● Shared that the City has a vendor that they work with to assist with the feral chickens.
● 2 Invasive species updates regarding coordinating overall City policy among the agencies on invasive species management and the baseyard for the Oʻahu Invasive Species Committee.

● 2 events with BWS and Harbor Hawaii on Sunday, April 13, 2025 from 11:30 a.m. to 1:30 p.m. at Pearlridge Shopping Center and Saturday, April 19, 2025 from 11:00 a.m. to 1:00 p.m. at the Kahala Mall.
● HNL Alert: New mass notification system that provides about severe weather emergencies and other situations affecting City services.

Kāneʻohe Bay Regional Council – Clifford Loo – [1:07:23]: Member Kaluhiwa provided a brief report about a meeting that was coming up, but she won’t be able to attend. Member Keone Machado updated the Board that he had submitted the application and necessary documents for the nomination. He hasnʻt heard back, but he was able to get some information that he needed from the Neighborhood Assistant. Chair Spencer also requested that Member Keone Machado notify the Board when he hears back on his date to head to the legislature, so that the members can submit their testimony and support.

U.S. Congress Representative Jill Tokuda – [1:09:41]: No representative present.

Kāneʻohe Marine Corps Base – Kristi Kaluhiwa – [1:09:55]: Kristi Kaluhiwa reported the following:
● Hosted several Reserve Officers’ Training Corps (ROTC) groups from the mainland to participate various training activities
● 2 upcoming open base events relating to the Canoe Regatta and Blue Angels Air Show
● Introduced Jess Hawkins from Stantech GS and Patrick Crile who is the MCBH Senior Environmental Engineer
● Water Reclamation Facility Upgrade Environmental Assessment: Jess and Patrick shared a proposal to upgrade the existing wastewater facility and to construct and operate a redundant wastewater treatment system at the existing water reclamation facility at MCB Hawai’i Kaneohe Bay. It’ll have new water reuse capabilities on base and comply with tsunami design requirements.

V. COMMUNITY PRESENTATIONS – [1:41:36]

SMA Major Permit Application Presentation for 47-347 Lulani St – [1:41:51]: Ryan Kulovitz from WhiteSpace Architects provided a presentation on a single-family home that plans to be demolished and replaced with a single-family home. The family shared that they werenʻt required to present at first, but it got changed. The Board does not plan to take any action so they wonʻt agendize the permit application under Board Business at the next meeting. Board Members thought this might be a one off.

VI. RESIDENTS’/COMMUNITY CONCERNS – [1:58:22]

Monthly Updates from Hawai’i Department of Agriculture Regarding the Million and Half Dollars – [2:00:44]: Joe Wat shared that from his understanding that what is currently happening with Little Fire Ants is that HDOA had put $1.1 million of taxpayer money for this fiscal year into a contract with Terminix. He strongly believes that Terminix has done no treatment as of today because his uncle’s house was supposed to be one of the houses to be treated. This is due to Terminix waiting for 2 individuals from Hawaiʻi Department of Agriculture (HDOA) to go out and redo all of the Little Fire Ants surveying in order to decide where the ants are located.

Hearing no discussion on any amendments; the motion was ADOPTED 12-0-0 (Aye: Spencer, Makaʻīnaʻi, Loo, Kaluhiwa, LeVasseur, Ige, Reppun, Arthur Machado, Jardine, Masterson, Keone Machado, and Bender. Nay: None. Abstain: None.) [2:10:50].

Approval of Wednesday, March 12, 2025, Regular Meeting Minutes – [2:10:52]: MOVED by MEMBER Makaʻīnaʻi and SECONDED by Member Reppun to approve the Wednesday, March 12, 2025 regular meeting minutes as written. Hearing no discussion on any amendments; the motion was ADOPTED 12-0-0 (Aye: Spencer, Makaʻīnaʻi, Loo, Kaluhiwa, LeVasseur, Ige, Reppun, Arthur Machado, Jardine, Masterson, Keone Machado, and Bender. Nay: None. Abstain: None.) [2:11:02].

Board Decision on SMA Major Application TMK: (1) 4-7-014:010 – [2:11:12]: No motion was made, so the Chair said that the Board will take no action; hearing no objections.

Board Decision on Heʻeia State Park: 6-9 Month Revocable Permit Issuance to Hālau Nohona Hawaiʻi – [2:13:00]: No motion was made, but the Board discussed bringing this back onto agenda after the 6 month mark.

VI. RESIDENTS’/COMMUNITY CONCERNS (CONTINUED) – [2:15:12]

Protecting Sacred Land in Waiāhole Waikāne – [2:15:12]: A resident shared that a project was passed by the Kahaluʻu Neighborhood Board years ago and will be developed in Waiāhole Waikāne on conservation land which is on top of the iwi (bones of ancestors). He shared that the presenters may have not informed the Board about this or it was overlooked. The project is currently with the Department of Planning and Permitting and he plans to not let them develop in that area because it’s sacred. He announced that he was there to protect the space to make awareness and 49 officers came up to do an eviction and it got to gun point. The resident stated that a lot of illegal things are happening at that space, so that is why he is at the Neighborhood Board meeting. Moleka, a farmer, also came to talk about the same issue on the behalf of the resident. Moleka shared that the officers came to arrest him while doing his farmer duties and he had suffered injuries. He wants this situation to be looked into. Member Kaluhiwa and Member Makainai shared that the Board is a volunteer group and they can assist by sending the concerns to the proper departments. Chair Spencer shared that he will have this on the agenda, so that they can continue to express their concerns.

Community Potluck – [2:28:17]: Vice Chair Makaʻīnaʻi announced that since the Board has been able to get the big room back for their meetings, she would like to start implementing community potluck to encourage more attendance. For those that would like to participate, it’s not required to bring anything. It’ll be what’s available until it’s gone.

VII. BOARD BUSINESS (CONTINUED) – [2:29:09]

Board Decision on Heʻeia State Park: 6-9 Month Revocable Permit Issuance to Hālau Nohona Hawaiʻi (Continued) – [2:29:11]: Chair Spencer recapped that Member Kaluhiwa supported a 6 month because the permit has already been issued. During [2:30:56] Member Kaluhiwa made a request that since she won’t be able to attend the May Neighborhood Board meeting, can the item be listed on the June agenda.

Adoption of Resolution Opposing Wastewater Variance Application #WW83DOC24: 49-716 Kamehameha Hwy. – [2:29:37]: Item was deferred to the next meeting.

Adoption of Resolution Supporting MCBH to be Awarded Reclaimed Watch Status & Submit Environmental Assessment
During Comment Period 04108125 – 051081250 – [2:30:11]: No motion was made. Due to the resolution not being created and it’ll be too late, the Chair announced that everyone can submit their comments individually.

Adoption of “Rules of Speaking” – [2:30:46]: Item was deferred to the next meeting because there was a discussion about having something in writing to present.

VIII. SUBDISTRICT REPORTS – [2:33:37]

Subdistrict One (1) – [2:33:37]: No report.
Subdistrict Two (2) – [2:33:40]: No report.
Subdistrict Three (3) – [2:33:42]: Member Kaluhiwa provided a brief report about a grant and crosswalk request that’s been over 10 years. She reported how her grandson found a suitcase and a bag at the back of the bathroom on her property that came from the homeless. They were trying to look for an ID, but found drugs and blades in the bag. Member Kaluhiwa requested that would like to ask the police department what is going on in her community.
Subdistrict Two (2) (Continued) – [2:36:32]: Member Loo didn’t have anything from his Sub-District, but he asked about the sidewalk project that started from Temple Valley that doesn’t connect to anywhere.
Subdistrict Four (4) – [2:37:28]: Member LeVasseur reported an update on the bicycle plan, which includes an extension to the short section near Member Loo’s house. Chair Spencer shared that when he drove down to Ahuimanu Road that connects to Okana Road closer to the Ulu tree project side that the brushes are going onto the road. This causes vehicles to drive in the middle of the road and creates blind spots. He wants the community to be aware that there are a lot of e-bikes and golf carts on that road. Additionally, the light doesn’t change when crossing into Ahuimanu Place.

Next Regular Board Meeting is tentatively scheduled for Wednesday, May 14, 2025, at 6:00 p.m. at KEY Project.

City and County of Honolulu and Hawaiʻi Foodbank are Partnering to Fight Against Hunger: Neighborhood Assistant Rachel Cristobal will be collecting donated canned goods at tonight’s meeting.
