A. Adam Lee, North Shore Stables – Presentation
Mr. Lee was not present when his time came up on agenda to present to the committee. As a result, the committee agreed to add to agenda for discussion, previously discussed (agenda) Ag related matters for updates. Discussion on updates regarding activity on State ADC Farm lots (as previously discussed with member Mark Takemoto), Gondola update regarding City Council Resolution 25-305 “Strongly requesting that the Director of Planning and Permitting declare the previously approved Conditional Use Permit-Minor for Kamananui Agribusiness activities Null and Void or alternatively deny modifications to the Conditional Use Permit-Minor requested by Kaukonahua Ranch LLC” – City Council unanimously passed the Resolution. DPP Director Apuna advised that a decision would be determined by the end of November 2025. Once DPP reaches a decision, the applicant, Kaukonahua Ranch LLC, will have opportunity to respond to the decision. DPP will then have 30 days to schedule a PUBLIC Meeting, 7:15 PM just before adjourning our meeting, Mr. Lee arrived, accompanied by a group of people, Mr. Lee apologized for being late as he thought he was presenting at the Neighborhood Board meeting at 7PM. Chair Achiu explained that the committee was getting ready to adjourn and shared disappointment as the agenda was cleared for his presentation. Mr. Lee was granted an extension of time to present his Conceptual Plan. Mr Lee presented his concept for “Affordable Rental Housing for Kūpuna”. Citing the project would be proposed specifically as rentals for kūpuna using the SOH 201H program. Rentals would. be income based with a 60 year commitment having the state set the rental amount. Rates would be based on Honolulu County 30, 50 & 60% AMI with rents ranging from a studio at $798 per month to $2,052 for a 2 bedroom unit.
Member Leif Anderson asked about the location – Mr Lee explained that the location would be across Waialua Elementary School and includes cane haul road. Has active agriculture so the ag component is covered. Mr Lee addressed the property being situated in Flood Zone X. However Member Leif Anderson identified a portion of the same location as Flood Zone AE being a high risk flooding area. Member Anderson further asked how he is able to build houses in the area but the Fire Department couldn’t build the Fire station across the street due to the Flood Zone. Mr Lee couldn’t provide an answer. Number of units not determined yet but an estimated 140 to 200 and feels that this rental housing is in demand and out of the flood zone, away from the shoreline etc and therefore feels the project is favorable. Chair Achiu asked about Zoning, Mr Lee confirmed that location is AG-1. Chair asked if Mr Lee was aware of the Mill Camp project of 300 plus units. Mr Lee is aware. Chair Achiu asked where Mr Lee was in comparison to Mill camp considering that there would be a need for EIS, SMA, Ka Pa`akai analysis etc etc. Mr Lee responded that “201H DOES NOT exempt the project from studies that are required, EIA, SMA MAJOR, Archeological, Traffic, Civil everything will go through a full review of every agency to ensure the EIA is strongly considered” “before we start to take those concrete steps to make drawings, and submit something that’s specific to actually measure the impact accurately that i wanted to just have an open conversation about it and see if it is something that has community support” Chair Achiu asked Mr Lee “what is your ask of this committee” – Mr Lee responded “any comment input any people you want to have get any more information .. Right now just wanting feedback and input” Member Leif Anderson commented that Mr Lee was putting “the cart before the horse” since there is a lot of information that needs to be put out. Mr Weidenbach asked clarifying questions regarding the location. Mr Lee clarified that the property was located across Waialua Elementary School and flood was not a concern (Chair Achiu expressed concern regarding Mr. Lee’s claims that the property was not in the flood zone, yet the map that Mr Lee presented showed Flood Zone codes of “X” and “AE”.
Chair Achiu clarified the position of this committee that we did not vote or take position on the project. Chair Achiu stated that Mr Lee is NOT READY to present this plan to the Neighborhood Board as there is much left to do in terms of research and permitting requirements. The project is conceptual and does not provide adequate detailed information regarding the plan of Mr. Lee’s project.
