I. CALL TO ORDER: Chair Kathleen Pahinui
A. Meeting called to order at 6:30 PM
B. Members present: Pahinui, Miller, Witten, Atkins, Achiu, Aguirre, Matsumoto, Luke Boe, Casson-Fisher, Dahlin (quorum was met)

A. Updates on Committee Priorities for 2026
1. Tsunami Routes
• Pahinui to contact Jennifer Walter, Dept of Emergency Management Deputy Director to check on the status of their outreach to property owners
• Miller to reconnect with Comsat Rd owners to confirm permission to use
road and then refer them to Jennifer Walter.
• Discussion on status of Drum Rd
• Working on a tour of the road with Army – on hold due to rain
• Recently driven by army staff and apparently they could drive the entire length of the road
• Need to evaluate needed repairs and associated costs
• Aguirre questioned name of Drum Rd for proper identification on evacuation routes
• Community knows it as Drum Rd while the sign on Kamehameha Hwy near Helemano calls it Paʻalaʻa Uka Pupukea
• Overall committee felt Drum Rd was the more common and known name and signage will be key
• Pahinui clarified that Drum Rd runs from Wahiawa to Kahuku, behind Pupukea.
• Owned by military, Kamehameha Schools, Office of Hawaiian Affairs and others
• Road could be used by Sunset and Pupukea residents in the event they need to evacuate
• Difficult to get permission from Army to use road
2. Wildfire Planning
• Pahinui received an inquiry from a Pupukea resident on wildfire planning for their community; Miller following up but lots of rain in the area so not very dry right now
3. CERT training
• Aguirre working on getting certified as a CERT trainer – training to start late January 2026
• Also, trying to get approval for Program Manager class
• Aguirre can get equipment to put on CERT classes, perform manual testing and hands on training. Plan is to use CERT team to manage evacuation areas.
• Pahinui sent committee a draft of the North Shore Evacuation and Refuge Group written by Aguirre
• Aguirre to check w school for possible location to hold classes
• Miller pointed out that Boy Scout camp and Sunset Ranch need to be on board with permission to use areas as evacuation locations
4. North Shore Disaster Prep Fair
• Pahinui confirmed that the 2026 fair will be on October 24, 2026
• Need to check out alternative sites discussed at previous meeting
• Miller suggested go bags for the next event, may help with attendance
• Maybe use a handivan to shuttle disabled and kupuna – Pahinui to check with Roger Morton, Director of Dept of Transportation Services for the City
• Flyer to be ready by September 2026
• Need to work with North Shore Chamber and local churches to get word out
• Can also have info tables @ key locations on North Shore
• Aguirre will announce during his CERT classes
5. Health care outreach
• Witten stated that flu and RSV cases on the rise in Waialua – cautioned everyone to be careful
• Casson-Fisher will follow up with Queensʻ Native Hawaiian Dept to see if the report back to the community is ready for review
• Ke Ola Mamo is available @ courthouse weekly on Wednesdays.
• They offer outreach, can sign up for MedQuest, offer health education classes and navigate health issues. Non-native Hawaiians can attend and qualify as well
• Luke Boe gave update re upcoming mtg 1/15/26 with Witten and Miller re
current state of viability of prior Red Cross donations. Might need new grant to replace items. Items currently stored between Waialua Church of Christ and the Benedictine Monastery.
• Rep Perruso to share link re Office of Wellness & Resilience with Pahinui.
6. Other items
• How to communicate w gov’t agencies during emergencies; ie Starlink vs radios. Noted that Pahinui is certified radio operator
• Miller suggested approaching Boy Scouts & WHS to get training in ham
radio certification
IV. APPROVAL OF MINUTES
A. Miller asked that we add in that the Red Cross supplies located at the Waialua Community Assn were moved to the Benedictine Monastery.
B. Achiu moved and Atkins seconded approval of the December 2025 minutes as amended. Motion carried and Pahinui will send out amended minutes.
V. ANNOUNCEMENTS
A. Jan 12, 26 mtg re Mt Ka’ala. Achiu reminded that testimonies can be submitted.
B. Sign waving to be held prior @ 9:30
C. Next meeting will be Monday, February 2 at 6:30 PM
