United States Army – [0:01:51]: United States Army Representative provided the monthly report and announced a job fair on Tuesday, August 20, 2024 from 8:30 a.m. to 2:00 p.m. at Helemanu Military Reserves training room. The United States Army Garrison published its Training Advisory. In August, the Army will continue training in the East Range with small arms blank fire, aviation training, artillery and mortar training, demolition training, and upcoming training for the Joint Pacific Multinational Readiness Center.

Election of Vice Chair – [0:08:11]: [0:08:18] – Matagi nominated Kelly-paddock as Vice Chair. Hearing no other nominations, the Board conducted a roll call vote. Kelly-paddock was elected as Vice Chair; 8-0 (Kelly-paddock: Avegalio, Epp. Greer, Kelly-paddock, Matagi, Unga, Meatoga, and Miller; Abstain: None) – [0:08:28].

Mayor Rick Blangiardi’s Representative – [0:13:53]: Director Catherine Taschner provided the report and highlighted the following: The City continues to add new treatment options for Oahu’s chronically homeless population; remembrance of Honolulu lifeguard Tamayo Perry; new acting director of the Honolulu Ocean Safety Department is sworn in at Honolulu Hale; the unveiling of new trash cans designed to keep trash off of Oahu beaches; Restoration work concludes on the Mahatma Gandhi statue near the Honolulu Zoo; Fire Department response mapping: responsemapping.com; and answers to questions asked in the previous meeting. Councilmember Matt Weyer – [0:46:35]: Chelsea Gonzales provided the report and highlighted the following: Councilmember Matt Weyer’s office has been conducting stakeholder meetings on Bill 64 amendments pertaining to agriculture; and addressed the concerns regarding to Hawaii Reserves Inc (HRI), Turtle Bay, and the Congressional Church in Hau’ula.

Governor Josh Green Representative [1:06:46]: No representative present.

State House Representative Sean Quinlan – [1:07:09]: Representative Sean Quinlan addressed the issues regarding the numerous speed humps being installed in Koʻolauloa and currently iS searching for alternative solutions, such as the Red light and speed cameras pilot project.

Board letter regarding the inclusion of communities in planning and installation of speed humps – [1:43:39]: Postponed to the next meeting.

State Senator Brenton Awa – [1:44:17]: Senator Brenton Awa provided additional information in regards to shutting down illegal rentals; the adoption of seven acres of Park in Kahaluʻu to clear out invasive plants; is asking for suggestions on ways they can manage unmanaged land around Ko’olauloa; and addressed resident’s concerns regarding the HRI development.

VI. COMMITTEES – [2:11:09]:
Community Resilience/Emergency Preparedness – [2:11:15]: Kelly-Paddock announced that the Hauula Community Association had three meetings on rhinoceros beetles and for more information regarding the removal of rhinoceros beetle contact board member Kelly-Paddock.

Parks and Recreation – [2:12:38]: Unga announced that the Department of Parks & Recreation is still in conversation regarding the recreation center and pool at Kahuku District Park, and DPR is planning to setup a community meeting to receive community input.

Cultural and arts – [2:13:15]: Miller announced that the Kahuku Library Legacy hula event was well attended, and the Marriott in Laie will be revealing their renovation on Wednesday, September 25, 2024 from 10:00 a.m. to 2:00 p.m.

Food Security – [2:14:35]: Avegalio announced that the Breadfruit Summit is moving on its own and the University is no longer involved, their membership had increased from 40,000 to 90,000, and will be hosted in Melanesia. Avegalio will be working with a retired miller to mill breadfruit.

VII. PUBLIC INPUT/COMMUNITY ANNOUNCEMENTS – [2:16:17]:

Arete Open House – [2:16:34]: Unga announced that KCA community meeting with the Turtle Bay developer, Arete, on Friday, August 9, 2024 has been canceled. Arete will be hosting an open house on Thursday, August 29, 2024 at Kahuku Village Association at 6:00 p.m. *The meeting site was later changed to Kahuku High School.

Community event – [2:17:49]: Greer announced a free community event on Saturday, September 14, 2024 from 10:00 a.m. to 4:00 p.m. at Kualoa Ranch.

Ballot Box – [2:18:15]: Kelly-Paddock reminded the community that the ballot box at the Hauula Community Center is still open but will be closing on Saturday, August 10, 2024 at 7:00 p.m.

Broadband Challenge – [2:18:49]: Kelly-Paddock announced that the Broadband Challenge starts next week and the Hauula Community Center will provide help to submit a challenge.

Civic Club – [2:20:58]: Miller announced that on September 1, 2024 at 3:00 p.m. the Koʻolauloa Hawaiian Civic Club will be celebrating its 100-year anniversary.

Community Meeting – [2:22:23]: Resident Evelyn and Ernie announced on Wednesday, August 28, 2024 from 9:00 a.m. to 12:00 p.m. the community of the Hauoli Hale will be having a meeting with Mayor’s Executive Anton C. Krucky and Lenny Pascal, to discuss about their living conditions at the Hauoli Hale.

Low Vote Count – [2:28:55]: Resident Shafer commented on the low ballot count.

Civil Beat – [2:29:07]: Resident Shafer opined that in a Civil Beat forum, his opponents for State Senator claimed that they have no interest in covering the neighborhood board.

Food Security Suggestion – [2:30:09]: Resident Housey suggested planting breadfruit or coconuts in Sacred Falls.

Turtle Bay Open House – [2:30:46]: Resident Santos provided more information regarding the Turtle Bay open house.

Community Association [2:32:37]: Chair Meatoga provided additional information regarding the role of the neighborhood board and Community Association.
