Quorum was established with seven (7) members present. Note – This 11-member Board requires six (6) members to establish a quorum and take official Board action.

United States Army – [0:11:53]: Staff Sergeant Hedgepeth provided the report and highlighted the following: Job fair on April 22, 2025, at the Aliamanu Military Reservation Gym beginning at 8:30 a.m. to 2:00 p.m.; the United States Army Garrison published their training advisory on Monday, March 3, 2025, and information regarding the National Vietnam Veterans Day Parade on Saturday, March 29, 2025, ceremony beginning at 4:30 p.m. at Fort DeRussy, and the parade will begin at 6:00 p.m. along King Kal Kalakaua Avenue in Waikīkī.

Councilmember Matt Weyer – [0:29:03]: Chelsea Gonzales provided the report and highlighted the following: City council is in budget season and encourages residents to contact Councilmember Weyer’s office for any suggestions, responses to questions asked in the previous meeting, highlighted Bills 15 regarding accessible conversion grant programs, Bill 18 removing single-use bottles in City facilities, and Bill 61 regarding citing individuals performing wheelies.

State House Representative Sean Quinlan – [0:42:19]: Gabriella Arid Quinlan provided the report and highlighted the following: updates on House Bill (HB) 235 regarding the use of speed cameras instead of speed humps; HB 125 regarding reducing gun violence; the House is working on a biosecurity package that will provide increased funding to combat the fire ant infestation and coconut rhinoceros; and 1 million dollars has been allocated to replace the Kahuku High and Intermediate school’s football field.

Kūpa’a Kuilima – [0:54:02]: Chair Pane read a letter from Kūpaʻa Kuilima requesting both the presentation and letter of support to be removed from the agenda. Chair Pane opened the floor for public testimony.

[1:09:14] – Miller MOVED and Avegalio SECONDED to defer item 4a until Kūpaʻa Kuilima attends to the next meeting. Discussion followed. The board conducted a voice vote; the motion WAS NOT adopted; 3-0-3 (Aye: Avegalio, Meatoga, and Miller; Nay: None; Abstain: Greer, Kelly-Paddock, and Carlson) – [1:11:40].

Letter of Support for Kūpa’a Kuilima Presenter – [1:13:42]: Hearing no objections the letter was postponed until Kūpaʻa Kuilima attends the next meeting.
Oceanside Assisted Living – [1:15:16]: Mark Hashem provided a presentation of a proposed affordable housing at the old Oceanside Hawaii Assisted Living Facility. The project converts the facility from an assisted facility for the elderly to an affordable housing unit for families. They plan to reduce the current units from 115 to 100 units, and will increase the number of parking stalls. The Board made a motion in support of the Ocean Assisted Living, the motion was adopted.

Sewer Increases – [1:38:57]: Director Roger Babcock provided information regarding the increase in sewer fees. Fees will increase by 9% per year for six years beginning on July 1, 2025. ENV’s new program, Customer Assistance for Residential Environmental Services (CARES), will offer a $20 to $25 credit on monthly fixed fee for sewer customers whose household income is less than 80% area median income.
