A. Chair Kathleen Pahinui called meeting to order at 5:00 pm.
B. Members present: Pahinui, Leinau, McNulty
C. Members absent : Cuersma, Achiu, Matsumoto, Andersen
D. Guests: Rep Perruso, Liv Eagle (Rep Perrrusoʻs office), Dennis Poma
E. No quorum for meeting established but discussed issues as outlined below

A. EM Hawaii Pilot Project
• Billy Andersen – waiting to hear from Arlene Velasco from Surfrider
B. Legislative Overview for 2026
• Rep Perruso reported on the Youth Climate Future Forum on November 16, 2025
• Looked at priority communities for cesspool conversion – North Shore at the top
• Many are high density areas
• Look at having counties handle these types of areas for conversion and state to handle areas with far less density
• First week of Decembers law makers are meeting and cesspools is on the list of issues to resolve
• No bills yet but Rep Lowen will probably reintroduce a number of her bills from 2024
• Also look at what House Speaker introduces
• Any good programs from the city?
• Amy, Ted Bohlen, Steward Coleman and Dennis Poma to also look at previous bills to see if anything is worth reviving
• Dennis Poma provided an update on his activities:
• Establishing a Hawaii chapter of National Onsite Wastewater Recycling Assn (NOWRA) to expand on ideas that W.A.I. has been working on
• Purpose is to go after decentralized and smaller waste management systems
• Working with national organization to get a grant to get this process started
• One issue is what to do with the recycled water: wetlands, lagoons, reuse
• Need to connect with other legislators in other states who are doing this work – asked for help from Amy:
• Florida, Suffolk County, NY
• See if Matt Weyer can join us at December 1 meeting
• Dept of Health looking at updating rules for 2026 – need to talk to them, Dennis has volunteered
