I. CALL TO ORDER – [0:00:05]: Chair Mo Radke called the Kāneʻohe Neighborhood Board No. 30 meeting to order at 6:30 p.m. Note: This 17-member Board requires nine members to establish a quorum and to take official Board action. Quorum was established with 11 members present.

Board Members Present: Abe Toma, Adriel Lam, Dale Carstensen, David Shizuma, Donald Sakamoto, Elena Bryant, Greg Quitevis, Kim Tomey, Mark Brandle, Mo Radke, Neil Fleitell, Patty Yamashiro (6:40 p.m.); and Cecil Downing (6:47 p.m.).

Chair Radke called for nominations for the Subdistrict 2 – Windward Mall vacancy. There were no nominations.

III. CITY/STATE MONTHLY REPORTS AND DISCUSSION – [0:02:00]
Honolulu Fire Department – [0:02:14]: Fire Fighter Kubo reported the February 2025 statistics and safety tip for the month concerning smoke alarms. For more detailed information, including response mapping, visit: https://fire.honolulu.gov/, click on News & Info.

Questions, comments, and concerns followed – [0:03:27] Member Sakamoto raised the question if there were any chemical alarms available.

Honolulu Police Department – [0:04:00]: Lt. D. Akagi reported the February 2025 statistics, including speeding citations on the H-3 Freeway.

Questions, comments, and concerns followed – [0:08:12] Member Sakamoto raised the following concerns: Noisy sport motorcycles going back and forth that would take place on the H-3 area in the evening times and early morning times after midnight; Jurisdiction on who is responsible for the closing and opening of the westbound H-3 scenic lookout gates; When citations are issued out for no insurance and registration is the vehicle considered illegal to be driven on our roadways? Member Shizuma raised question regarding where are the hot spots for accidents on our roadways. Chair Radke raised the following questions: Are electric bicycles allowed to ride on the sidewalks; Do you track those drivers who are in the military for speeding.

Yamashiro arrived at 6:40 p.m., 12 members present.

Hawaii Department of Transportation – [0:16:24]: There was no representative present.

Downing arrived at 6:47 p.m., 13 members present.

Marine Corps Base Hawaii (MCBH) – [0:17:05]: Kristi Kaluhiwa reported the following; Hōkūleʻa and students visit MCBH, and introduced Jess Hawkins who spoke about MCBH’s water reclamation improvements.

Questions, comments, and concerns followed – [0:23:37] Member Sakamoto raised his question if those of us who are blind or do not have the means to do the survey online can they provide it via the phone. Member Tomey raise her question regarding what water will be reclaimed. Member Bryant raised the following questions: Has the Environment Assessment (EA) been published, and what is the timeline; Can you provide details regarding with the base receiving a violation with the National Pollutant Discharge Elimination System (NPDS) permit.

IV. BOARD BRIEFS & DISCUSSION – [0:28:20]
Invasive Anemone in Kāneʻohe Bay – [0:28:20]: Jesse Boord, Aquatic Biologist IV, Hawai’i Division of Aquatic Resources (DAR), presented on Majano Anemone, an invasive anemone found in Kāneʻohe Bay. The invasive species can rapidly spread, smothering native coral species.

Questions, comments, and concerns followed – [0:37:40] Member Sakamoto raised the question, Is the funding only being provided by the state or are they being funded by the feds. Member Bryant raised question, if there are any types of agencies or programs to allow people to surrender their fish instead of dumping them into the bay.

Dump Site Visit Brief – [0:40:07]: Member Burbage was not present to provide the report.

V. RESIDENT / COMMUNITY CONCERNS – [0:40:35]
Oahu Pentathlon Briefing – [0:40:51]: Sara Aiko Mayo, Founder, Oahu Pentathlon, presented on the 4th consecutive event held in August. This year’s event will be held on Saturday, August 9, 2025, a 135-mile circumnavigation of the island by swim, run, paddle, ruck, and bike.

Service Fair – [0:43:34]: Resident Bernie Reeves announced the homeless service fair on Friday, April 4, 2025, at the Kāneʻohe District Park.

Board Update: Conditional Use Permitting – [0:45:05]: Resident Shon Kapu provided an update on the Hina Mauka Facility on Cobb-Adams Road Conditional Use Permitting.

Questions, comments, and concerns followed – [0:55:20] Chair Radke raised the following questions to be recorded in the minutes: If there are people living in the house, and there is no occupancy certificate is that legal; If the original property was built and that there were permit violations what is being done about that; Out of 200 signatures that were opposing the project, how many were collected in Kaneohe; Would like to know how many residents were displaced by paying higher taxes. Member Fleitell commented that we should invite the city’s Department of Planning and Permitting (DPP) to do a briefing to allow the board members and residents to ask questions, because it seems that this department is allowing all of these permits to be issued to developers without any feedback from the residents being affected. Vice Chair Lam asked clairfication regarding with the meaning of Hina Mauka. Member Sakamoto commented to Mr. Kapu to check if the sidewalks are required to be built by the owner of Hina Mauka under the Americans with Disability Act (ADA) law.

Coconut Rhinoceros Beetle (CRB) – [0:59:56]: Amy Sato, Hawaii Institute of Marine Biology, raised concerns with CRB infestations in Kāneʻohe and on Coconut Island. The Hawaii Institute of Marine Biology will be doing small, controlled burns of mulch on Coconut Island to prevent further spread of the beetle.

Bayview Development – [1:04:17]: Resident Kathi Takakuwa raised concerns and updates from the possible development by Dragon Pacific Investments near the Bayview Golf Course.

Questions, comments, and concerns followed – [1:07:22] Member Fleitell commented that we should invite the city’s Department of Planning and Permitting (DPP) to have discussion with them regarding with this developer. Vice Chair Lam raised question regarding what do you and the community want to have for this property.

Roadway Conditions – [1:10:06]: Resident Annette Tashiro raised concerns regarding the roadway surface from Kāneʻohe Bay Drive to Haiku.

Kāneʻohe Stream Construction – [1:11:17]: Resident Margaret Schmitt reiterated concerns raised at a previous meeting regarding the heavy machinery on Kāneʻohe stream, directly parallel to Kulauli Street.

Cobb-Adams Group Living – [1:14:41]: Resident Susan Richie provided more information regarding the neighborhood of Cobb-Adams and the Hina Mauka presentation provided at a previous meeting.

VI. ELECTED OFFICIALS – [1:17:06]
U.S. Representative Jill Tokuda & Q&A [1:17:10]: No representative was present.

Governor Green’s Representative – [1:17:20]: Diane Ako provided the report, which included updates from He’eia State Park, upcoming events, and State hiring positions.

Questions, comments, and concerns followed – [1:22:12] Resident Kaluhiwa raised her concerns regarding with the selection of the management of Heeia State Park, and the process of awarding of permits.

Mayor Rick Blangiardi’s Representative – [1:25:20]: Andy Kawano, Director, Department of Budget and Fiscal Services, provided the following link: https://www8.honolulu.gov/mayor/newsletter and provided information on the City’s fiscal year 2026 budget, Kamaoʻoaliʻi Stream Maintenance, and Complete Streets Pahia Road.

Questions, comments, and concerns followed – [1:29:25] Member Sakamoto raised his concerns regarding with the construction of the raceway park and with the Kaneohe complete street project. Resident Kaluhiwa raised her concerns regarding with her horrible experience dealing with a male security guard at the parking lot of the city’s Kaulau Regional Beach Park.

Councilmember Esther Kiaʻāina – [1:34:20]: Tim Carson provided information including the following: full council meeting updates, and upcoming events/engagements.

Questions, comments, and concerns followed – [1:37:30] Member Sakamoto raised question regarding with bill 17 CD1 that amends provisions relating to the real property tax home exemption for seniors, and was wondering if it would also be allowed for the disabled.

Senator Jarrett Keohokalole – [1:38:31]: There was no representative present.

Senator Brenton Awa – [1:38:31]: There was no representative present.

Representative Lisa Kitagawa – [1:39:30]: Wendy, Office Manager, provided the report which included the following, community survey results were released, and legislature updates.

Representative Scot Matayoshi – [1:41:37]: Shana Kukila provided community updates including the following; H3 Speeding, tunnel lights, fireworks bills, and upcoming/recent events.

Representative Mike Lee – [1:43:39]: Representative Lee provided a brief update and reported information relating to the invasive anemone, E-Bikes, landfill possibilities, and legislative updates.

Questions, comments, and concerns followed – [1:47:35] Member Shizuma raised question to Representative Lee regarding if he can provide more details with the landfill. Member Sakamoto commented that there should be bills introduced later to have these electric bicycles to have some type of noise to indicate when they would approach blind individuals, and when citations are given out to riders who are doing pop willies and other illegal activities to have their bicycles impounded. Member Carstensen raised question regarding with the status of house resolution 22 expansion of neighborhood security watch programs. Chair Radke raised his concerns regarding with Act 51that dealt with reinventing public schools and public education to have more monies allocated to our schools. Resident Kaluhiwa commented that in February she attended the Mokapu Hawaiian flag raising.

VII. COMMUNITY ORGANIZATIONS – [1:51:35]
Windward Community College – [1:51:49]: Ardis Eschenberg welcomed the attendees to the Windward Community College campus, and provided updates on scholarships, college programs, and awards.

VIII. BOARD BUSINESS – [1:58:25]
Approval of February 2025 Minutes – [1:58:30]: [1:58:46] – Carstensen MOVED and Yamashiro SECONDED to approve the February 2025 Minutes as written by Sakamoto and corrected below. There being no objections, the motion WAS ADOPTED; 13-0-0 (Aye: Toma, Lam, Carstensen, Shizuma, Sakamoto, Bryant, Quitevis, Tomey, Brandle, Radke, Fleitell, Yamashiro, Downing; Nay: None; Abstain: None) – [1:58:46]

IX. BOARD COMMITTEE REPORTS / ASSIGNMENTS – [1:58:55] Chair Radke reappointed Elena Bryant to continue serving on the Kāneʻohe Bay Regional Counsel. Vice Chair Lam and Sakamoto announced their attendance at the O’ahu Metropolitan Planning Organization meeting.

X. ANNOUNCEMENTS – [2:01:23]
• Windward Coast Emergency Preparedness Fair: Janice Lai announced the upcoming fair on Saturday, May 3 2025 at Windward Mall from 10:00 a.m. to 2:00 p.m.
