’t proceed on. Member Sakamoto raised the following questions: Update On the status with Bill SB97 SB2 HD1speeding enforcement; Update regarding with status pertaining to the budget for Hawaiʻi Government Employee workers’ pay increases. Vice-Chair Lam raised the following comment regarding with individual housing account that the current legislators allow up to $20,000 to be used.

Community Emergency Response Team (CERT) [1:14:47]: Marie Sumudio reported updates including two projects underway, after Kāneʻohe was designated as a “hub”.

Honolulu Police Department – [0:01:36]: Lieutenant Sanford Yue reported the April 2025 statistics.
Questions, comments, and concerns followed – [0:02:23] Chair Radke raised the following questions: Can you provide and update regarding with Kāneʻohe hot spots for accidents and noisy sport motorcycle speeding on the H-3. Member Sakamoto commented that he called 911 HPD to report numerous amounts of noisy hot rod vehicles speeding on the H-3 that occurred around 1:14 am Sunday, May 11, 2025, and noisy speeding sport motorcycles occurring after midnight on Tuesday, May 13, 2025. Vice Chair Lam commented HPD’s efforts in keeping us safe, and that this week marks police week. Member Shizuma commented his appreciation regarding with the report pertaining to hot spots for accidents.

Complete Streets Update – [0:06:01]: No representative present. The brief was provided later during this meeting.
OHA Strategic Plan Briefing – [0:06:20]: Hailama Farden and Kalei Akaka, Office of Hawaiian Affairs (OHA), presented the following. The purpose of the outreach is to visit all of the Neighborhood Boards to better the conditions of native Hawaiian people. Information on OHA’s committee membership and meeting schedule was shared. Complete Streets Update – [0:21:00]: Renee Espiau, Department of Transportation Services, presented the following. Background information on the Complete Streets program was shared. The scope of the Kāneʻohe Complete Streets project is Kamehameha Highway, from Likelike Highway to Haiku Road. Work is currently in the permitting phase, with construction expected to begin later in 2025. Smaller residential street improvement project is in the design phase, contract bidding not expected for a few years.

Questions, comments, and concerns followed – [0:28:05] Member Sakamoto raised the following concern: Issues with a particular entrance lane on Kamehameha Hwy that merges into the Kaneohe Bay Shopping Center by Wall Greens and Star Bucks that poses a safety concern when pedestrians are crossing at this location. Chair Radke raised concerns regarding with the following: Ongoing issues with traffic situation with Pahia Road for over 9 years; Issues when exiting City Mill on Kahuhipa Street that poses a challenge when cars are parked near the exit causing an obstruction to view the oncoming traffic.
Hina Mauka Briefing – [0:33:30]: Alan Johnson and Ryan Baker presented the following. Background information on Hina Mauka was provided. The purpose of the Cobb-Adams Road property is to provide a safe, structured environment where women in recovery can regain stability and independence.
Questions, comments, and concerns followed – [0:37:37] Chair Radke raised the following comments and questions: Club Adams Road consists number 79 parcel which lists units A and C, and that 80 parcel consists units B and D; Why was there a notice of violation? Are you aware of any community concerns, and what concerns are you aware of? Member Sakamoto raised the question regarding before you purchased the property from the previous owner, did they have the necessary permits to construct it legally; Resident Madine who resides on Club Adams Road and she raised the following question and comments: Which residents and community leaders did Hina Mauka contact; Expressed that She wasn’t ever approached by anyone from the project, and received a letter from them after they purchased the property; That the other residents didn’t receive any letter notices; Member Tomey raised the following questions: How many residents are affected in that area; Clarification regarding on which properties are being managing by who; Resident Richie raised the following concern regarding with the first apartment fronting Lilipuna Road at the beginning of Club Adams Road does not have proper ingress or outlet access way; The property that is in question was subdivided and was once a large family compound; . Construction of numerous apartments being built that overwhelm this area. Resident Shawn raised the following comments: Clarification regarding with the history with the permits for the building, and violations from the Department of Health from 2020.

Holowai Place – [1:08:24]: A resident reported that the owner of the Bayview Golf Course has removed the bridge that leads to the fifth hole due to deterioration, and will look at installing a new bridge at a later time.
Kāneʻohe Canoe Club – [1:11:16]: Resident Karla Silva-Park shared the following safety concerns on behalf of the Kāneʻohe Canoe Club. The Department of Land and Natural Resources is requesting the canoe club remove the fence repairs completed by the club at Heeia Kea Boat Harbor. Without a fence, there is no barrier between keiki and speeding vehicles on Kamehameha Highway.

Mayor Rick Blangiardi’s Representative – [1:35:04]: Andy Kawano, Director, Department of Budget and Fiscal Services, provided the report and information on stream clearing and concerns raised at this meeting.

Councilmember Esther Kiaʻāina – [1:38:00]: Councilmember Kiaʻāina reported on the following; Kāneʻohe District Park improvement updates, Kailua Wastewater Treatment Plant improvements, ambulance facility upgrades, and Kamehameha Highway improvements.
Questions, comments, and concerns followed – [1:40:40] Member Sakamoto commented on the following: He is looking forward to having the city to clean-up the streams in Kaneohe, and expressed his concerns that more emphasis needs to be done to inform the residents regarding with Bill 60 sewer increases; Member Downing raised question regarding with the improvements at the Kaneohe District Park, and if the tennis courts were included. Resident Sumudio commented on the following: Expressed her concerns regarding with the determination with who’s responsibility it is to do the clean-up of our overgrown streams that pertains to the county and state. Member Burbage raised the following questions: Where can she find more information regarding with monster homes; Update regarding with Kaneohe playground park improvements and community gardens that was mandated by federal drainage mandates.
Senator Jarrett Keohokalole – [1:50:20]: Senator Keohokalole provided an outline of the post-session newsletter.
Senator Brenton Awa – [1:53:45]: Office Manager Elizabeth Tobake provided information on efforts for the Kāneʻohe Canoe Club fence, and water quality.
Representative Lisa Kitagawa – [1:57:45]: Representative Kitagawa provided legislative updates, specifically related to capitol improvement projects and grant in aids.
Representative Scot Matayoshi – [2:00:50]: Representative Matayoshi provided community updates including the following; an upcoming E-waste drive, and various legislative updates.
Representative Mike Lee – [2:05:20]: Representative Lee reported on invasive anemones, and medical laws.
Questions, comments, and concerns followed – [2:08:36] Member Sakamoto raised question regarding on when are you planning to host a town hall meeting this year; Chair Radke raised question on when someone has a really good idea, what can a community member do to start to bring it forward; Resident Sumudio raised question with clarification regarding with Senator Awa reporting back next month with information pertaining to rebuilding bridges.
