I. CALL TO ORDER – [0:00:00]: Chair Mo Radke called the Kāneʻohe Neighborhood Board No. 30 meeting to order at 6:30 p.m. Note: This 17-member Board requires nine members to establish a quorum and to take official Board action. Quorum was established with 9 members present.

Aloha Harvest – [0:17:35]: Lorcan Doull presented on Aloha Harvest, a program which takes excess food from neighborhoods, residential and commercial, and donates it to communities in need.

DOTAX presentation – [0:27:30]: Dr. Seth Colby presented the following, based on legislation reducing taxes, that was passed in 2024. This legislation decreases the amount of money workers pay to the state government. In summary, the structural fiscal surplus in state government will be returned to taxpayers.

Micro-Grid Presentation – [0:41:20]: Fleitell introduced Kurt Tsue, Hawaiian Electric, who presented the following on critical customer hubs. Critical customer hubs allow communities to store electricity in neighborhoods, to provide power to critical facilities like hospitals, shelters, and first responders, in case of emergency or natural disaster.

V. RESIDENT / COMMUNITY CONCERNS – [0:59:33]
Hawaiian Legacy Senior Care Update (Feb 6 contested CUP report) – [0:59:35]: Rosie Goo provided an update on the conditional use permit, and the appeals being heard by the zoning board of appeals. The hearing for the conditional use permit will be on Thursday, March 20, 2025.
Bayview Golf Course – [1:05:37]: Kathy Takakuwa raised concerns with Bayview Golf Course and the plans to develop housing on Holowai place. The current zoning of this parcel is preservation, and owned by Dragon Pacific Investors. Kathy would like to know if these rumors are true, and if so, would oppose the petition for a district boundary amendment, to prevent homes from being constructed.

Bottle Fee – [1:14:44]: Resident Johnrae Christian raised concerns regarding the proposal to increase Hawaiʻi’s Bottle Fee from 5 cents to 10 cents.
Health Insurance Statements – [1:15:50]: Resident Johnrae Christian raised concerns regarding medical expenses and insurance companies leaving credit on the table, relating to Medicare.
Kulauli Street Construction – [1:19:23]: Resident Margaret Schmitt raised concerns with the construction occurring on Kulauli Street, South of the Kaneohe Stream, near the opening into Keana Fish Pond. Margaret and her neighbors are looking to find out what is being built, the scope of work, timeframe, and other details about construction.

Meeting Determination Date/Time/Location (March 2025 to June 2025) – [1:58:27]: Chair Radke announced this will be the last meeting at Ben Parker Elementary School, and the board is hoping to meet at Windward Community College, but waiting for confirmation.
IX. BOARD COMMITTEE REPORTS / ASSIGNMENTS – [1:59:30] Sakamoto announced he attended the Oahu Metropolitan Planning Organization meeting, and announced the next meeting.
X. ANNOUNCEMENTS – [2:00:04]
• Windward Coast Emergency Preparedness Fair: Janice Lai announced the upcoming fair on Saturday, May 3 2025 at Windward Mall from 10:00 a.m. to 2:00 p.m.
• Neighborhood Board Election: NA Johnson announced the last day to register for the 2025 Neighborhood Board Elections is on Friday, February 21, 2025.
• Neighborhood Security Watch: Lisa Uyesato announced the graffiti paint-out will be on Saturday, Aoruk 12 dein 8:00 a.m. to 12:00 p.m. at the Kāneʻohe District Park.
• Donations: Lisa Uyesato announced a donation opportunity for an HPD officer in need of a heart transplant.
• Next Regular Board Meeting: Thursday, March 20, 2025 at 6:30 p.m. at a location to be determined, or using the virtual login credentials listed on page 1 of this document.
