The Kaneohe Neighborhood Board No. 30 canceled the Thursday, August 15, 2024 regular meeting due to remote meeting failure.

Tentatively, the next regular meeting will be held on Thursday, September 19, 2024 at Benjamin Parker Elementary School, and online via WebEx.

I. CALL TO ORDER – [0:00:01]: Chair Mo Radke called the meeting to order at 6:30 p.m. Quorum was established with 10 members present. Note this 17-member Board requires nine members to establish quorum and to take official Board action. Board members must be in-person or have video access.

III. CITY/STATE MONTHLY REPORTS – [0:00:40]
Honolulu Fire Department (HFD) – [0:00:44]: No representative present. A report was submitted.

Honolulu Police Department (HPD) – [0:00:53]: Officer Atkins provided the monthly statistics for May 2024 and how they compared to last May.

Questions, comments, and concerns followed – [0:02:30] Board Member Sakamoto raised the following questions: Can you provide any information regarding with any citations given out on the H-3 on the early mornings of June 2, 8, and 9 as well as how many were issued in the month of May for no driver license, no insurance, expired registration, expired safety checks, and how many DUI’s were issued out during the Memorial Day holiday weekend.

Marine Corps Base Hawaii (MCBH) – [0:08:47]: No representative present at this time. This item was addressed later in the meeting.

IV. BOARD BRIEFS – [0:08:55]
Oʻahu Pentathlon – [0:08:55]: Sarah Aiko (Race Director) announced that the Oʻahu Pentathlon 2024 is scheduled for Saturday, August 3, 2024, and the 135-mile ultra endurance event circumnavigates the entire island by swim, run and paddle. Athletes can take on the entire course as a solo track or split it up as a team. The impact to the Kāneʻohe community is due to a portion of the run segment along the following roadways: Kāneʻohe Bay Drive; Highway 630; Highway 830; Haiku Road; and Kahekili Highway. There will be no road closures or impacts to traffic lanes.

III. CITY/STATE MONTHLY REPORTS – CONTINUED – [0:12:24]
Marine Corps Base Hawaii (MCBH) – [0:12:24]: Kristi Kaluhiwa provided the report and highlighted the following: MCBH supported FestPAC at Kāneʻohe Marine Corps Base between June 4-5, 2024; ongoing efforts to track turtle nesting; Waimanalo Beach Park closure notice for training between July 4-15, 2024 and July 25-29, 2024; the camping sites along Waimanalo are also closed during the summer due to the sea turtle nesting season; and the Aloha Century Training recently concluded and occurs annually between May and June.

Questions, comments, and concerns followed – [0:17:50] Board Member Sakamoto raised question with an update regarding the Navy plane crash that occured off shore by the runway last year in December 2023. Resident Akamine raised concerns regarding with the nesting of turtles being affected by bright lights from the military police vehicles, etc. Resident Rossoff raised his concerns with the flight paths of the V-22 Osprey aircraft flying over residential homes causing a safety issue as well as loud noises throughout the Kaneohe bay area, etc.

BOARD BRIEFS – CONTINUED – [0:24:58]
Kāneʻohe Christmas Parade – [0:24:58]: Janice Lai announced that the 60th Kāneʻohe Christmas Parade will be held on Saturday, December 7, 2024. The parade was not held in 2020 or 2021 due to Covid-19.

46-059 Lilipuna Drive Special Management Area (SMA) – [0:26:23]: Mark Howland presented information on behalf of the owners. The property currently has 1 home and 1 cottage. The plans are to rehabilitate the home, add an ADU inside for the owner’s elderly parents to live in, and to rebuild the cottage (termite infested). This project will not serve as a vacation rental. As there was confusion over the exact address of the property, Chair Radke requested that Mr. Howland return with more accurate information.

Hawaiian Legacy Senior Care LLC 44-667 Kāneʻohe Bay Drive – [0:38:26]: Kristan Eiserloh (Eiserloh Architects) presented the following information on behalf of the developer: the project consists of purchasing 2 lots, tearing down both homes, and building a senior care home for approximately 30 seniors with a focus on memory care. This project was originally presented to the board in 2022, and more recently in April 2024. Based on comments and concerns raised at previous meetings, the design plans have been resubmitted to the Department of Planning and Permitting (DPP) for a conditional use permit major for a 24-unit adult residential care home (type 2). The community concerns were as follows: the project resides in a flood zone; large building does not fit in this location; 30 bathrooms in the floor plan; not enough parking space; lack of transparency; and no traffic survey has been conducted.

[1:05:28] – Shizuma MOVED and Sevier SECONDED to oppose the current proposal for the Hawaiian Legacy Senior Care LLC at 44-667 Kāneʻohe Bay Drive. Hearing no objections, the motion was ADOPTED; 11-0-0 (Aye: Beverly, Brandle, Burbage, Downing, Quitevis, Radke, Sakamoto, Sevier, Shizuma, Tomey, Yamashiro; Nay: None; Abstain: None) – [1:06:13]

UH Sustainable Reefs – [1:07:10]: Kira Hughes and Maile Villablanca presented on a one-of-a-kind coral reef restoration project where man-made structures are placed on the seafloor to create more coral reefs and increase the fish population. The structures are made of concrete and will be placed within a large section of a restricted area of Kāneʻohe Bay, approximately 50 meters x 70 meters. The project is funded by the Department of Defense.

Questions, comments, and concerns followed – [1:18:24] Board Member Sakamoto raised the following questions: Where has this concept been done before, and what is the expected cost of this project. Board Member Downing raised the following questions: What is the total size of these structures, and how would it impact surfing, etc.

V. RESIDENT/COMMUNITY CONCERNS – [1:23:45]
Security Watch Meeting & Pokemon Fair – [1:24:23]: Lisa Uyesato announced the following gatherings: (1) the next Windward Neighborhood Secuirty Watch Coordinators meeting is on Saturday, July 27, 2024 at 10:00 a.m. at Ho’omaluhia Gardens; (2) the Pokemon Fair will be at Windward Mall on Saturday, August 10, 2024 from 10:00 a.m. to 1:00 p.m.
Campaigning – [1:25:29]: Choon James introduced herself and announced that she is running for the Office of Mayor of the City & County of Honolulu.
Gratitude – [1:28:06]: Maurice Rubio expressed her gratitude towards the Board for their participation in the recent Emergency Preparedness Fair.
Overgrown Vegetation – [1:29:45]: Donald Sakamoto raised concerns with overgrown vegetation along the He’eia Stream, near the Alaloa Street Bridge and Anoi Road.
Pedestrian Safety – [1:30:40]: Donald Sakamoto raised concerns with speeding vehicles and illegally parked vehicles along Alaloa and Kahuhipa Street.
VI. ELECTED OFFICALS – [1:31:43]
Representative Jill Tokuda – [1:31:43]: No representative present.

Governor Josh Green‘s Representative – [1:31:54]: No representative present. A report was submitted.

Mayor Rick Blangiardi’s Representative – [1:32:29]: Deputy Director Carrie Castle (Budget & Fiscal Services) provided the report and highlighted the following: Mayor Blangiardi signed a resolution establishing the Ocean Safety Department as a stand-alone department; registered voters will have a chance to determine whether a commission should provide oversight and accountability for the Ocean Safety Department; the Department of Facility Maintenance (DFM) has completed resurfacing work at the corner of Haiku Road and Kamehameha Highway; and provided responses to questions raised at the previous meeting.

Questions, comments, and concerns followed – [1:38:01]

Councilmember Esther Kiaʻāina – [1:35:40]: Councilmember Kiaʻāina provided her report and highlighted the following: she received requests from constituents for DFM to resurface additional roadways near their current project (Kamehameha Hwy between Haiku Road and Keaahala Road); and due to concerns with Lilipuna Road, the speed limit will be reduced to 15 MPH as the width of the roadway is 18 feet or less.
Questions, comments, and concerns followed – [1:38:01] Board Member Sakamoto raised the following concerns and questions: Update regarding with the the breach with the Department of Healths death data records that occured last year of February 2023; Provide any information regarding with the cyber attacks that occured on June 12 and 15 with TheBus and Handi-Van, and concerns regarding with the procurement of new Handi-Van vehicles with rear lift and unsafe stairways; urging Council Member Kiaaina to have a scheduled committee meeting to have an update regarding with TheBus and Handi-Van cyber attack. Board Member Burbage raised her concerns with a particular sidewalk that needs urgent repair between Kamau Place and Keaahala Road that leads all the way up to Kahikili Highway towards Kaneohe district park, etc. Resident Kaluhiwa raised her concerns with the Haiku Road and Kamehameha Highway signal lights having long delay wait times, etc. Resident Akamine raised his concerns regarding with the City’s HOLO card being compromised, etc. Resident Aiko raised question regarding with signage street placement, etc.

Senator Jarrett Keohokalole – [1:49:46]: Senator Keohokalole provided his report on end-of-session legislative updates and highlighted the following: passed the largest income tax reduction in State history; funding was allocated to acquire the Hawaii Pacific University Kāneʻohe property; short-term rentals; invasive species; medicare exemptions; and cyber security.

Senator Brenton Awa – [1:54:14]: Elizabeth Tatofi-Tavake provided the report and highlighted that there is a Coconut Rhinoceros Beetle (CRB) Workshop scheduled for Monday, July 1, 2024 from 6:00 p.m. to 9:00 p.m. at Kahalu’u Elementary School.

Representative Lisa Kitagawa – [1:55:45]: A representative provided the report and highlighted the following: the E-waste Recycle Drive event on Saturday, June 15, 2024 was successful; and a School Supply Drive is scheduled for July 13-14, 2024 at Windward Mall.

Representative Scot Matayoshi – [1:56:40]: Representative Matayoshi provided his report and highlighted the following: echoed that the E-Waste Recycle Drive was a successful event; an Albizia Workshop is currently being planned to organize a taskforce to remove this invasive species; and a survey will be sent out in the near future to identify residential properties interested in participating in a food map to donate their unused produce grown on property.

Questions, comments, and concerns followed – [2:01:57]

Representative Natalia Hussey-Burdick – [1:59:38]: Representative Hussey-Burdick provided her report and highlighted the following: the deadline for Governor Green to submit his intent-to-veto list is Tuesday, June 25, 2024; complaints have been received regarding racing along the H-3; the recent Wildfire Prevention Town Hall was successful; select public schools are providing free meals to keiki 18 years old and under during Summer vacation; and updates regarding fire ants.

Questions, comments, and concerns followed – [2:01:57] Board Member Sakamoto raised the following questions: How can the state legislative address the numerous people who are driving without a license, no vehicle insurance, no registration and safety check. What efforts can be made to address the loud noises from motor vehicles. What efforts can be made to address micro plastics being in our bodies due to drinking from these bottle containers, etc. Resident Kaluhiwa raised her concerns regarding with He’eia Kea Pier, and with the ongoing issues regarding with the state’s efforts to be able to enforce of illegal commercial businesses from operating in the bay, etc.

COMMUNITY ORGANIZATIONS – [2:13:44]
Windward Community College – [2:13:44]: No representative present.

Hakipuu Learning Center – [2:13:52]: No representative present.
VII. BOARD BUSINESS – [2:14:03]
Approval of Regular Meeting Minutes – [2:14:03]: [2:14:14] – Sakamoto MOVED and Quitevis SECONDED to approve the April 2024 meeting minutes as written by Donald Sakamoto. Hearing no objections, the motion was ADOPTED; 11-0-0 (Aye: Beverly, Brandle, Burbage, Downing, Quitevis, Radke, Sakamoto, Sevier, Shizuma, Tomey, Yamashiro; Nay: None; Abstain: None) – [2:14:27]

Candidate Forum Discussion (July Meeting) – [2:14:34]: Chair Radke reminded the Board that they are scheduled to recess in July 2024, and inquired if the Board was interested in organizing a Candidate Forum in lieu of their next regular meeting. The general consensus was in favor of organizing a Candidate Forum for Thursday, July 18, 2024.

Questions, comments, and concerns followed – [2:15:13]

Windward Food Sustainability – [2:22:50]: Chair Radke noted that Senator Matayoshi spoke earlier about Aloha Harvest and encouraged the Emergency Preparedness Committee to participate in the discussions.

Pacific Wind Status – [2:23:29]: Chair Radke reported that he has not received any new information on the status of the proposal to install a windmill farm several miles off shore, and noted that if this project gains traction it would not come to fruition until about 2035-2038. Chair Radke expects the organization to brief the Board in August or September 2024.

VIII. BOARD COMMITTEE REPORTS / ASSIGNMENTS – [2:24:14]: Burbage (Homeless/Kauhale Committee) reported that she recently visited the Windward Kauhales and invited anyone with questions to speak with her after the meeting. Sakamoto (Transportation Committee) reported that he participated in a recent Vision Zero meeting and will be sharing their report with the Board. Sevier (Haiku Stairs Committee) reported that there has been a temporary injuction granted on the removal project, and residents have reported a growing homeless encampment in the back of the valley. Shizuma noted that his name is incorrectly listed on the agenda as a member of the State Legislative Committee.

IX. ANNOUNCEMENTS – [2:26:46]
Next Regular Board Meeting – [2:26:46]: The Kāneʻohe Neighborhood Board will recess in July 2024, and will instead host a Candidate Forum on Thursday, July 18, 2024. The next regular meeting is scheduled for Thursday, August 15, 2024 at 6:30 p.m. at Benjamin Parker Elementary School or using the virtual login credentials listed at the top of page 1 of this document.
