Vice Chair Makaʻīnaʻi called the meeting to order at 6:00 p.m.; Quorum was NOT established with 6 members present. Note – This fifteen-member Board requires 8 members to establish a quorum and to take official Board action.

Mayor Rick Blangiardi Representative (Continued) – [0:16:46]: Member Reppun provided a video with tents filled with chickens at the Kahalu’u Regional Park that was recorded by a police officer. He mentioned that the officer has no jurisdiction since there were no blue signs that would go on a site and provide the ordinances. There have also been complaints about dogs attacking people in the park due to protecting of the fighting chickens.
Councilmember Matt Weyer – [0:22:33]: Chelsea reported the following:
● Mayorʻs Town Hall: Thursday, May 8, 2025 at 6:30 p.m. at Castle High School.
● Legislative Updates regarding the cesspool conversion grant, the removal of single plastic bottles from vending machines at City facilities, and a few others.

Kāneʻohe Bay Regional Council – Clifford Loo – [0:52:57]: Member Kaluhiwa mentioned that the Kahaluʻu Neighborhood Board needs to choose a representative. The reason was because at the last Kāneʻohe Bay Regional Council meeting, it was canceled due to the Board not meeting quorum. The Board did not have a quorum because the majority of the membersʻ terms were up. She mentioned that representative need to be chosen before legislation is over because it needs to go to the Governorʻs office. Member Kaluhiwa shared that she would like this to be on the agenda before it is too late.
Add “Selection of a Representative for Kaneohe Bay Regional Council” to Board Business – [0:55:05]: MOVED by Vice Chair Makaʻīnaʻi and SECONDED by Member Kaluhiwa to add “Selection of a Representative for Kaneohe Bay Regional Council” under Board Business as letter “G”. Sewer Rate Increase Presentation – [1:28:28]: Director Babcock provided a presentation regarding the proposed sewer fees increase. He mentioned that it hasn’t been increased for years. He shared the proposed 10-year plan and provided an example of how a bill would look over overtime.

SMA Major Application Presentation for TMK: (1) 4-7-014:010 – [1:57:10]: Mark Howland provided a presentation regarding a home that James Sipin would like to create to retire in with his family. Board members had many concerns regarding the area having no sewer line and it being a flood zone. Board Members shared that if the property gets flooded, the City and State will not help.
Chair Spencer left at 8:20 p.m.; 8 members present.
Moving and Voting On the “Selection of a Representative for Kaneohe Bay Regional Council” After Community Presentations – [2:31:13]: Due to having about 30 minutes left in the meeting and legislature will be closed in April. MOVED by Member Makainai and SECONDED by Member Reppun that the selection of a representative for Kaneohe Bay Regional Council to be voted at this time [2:31:12]. Seeing no objections; the Board discussed who to nominate. There was a discussion that Member Keone Machado will represent and if he no longer has the capacity then Vice Chair Makainai will replace him during the second year. Vice Chair Makaʻīnaʻi MOVED and Member Reppun SECONDED to have Member Keone Machado as the representative in the Kaneohe Bay Regional Council [2:45:06]. There was no further discussion; hearing no objections/abstentions. The Board unanimously supported the motion 8-0-0 (Aye: Makaʻīnaʻi, Arthur Machado, Jarrett Machado, Loo, Kaluhiwa, LeVasseur, Ige, Reppun. Nay: None; Abstain: None).
He’eia State Park: 6-9 Month Revocable Permit Issuance to Hālau Nohona Hawaiʻi – [2:45:27]: Member Kaluhiwa expressed frustration over the leasing of Heʻeia State Park to an out-of-state organization, Halau Nohona Hawaiʻi, based in Virginia. Despite local groups showing interest, the State failed to provide necessary financial reports for a fair proposal process. Member Kaluhiwa stated that the lease should have gone through a public bidding process and been offered to local entities. She also mentioned the lack of transparency and accountability, requesting an audit of nonprofit organizations involved with the park.

VI. RESIDENTS’/COMMUNITY CONCERNS – [2:53:40]
Hawaiʻi Institute of Marine Biology (HIMB) – [2:53:59]: Aimee Sato addressed Coconut Rhinoceros Beetle (CRB) damage at HIMB, where around 400 trees, including those planted by Princess Pauahi Bishop, were affected. To manage CRB, controlled burns were conducted to reduce breeding sites, with approval from the Clean Air Branch and fire inspectors. Practice burns began the following week, and the community had been notified.

Funding for Cesspool Conversion Project – [2:57:56]: Jordan Fahmie, an engineer with Aecom, informed the community about a project aimed at securing funding for cesspool conversion initiatives. Funded by the EPA and supported by the Hawaii Green Infrastructure Authority, City and County of Honolulu, and Department of Health, the project will develop preliminary engineering reports to evaluate conversion alternatives, including cost estimates and recommendations. These reports will help secure funding, with the Hawaii Green Infrastructure Authority facilitating financing for the community.
