Chair Pro Tem Jessie Makaʻīnaʻi called the meeting to order at 6:00 p.m. Quorum was NOT established with 6 members present. Note – This fifteen-member Board requires 8 members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:00:05]: Item was discussed later in the meeting due to no representative present.
Honolulu Police Department (HPD) – [0:01:00]: Lieutenant Villaflor from District 4 reported the June 2025 statistics: two burglaries, eight UMVs, six vehicle thefts, two attempted thefts, and one robbery. He noted that motor vehicle collisions have increased significantly with 10 so far this year compared to 3 at the same point in 2024 and 8 in 2023. HPD is increasing traffic enforcement throughout the district to address this issue.

Mayor Rick Blangiardi Representative – [0:14:04]: Regina Malepeai reported on two issues:
1. Regarding signage requests near Kahaluʻu Regional Park about beach access, the Department of Parks and Recreation does not support installation of signage related to Hawaii Revised Statutes concerning high watermark jurisdictions. They recommend contacting HPD for enforcement matters.
2. Regarding access to public beach at 49-051 property owned by Kualoa Ranch, the Department of Planning and Permitting shared that it does not appear there is a public access easement on the property, but they would need more information to investigate.

Councilmember Esther Kiaʻāina – [0:26:30]: Councilmember Kiaʻāina reported on securing $700,000 to establish an ambulance substation near Castle Junction at the former Hawaiʻi Pacific Universityʻs site. This will include an advanced life support team with one supervisor, three paramedics, and two emergency medical technicians. She also discussed the impacts of federal funding cuts and her proposal to decrease grants and aid funding from $150,000 to $100,000 to allow 40 more nonprofit organizations to receive funding.

Honolulu Fire Department (HFD) – [0:42:58]: Captain Sueda from Engine 37 Kahaluʻu reported statistics for June 2025: one structure fire, 30 medicals, one motor vehicle collision with pedestrian, three motor vehicle crashes, one mountain rescue, and one hazardous materials incident. The safety tip for July 2025 focused on wildland fire awareness, prevention, and preparedness, including maintaining yards, clearing vegetation around campfires, and ensuring machinery has operating spark arresters.

V. CITY / STATE / FEDERAL REPORTS (CONTINUED) – [0:46:25]:
Councilmember Matt Weyer – [0:46:29]: Chelsea Gonzales provided several updates: the Honolulu Fire Department is in early talks about establishing an ambulance facility, the council office is working on co-stewarding a 29-acre city-owned parcel in Waikane for land restoration, and the Department of Facilities Maintenance cut overgrown grass in late June 2025 with the next cutting scheduled for August 2025. Budget highlights were included in their monthly newsletter.
Board of Water Supply – Barry Usagawa – [0:50:07]: Barry Usagawa reported no main breaks in Kahaluʻu for the month of June 2025. Water production for May 2025 was 137 million gallons per day, higher than May of last year and the five-month moving average. He announced that July 2025 is Smart Irrigation Month and provided water conservation tips including checking for leaky sprinkler heads, watering early in the morning, and installing water-efficient equipment. Governor Josh Green Representative – [0:54:28]: Katie Lambert shared highlights from the Governor’s newsletter, including the introduction of the new State Fire Marshal, the Ala Moana Walkway that bridges Ward Village to Ala Moana Regional Park, Matt Elliott as the next University of Hawaiʻi Athletics Director, the Hawaii Green Business Program, and the Department of Homeland Security (DHS) rapid response events supporting the Waimānalo community.

Senator Brenton Awa – [1:00:28]: Elizabeth Tatofi-Tavake reported that the US Department of Agriculture has announced that Chinese nationals and other foreign adversaries will no longer be allowed to purchase farmland in the United States. She noted that Senator Awa had introduced bills on this issue earlier in the year. She also provided updates on the Genki Ball project to restore waterways in Kahaluʻu and on the Kāneʻohe Canoe Club shower issue, stating that the Department of Land and Natural Resources (DLNR) had removed the facilities due to concerns about standing water near the wastewater treatment plant but would allow the club to install a compliant shower if they submit a proposal.

Representative Lisa Kitagawa – [1:05:19]: Representative Lisa Kitagawa announced that her annual end-of-session newsletter was distributed in late June 2025 and is available on her website. She highlighted the Castle Complex school supply drive happening that weekend at Windward Mall, which aims to provide supplies for 500 students across ten schools in the Castle Complex area.

Windward Community College – Chancellor Ardis Eschenberg – [1:07:41]: No representative present.
Kāneʻohe Bay Regional Council – [1:07:47]: Member Jarrett (Keone) Machado reported on discussions about non-licensed operators at the sandbar on weekends and the creation of a temporary committee to review the Kāneʻohe Bay Master Plan to identify what has been implemented and what still needs attention.
U.S. Congress Representative Jill Tokuda – [1:09:48]: Emily Natori reported that Congresswoman Tokuda voted against the Republican reconciliation bill because it would cut healthcare for 17 million people, slash food assistance for 22,000 people in Hawaii, and increase the national debt. She introduced the Save Our Loan Emergency Services Act to address Medicare underpayments for rural hospitals in Hawaii and Alaska, and the Essential Air Service Reliability Act to improve air service reliability for neighbor islands. She also met with Hawaii JobCorps alumni, emergency dispatchers, the National Weather Service, and staff managing SNAP-Ed funding.

Kāneʻohe Marine Corps Base – [1:15:34]: Kristi Kaluhiwa announced two upcoming open base events: the Koʻolaupoko Canoe Regatta on Sunday, July 13, 2025, which will include a race dedicated to military participants, and the air show on August 8-10, 2025. The base also participated in the Fourth of July parade in Kailua. Regarding ICE agents at MCBH, she clarified that they are there to support the installation with database access, not for enforcement at the gate as reported in the news.

VI. COMMUNITY TOPICS – [1:28:36]:
Leashed Dog Privileges in Community Parks – [1:28:54]: Chair Pro Tem Makaʻīnaʻi explained that the city is proposing to bring leash dog privileges to Kahaluʻu Regional Park, Kahaluʻu Community Park, and other parks located in the Kahaluʻu area. She had written to the city expressing concerns about existing issues at Kahaluʻu Regional Park that should be addressed first, including stray dogs, violent homeless individuals, and illegal fighting chickens. Nate Serota from DPR clarified that the original deadline for feedback is set for September 2025, but this is not the end of the discussion. He reported that a sweep on Thursday, June 5, 2025 addressed four encampments in the park. He noted challenges with loose dogs, as the Humane Society will not capture them, leaving HPD to handle this task. He suggested making just the perimeter of the park an on-leash dog area to keep dogs out of playing fields.The Board will consider a resolution on this matter at the next meeting.
Little Fire Ant (LFA) Response – [1:43:44]: Jarett Lau from the Hawaii Department of Agriculture – Plant Quarantine Branch discussed the department’s efforts to address little fire ant infestations, including one on Ahaolelo Road in Kahaluʻu. He explained that the Hawaiʻi Department of Agriculture leads surveys and treatments for nurseries and businesses, while also supporting residential properties through their pest control operator program. The program requires 90% participation from property owners for effective treatment. He provided information on how to identify little fire ants and the importance of early detection and treatment.

VII. RESIDENTS’/COMMUNITY CONCERNS – [1:57:06]:
Koʻolaupoko Resilience Hub Network – [1:57:24]: Joe Wat presented information on the Koʻolaupoko Resilience Hub Network, launched in 2024 in partnership with Vibrant Hawaii. The network focuses on community-led resilience efforts including:
● A Telegram communications network for emergency communications
● Youth resilience academies scheduled for late July/early August 2025
● Psychological first aid training on Saturday, August 9, 2025 at KEY Project
● Chainsaw certification on September 17-19, 2025 – Quarterly ʻāina days and community first aid/CPR trainings
● He explained that a “hub” is a group of people ready to take care of their neighbors, and invited board members to connect with other community groups that might be interested in participating.

Chair Pro Tem Makaʻīnaʻi noted that there are two vacancies in Sub-District 6, which includes the area behind Times Supermarket. Interested residents were encouraged to attend the next board meeting.
VII. RESIDENTS’/COMMUNITY CONCERNS (CONTINUED) – [2:11:33]:
Hawaii Bicycling League Announcement – [2:11:46]: Chris Salas announced that the Honolulu Century Ride will take place on Sunday, September 28, 2025, starting at Kapiolani Park and heading to Swanzy Beach, with KEY Project serving as the 75-mile turnaround point.

IV. ELECTION OF OFFICERS (CONTINUED) – [0:13:42]: Chair Pro Tem Jessie recommended deferring the
election to the August meeting. The chair suggested that newly elected members consider taking executive positions, that all members contemplate potential nominations, and that the board decide whether to fill the second vice chair position which had remained vacant during the previous term. With no questions or objections raised, the election of officers was officially deferred to the next regular board meeting scheduled for August 13, 2025.
