CALL TO ORDER – [0:00:21]: Chair Pahinui called the meeting to order at 7:00 p.m. Quorum was established with 11 members present. Note – This 15-member Board requires eight (8) members to establish a quorum and to take official Board action

FILLING OF VACANT BOARD SEAT – [0:00:59]: Frank Kimitch shared a brief introduction about himself. [0:02:07] – Leinau nominated Frank Kimitch to fill the vacant seat in Subdistrict 2. Hearing no further nomination, the Board conducted a roll call vote, 11-0-0 [Kimitch: Achiu, Aldrich, Andersen, Antolini, Casson-Fisher, Foo, Matsumoto, Lehmkuhl, Leinau, Lyons, Pahinui; Nay: None; Abstain: None] – [0:02:59].

[0:03:01] – Chair Pahinui called for a short recess at 7:03 p.m. to administer the Oath of Office. NA Magaoay sworn in Frank Kimitch. There were 12 members present.

[0:03:08] – Chair Pahinui called the meeting back to order at 7:04 p.m.

CITY MONTHLY REPORTS
Honolulu Fire Department (HFD) – [0:03:16]: Captain Wolfe reported the following.
February 2025 Statistics: There was one (1) structure fire, one (1) wildland/brush fire, one (1) nuisance fire, three (3) activated alarms (no fire), 46 medical emergencies, one (1) motor vehicle collision with pedestrian, three (3) motor vehicle crashes/collisions, three (3) mountain rescues, one (1) ocean rescue, and two (2) hazardous materials incidents.

Questions, comments, and concerns followed – [0:04:35]. A concern was raised regarding fire trucks being hindered on response times due to speed humps

Honolulu Police Department (HPD) – [0:12:06]: Lieutenant Baysa reported the March 2025 crime statistics, which may be found at https://www.honolulupd.org/.
March 2025 Statistics: There was one (1) assault, one (1) burglary, three (3) motor vehicle collisions, nine (9) unauthorized entries to motor vehicle (UEMV), 694 calls for service, 492 miscellaneous citations, 456 moving violations, and 170 parking violations.
Safety Tips: Lieutenant Baysa provided safety tips for children during Spring Break.

Questions, comments, and concerns followed – [0:08:01]. Questions were raised regarding electric bike laws and educating the public of the new rules, gator utility vehicles on the road, and documenting incidents to justify the need for manpower.

Honolulu Ocean Safety (HOSD) – [0:12:46]: Assistant Chief Lerner provided an update on the First Responder Center at Sharks Cove. Assistant Chief Lerner reported the February 2025 statistics.
February 2025 Statistics: There were 309,401 visitors on the North Shore beaches, 49,642 preventative actions, 59 rescues, no drownings, eight (8) surf accidents, seven (7) swim surf dive rescues, one (1) power vessel assist, one (1) swept up the rocks, two (2) CPR cases at Turtle Bay fronting Roy’s and ʻEhukai Beach Park, and two (2) c-spine cases.

Questions, comments, and concerns followed – [0:18:08]. Questions were raised regarding if the tv show about lifeguards in Hawaiʻi has increased interest in becoming lifeguards and criteria for adding a lifeguard tower.

Board of Water Supply (BWS) – [0:22:31]: BWS Representative Pahinui reported two (2) main breaks; one on 67-207 Kukea Circle and the other on 66-025 Waialua Beach Road. RESIDENTS’/COMMUNITY CONCERNS – [0:23:55]:
Waialua High School Events – [0:24:07]: SAC Michelle Cazimero announced upcoming events for the school, including the school’s blood drive, Career Fair, Junior/Senior prom, and graduation to be held on Saturday, May 24, 2025, from 5:30 p.m. to 6:30 p.m. at the school field.

Haleʻiwa Beach Park Mauka Update – [0:26:03]: Resident Larry McElheny noted that the canoe halau project is moving forward according the Park’s Department. The city consultants will come out to the park and do a survey in preparation.

First Responder Center – [0:28:41]: Kori Oros acknowledged the Mayor’s team, Councilmember Weyer, and all the community members that have worked so hard to get a First Responder Center at Shark’s Cove.

January 28, 2025 Regular Meeting Minutes – [0:30:42]: [0:30:49] – Leinau MOVED and Andersen SECONDED to adopt the January 28, 2025 Regular Meeting Minutes as written. Hearing no discussions and corrections, the Board conducted a voice vote, 12-0-0; [Aye: Achiu, Aldrich, Kimitch, Andersen, Antolini, Casson-Fisher, Matsumoto, Foo, Lehmkuhl, Leinau, Lyons, Pahinui; Nay: None; Abstain: None] – [0:30:58]. The Minutes were adopted as written.

February 25, 2025 Regular Meeting Minutes – [0:30:59]: [0:31:06] – Lehmkuhl MOVED and Aldrich SECONDED to adopt the February 25, 2025 Regular Meeting Minutes as amended. Hearing no discussions and no further corrections, the Board conducted a voice vote, 12-0-0; [Aye: Achiu, Aldrich, Kimitch, Andersen, Antolini, Casson-Fisher, Matsumoto, Foo, Lehmkuhl, Leinau, Lyons, Pahinui; Nay: None; Abstain: None] – [0:31:15]. The Minutes were adopted as amended.

BOARD BUSINESS – [0:31:20]:
New Sewer Rate – [0:31:58]: Director Babcock presented the proposed rate increase for sewer fees, changes to fee structure and introduction of customer assistance program. The rates only affect the Paalaa Kai area, as most of the homes rely on cesspools for wastewater disposal. Director Babcock noted that the City is in the early phases of a planning study to look at where the City potentially can sewer, therefore more will be on sewer in the future. Questions, comments, and concerns followed – [0:40:28]. Questions regarding Act 125 which requires all cesspools to be converted to septic systems or connected to sewers by 2050, design criteria as it relates to global warming for Sand Island Facility, connecting to sewer system from septic system, accountability on condo or townhouse property mananagement for monitoring water use and leaks, and recommendation of the best bioderadable detergents to help the sewer system.

New Landfill above North Shore – [0:50:27]: Director Babcock and BWS Manager Ernest Lau presented opposing viewpoints of the proposed new landfill site. Director Babcock noted that the Department of Environmental Services (ENV) is responsible for refuse collection and disposal on the island. He noted that the gray cart material goes to H-power, which the municipal solid waste (MSW) or rubbish is converted to ash and electricity. The main reason H-power it is there is not for electricity, but rather for the volume reduction of making rubbish into ash, in which the ash from H-power must go into a landfill. Director Babcock noted the current landfill, which includes ash monofil and an MSW landfill, has been in place since 1989 and now is reaching its capacity. Director Babcock provided a brief overview of the process in identifying potential sites for the next MSW landfill for the island. Director Babcock noted that under the extension, it had two conditions, one is to name a new landfill site by December 2022, and another was to close the landfill, no longer accept waste there and accept waste at a new landfill by 2028. The city was not able to identify a site in 2022, therefore, the city asked for a two-year extension which on December 10, 2024, the city identified a new site northwest of Wahiawa, on agricultural land owned by Dole Food Company. Director Babcock described the three-part plan for getting to the next plan. BWS Manager Lau provided a brief overview of the City’s request for BWS position on six (6) landfill sites. BWS Manager Lau noted that the six sites were over our drinking water aquifer and opposed all the proposed sites for that reason. Manager Lau provided the several key points of concern to the current proposed site, which includes Oahu being 100% dependent on its groundwater aquifer for drinking water, landfills contain contaminants that can enter groundwater, landfills, once constructed are permanent, preservation and protection of our precious and pure groundwater resources are essential to ensure water security for our future generations. Manager Lau provided data on landfill leachate, groundwater, PFAS at the Waimanalo Gulch landfill. Manager Lau described the BWS “Pass” & “No Pass Zone” areas on Oahu. Questions, comments, and concerns followed – [1:19:03]. Questions and concerns were raised regarding contaminants, exploring waste management alternatives, potential failure in the system such as leaks or breaches, military lands as potential sites, carrying capacity, and community benefits package. Residents and Board members commended both speakers for their professionalism. [2:13:04] – Achiu MOVED and Casson-Fisher SECONDED that the North Shore Neighborhood Board No. 27 to not support the selected location for the new landfill as it sits above our drinking water aquifer and is in the No Pass Zone and that the Board encourages and supports the City to look for viable alternatives to a landfill. Discussions followed. Hearing no further discussions, the Board conducted a roll call vote, 12-0-0 [Aye: Achiu, Aldrich, Kimitch, Andersen, Antolini, Casson-Fisher, Matsumoto, Foo, Lehmkuhl, Leinau, Lyons, Pahinui; Nay: None; Abstain: None] – [2:21:11]. The motion passed. Chair Pahinui will draft a letter opposing the proposed landfill site.

Chair Pahinui instructed the elected officials to provide a brief report due to time constraints.

STATE ELECTED OFFICIALS – [2:21:42]:
Representative Amy Perruso – [2:21:59]: Representative Perruso provided legislative bill updates on House Bill (HB) 969, HB 750, and HB 751.

Senator Brenton Awa – [2:23:30]: Makana Lewis announced the committee hearing for Senate Bill (SB) 1582, relating to coconut palm as a culturally significant plant and to allow more opportunities to combat Coconut Rhinoceros Beetle (CRB) initiatives, will be on Thursday, March 27, 2025, at 2:00 p.m. Lewis noted the Capital Improvement Projects (CIP) funding for school improvements at Waialua High School field.

Representative Sean Quinlan: No representative present and no report was submitted.
CITY ELECTED OFFICIALS – [2:24:41]:
Councilmember Matt Weyer: No representative present.

Mayor Rick Blangiardi’s Representative – [2:24:43]: Deputy Director Fox provided the report which can be found at: Mayor Blangiardi Highlights March 2025. Deputy Director Fox highlighted the City’s Wahi Pana art initiative and FEMA’s updated Flood Insurance Rate Maps (FIRM) appeals process. Deputy Director Fox provided responses to questions raised at previous meetings and was available for questions. Chair Pahinui requested that the responses to concerns raised at previous meetings be included in the minutes due to time constraints.
