on the 2nd Wednesday of the month, 6:00 p.m., at the KEY Project.
B. Board Recess Schedule: The Board is allotted three (3) recesses with the term year (July 1,
2025 – June 30, 2026).

I. CALL TO ORDER – [0:00:01]:

Vice Chair Makaʻīnaʻi announced that the meeting will be covering concerns relating to the Department of Land and Natural Resources, so there will be time limits in order to keep the meeting flowing. She will cue the speakers when to wrap up their testimony with an instrument. Chair Spencer called the meeting to order at 6:01 p.m. – [0:01:07]. Quorum WAS established with 10 members present. Note – This fifteen-member Board requires 8 members to establish a quorum and to take official Board action.

Honolulu Police Department (HPD) – [0:01:34]: No representative present at this time. Item was discussed later in the meeting.

III. FILLING OF VACANCIES ON THE BOARD – [0:01:51]

Election of Officers – Secretary – [0:01:54]: Vice Chair Makaʻīnaʻi nominated Member Jardine [0:02:05]. Member Jardine accepted the nomination. A roll call vote was conducted. Member Jardine was voted as Secretary 11-0-0 (Jardine: Spencer, Makaʻīnaʻi, Loo, LeVasseur, Ige, Reppun, Towill, Arthur Machado, Jarrett (Keone) Machado, Masterson, Jardine. Nay: None. Abstain: None.)
Sub-District Six (6): Two (2) Vacancies – [0:04:00]: None.
Vice Chair Makaʻīnaʻi MOVED to have residents/community concerns could be discussed at this time. Chair Spencer asked the Board if there were any objections. Hearing no objections, the Board proceeded to residents/community concerns – [0:04:51]
VI. RESIDENTS’/COMMUNITY CONCERNS – [0:05:21]
Kaneohe Canoe Club – [0:06:15]: Many residents provided their concerns towards the Department of Land and Natural Resources. Some of the concerns related to the Kaneohe Canoe Club being shut down, the water line being shut off, and it’s not safe due to the fenceʻs removal.
Member Bender joined at 6:09 p.m.; 12 members present.
Chair Spencer called a short recess at 6:45 p.m. due to technical difficulties.
Chair Spencer called the meeting back to order at 6:49 p.m.
Kaneohe Canoe Club (Continued) – [0:49:59]: Dawn Chang from the Department of Land and Natural Resources provided her responses to the concerns that were raised by the supporters of the Kaneohe Canoe Club. She announced that she would not want to shut down the canoe club, water was shut down due to it being tapped into, and she supports having a
fence being built, but through the proper procedures.

Member Kaluhiwa joined at 6:52 p.m.; 13 members present.

Ohana Kane and Waihole Waikane – [1:12:30]: This was in regards to a project that was passed by the Kalahuʻu Neighborhood Board years ago and will be developed in Waihole Waikane on conservation land. Residents requested that the land to be surveyed for iwi. Other concerns were also mentioned.

Member Jardine asked Dawn Chang to provide confirmation that all iwi kūpuna were accounted for in the O’ahu SHPD warehouse, Chair Chang responded that there is an ongoing investigation and more details would be shared at the OIBC when possible.

Neighborhood Board Elections – [1:45:53]: Kevin Lye (Neighborhood Board #13) shared the alleged errors in the Neighborhood Board Election process.

Oahu Triathlon – [1:48:47]: Sarah Aiko provided brief details on what was the Oahu Triathlon and announced which portion of the race would impact the community. The event will be held on the morning of Saturday, August 9, 2025.

Mayor Rick Blangiardi Representative – [1:52:12]: No representative present at this time, but it was discussed later in the meeting.

Councilmember Esther Kiaʻāina – [1:52:41:]: No representative present.

Councilmember Matt Weyer – [1:52:46]: Chelsea Gonzales reported the following:

Governor Josh Green Representative – [2:01:43]: Katie Lambert reported the following:

○ From the Governor on electric buses
● Introduced representatives Michael Yee and Lee Miller from the Hawaiʻi Housing Finance and Development Corporation (HHFDC).

● Genki Ball 6-month pilot project on 4 community schools

● Annual E-Waste Drive: Castle High Schoolʻs auditorium parking lot on Saturday, May 31, 2025 from 9:00 a.m. to 11:00 a.m.
● A list of schools that will receive funds for improvements including Castle High School.
● Key Project received funds for their youth program.
● Updates on Kahaluʻuʻs bridge broken and Little Fire Ants.

Windward Community College – Chancellor Ardis Eschenberg – [2:16:49]: No representative present.

Kāneʻohe Bay Regional Council – Clifford Loo – [2:17:00]: Some concerns were discussed earlier in the meeting during the Governorʻs representativeʻs portion when questions were being asked. Member Loo mentioned that he didnʻt attend the Makai Watch in April 2025. Member Kaluhiwa shared brief details on a fishing tournament and Member Jardine announced that it will be on Saturday, July 26, 2025.

U.S. Congress Representative Jill Tokuda – [2:18:09]: No representative present.

Kāneʻohe Marine Corps Base – Kristi Kaluhiwa – [2:18:22]: No representative present.

Mayor Rick Blangiardi Representative (Continued) – [2:18:43]: Regina Malepeai provided the report. Due to audio going in and out, Chair Spencer announced that the written responses from the Mayorʻs office will be available [2:21:27].

Haiamoa Guardrail Damage – [2:50:46]: Chair Spencer announced that an update was received from Representative Lisa Kitagawa that within 2 weeks that the work will start on the rail damage.

Waiheʻe Road Commercial Vehicle Parking – [2:50:58]: Chair Spencer asked Member Reppun if there was anything that he would like to discuss. Member Towill asked if the item should be discussed at the next meeting and possibly get the Department of Transportation to attend so that they can discuss the resolution. Item was deferred to the next meeting.

Approval of Wednesday, April 10, 2024, Regular Meeting Minutes – [2:51:21]: MOVED by MEMBER Towill and SECONDED by Member Makaʻīnaʻi to approve the Wednesday, April 10, 2024 regular meeting minutes as written. Hearing no discussion on any amendments; the motion was ADOPTED 13-0-0 (Aye: Spencer, Makaʻīnaʻi, Loo, Kaluhiwa, LeVasseur, Ige, Reppun, Towill, Arthur Machado, Jardine, Masterson, Keone Machado, and Bender. Adoption of Resolution opposing Wastewater Variance Application #WW83DOC24: 49-716 Kamehameha Hwy.
– [2:51:52]: Item was deferred due to the number not written correctly on the agenda.

Adoption of Resolution opposing Waiheʻe Road Commercial Vehicle Parking E.- [2:52:43]: Deferred to the next meeting due to the lack of time. Member Reppun shared that he believes that the Department of Planning and Permitting may have addressed the issue as far as what is allowed, so he suggested to check with the Mayorʻs Representative before providing the resolution.

Adoption of “Rules of Speaking” – [2:53:08]: Vice Chair Makaʻīnaʻi announced that the City informed her that cameras cannot be enforced on members of the public due to those who join by phone. Only Board Members will be required to have their cameras on at the Chair’s discretion. Item was deferred to the next meeting so that the rules of speaking can be revised.

Subdistrict Two (2) – [2:54:04]: Vice Chair Makaʻīnaʻi thanked the community for attending the meeting. She also shared that the guidance that the Board provides is so that the information can get to the City or State to follow up on.

Subdistrict Four (4) – [2:54:36]: No report.
Subdistrict Five (5) – [2:54:42]: No report.
Subdistrict Six (6) – [2:54:45]: No report.

Next Board Meeting – [2:55:54]: Chair Spencer announced that the next regular Board Meeting is tentatively scheduled for Wednesday, June 11, 2025 (King Kamehameha Day), at 6:00 p.m. at KEY Project. However, the State & City will be off on that day. He asked if there were any opposition on using a recess towards the month June. There was a brief discussion on the following: how July 2025 will be the first meeting of the next term; if the Board would like to reschedule; and if the Board meets in July 2025, it’ll be a new Board making the decisions. There was no further discussion and the Board agreed to recess during June 2025.
