A. Removal of Casi Alexander from the Cesspool Committee
Casi has not attended for about a year and did not respond to an email from Committee Chair if she wanted to remain on the committee. Andersen moved and Leinau seconded to remove her from the committee. Motion passed and will move on to the North Shore NB #27 for final decision on removal.

B. Genki Ball Update – EM Hawaii
Hiro and Kouri Nago from EM Hawaii gave a presentation on how their product works, The powerpoint can be accessed at the North Shore NB google drive at https://drive.google.com/drive/folders/1IHC_YHAUoI_2hPauiSJ1nbvIiMu5giyt
They are working with Sen Awa’s office to development a pilot project to destroy the bad bacteria and microbes from entering our aquifer and ocean by introducing this product into a home’s cesspool. If it works, then it may relieve some of the pressure to convert from cesspools to septic or other systems that cost a lot of money. For many homeowners, they cannot afford the conversion.

Questions / Comments:
• What types of organisms will this work on? Per EM Hawaii – most biological microbes and bacteria (pathogens and fecal matter). Works on aerobic and anaerobic through a fermentation process. More information can be found on their website at: https://www.emhawaii.com/
• Will it eat PFAs chemicals? No tests done on this though it is being studied.
• How will testing be done? Showing data can make for a stronger case for using this product. Surfrider is doing some independent testing on near shore waters in the area of the Ala Wai Canal. Testing shows it is coming back and is at almost 80% of meeting the State Dept of Health standards.
• How do you measure success? Will need a pilot project to see how it works in cesspools.
• How much do you use? Start with a diluted amount 1 time per week them move down to 2 times per month. Can use daily if you wish.
• Each cesspool is different – measuring success will vary but is important.
• The solution will eat grease and fat.
• Will this help achieve the State’s conversion goals by 2050. No this is not linked to that initiative.This is a treatment system that can be used by anyone to help lessen the affects of bad bacteria and microbes. This can be used until there are better methods or a program in place to assist the community with conversion.
• Group agrees that a pilot project should be designed and implemented. In the meantime, anyone who is interested can use this product. It won’t hurt your system and can be of benefit.
• Committee Chair Pahinui will work with Makana and EM Hawaii on a pilot.

C. 2025 Legislative Session Update
• Yvonne Yoro from Rep Perruso’s office provided updates 4 bills that are still in play at the legislature: HB 734, HD1, HB 735, HD2, HB 749, HD1and HB 879, HD1 (Ted Bohlen provided 2 more via email: HB 736, HD1 and SB 1232, SD2. Committee Chair Pahinui will alert the committee when they come up for a hearing.

[0:06:53] – Chair Pahinui called for a short recess at 7:03 p.m. to administer the Oath of Office. NA Cristobal sworn in Sharryl Matsumoto. There were 12 members present.

[0:08:23] – Chair Pahinui called the meeting back to order at 7:04 p.m. Chair Pahinui announced that Member Fitzsimmons has turned in his resignation. There is one vacant seat in Subdistrict 2.

Member McElheny arrived at 7:04 p.m. There were 13 members present.

CITY MONTHLY REPORTS
Honolulu Fire Department (HFD) – [0:08:54]: Captain Miyamoto reported the following.
January 2025 Statistics: There was one (1) structure fire, two (2) wildland/brush fires, three (3) nuisance fires, three (3) activated alarms (no fire), 58 medical emergencies, six (6) motor vehicle crashes/collisions, two (2) mountain rescues, and one (1) hazardous materials incident.

Honolulu Police Department (HPD) – [0:12:06]: Lieutenant Vierra reported the January 2025 crime statistics, which may be found at https://www.honolulupd.org/.
January 2025 Statistics: There were 10 assaults, two (2) burglaries, seven (7) unauthorized entries to motor vehicle (UEMV), 24 motor vehicle collisions, eight (8) criminal citations issued, 65 parking citations, 328 miscellaneous or traffic infractions, and 878 calls for service.
Safety Tips: Lieutenant Vierra provided mail theft prevention tips.

Questions, comments, and concerns followed – [0:14:04]. Concerns were raised regarding malathion odor and electric bike safety.

Board of Water Supply (BWS) – [0:18:29]: BWS Representative Pahinui reported an eight-inch break on Au Street and a twelve-inch break on Waialua Beach Road. RESIDENTS’/COMMUNITY CONCERNS – [0:19:44]:
Haleʻiwa Farmers Market – [0:19:57: Pamela Boyer announced that the Haleʻiwa Farmers Market will be opening up on Thursday, March 6, 2025, from 4:00 p.m. to 6:00 p.m., at the Waialua Community Association.

North Shore Triathlon – [0:21:26]: Ben Williams announced that the 29th North Shore Triathlon is scheduled for Sunday, March 16, 2025, at Camp Mokulēʻia.

Waialua High School Events – [0:22:26]: Student Activities Coordinator Michelle Cazimero announced several upcoming events: Junior/Senior Prom is on Friday, April 18, 2025, at the Hyatt Regency Hotel; Central School District performance on Saturday, March 1, 2025, starting at 7:00 p.m.; the Waialua Alumni Association’s dinner plate fundraiser on Wednesday, February 26, 2025, beginning at 4:00 p.m. at the school’s gym; Spring Craft, Food, and Surf sample sale on Saturday, March 15, 2025, from 9:00 a.m. to 1:30 p.m., on the front lawn fronting Farrington Highway.

Honolulu Ocean Safety – [0:25:31]: Director Kurt Lager reported 48 calls for action through 911. Director Lager noted that of those calls, five (5) related to swim, surf, and dive incidents which includes a missing diver at Turtle Bay, multi-person rescue at Three Tables, surfers in distress at Laniākea Beach and Phantoms, and some people in trouble on the rocks at Kaʻena Point. Director Lager also noted they had several spinal injuries at multiple places such as Rocky Point, Pipeline, and Sunset; lacerations and head injuries at Waimea. Director Lager reported a couple shark sightings, 10 requests for law enforcement related to cars broken into and parking violations. Director Lager reported about 210,000 visitors to the beaches in January 2025, of which HOSD made 30,816 preventative actions, 71 rescues, 14 first aid reports, no reported drownings, and six (6) surf accidents. Director Lager stated that a truck with two (2) lifeguards was stationed at Sharks Cove in December 2025 due to the high number of incidents that has been reported there. Director Lager noted there were 31,571 visitors, 9,288 preventive actions, four (4) rescues, no first aid reports and zero drownings in the month of January 2025 at Sharks Cove as reported by the lifeguards. Director Lager also noted that he committed to keep the truck going and to eventually get a lifeguard tower put in at Sharks Cove. Chair Pahinui noted that Honolulu Ocean Safety will be permanently part of the Board agenda moving forward.

BOARD BUSINESS – [0:30:15]:
Three Absence Notice for Board Members Mark Clemente and Sash Fitzsimmons – [0:30:19]: Chair Pahinui announced that Member Fitzsimmons has resigned from the Board. Clemente provided a brief explanation of his absences. [0:30:54] – There was no motion to vacate the seat held by Member Clemente.

66-009 Waialua Beach Road Zoning Change from Country to R-5 Residential – [0:31:10]: Chris Hagen read a letter that he had prepared. A copy of the letter and the zone change application can be found at: 66-009 Waialua Beach Road Zoning Change Letter & Application. He wants to do this so that his children can decide whether they would like to keep or sell their property individually. He is planning to keep the property look country. This will keep housing affordable. [0:40:07] – MOVED by Member Achiu and SECONDED by Member Lehmkuhl to support the zoning change for 66-009 Waialua Beach Road. Discussions followed. Hearing no further discussions, a roll call vote was conducted; 11-0-1 (Aye: Achiu, Aldrich, Andersen, Antolini, Casson-Fisher, Clemente, Foo, Lehmkuhl, Leinau, Lyons, Pahinui. Nay: None. Abstain: McElheny). The motion was adopted. NA inadvertently did not call for Member Matsumoto’s vote.

Haleʻiwa Road Multi-Use Path – [0:55:13]: Oryn Nakamura from the Department of Transportation Services provided a presentation which can be found at Haleʻiwa Road Multi-Use Path Project. The project will be a combination of a shared use path, shoulder bike and a shared roadway that would span entirely of Haleʻiwa Road from Waialua Beach Road to Kamehameha Highway. Eric Iwasu shared an overview of the project. There are three (3) options and these would impact drivers, cyclists, and joggers. Kelly Akasaki provided a brief explanation of how the DTS came up with the options.

Questions, comments, and concerns followed – [1:07:38]. Board members provided feedback and questions which included concerns with parking and safety. A few Board members wanted nothing to be changed, but only improved/maintained. It was mentioned that DTS can install speed bumps/humps at the same time while working on the project.

Haleʻiwa Mobility Hub Study – [1:39:39]: Samantha Lara of Oahu Metropolitan Planning Organization (OMPO) provided a presentation explaining what are mobility hubs. DTS Director Morton noted that the project is a partnership with OMPO, DTS, and SSFM International to address the traffic issues in Haleʻiwa. Mike Packard noted that mobility hubs are places where transportation mode choices are linked, making it easy to transfer from one form of travel to another, for example walking, rolling, or biking, to taking the bus or a shuttle. The hub proposes to provide a bus transit center, EV charging center, bathrooms, bicycle parking, community gathering space, regular shuttle service, vehicle parking lot, and etc. Site selection study criteria and recommended sites. 1) Basin Project Site 2) Bishop Estate Makai Site 3) Dole Foods Adjacent to Weed Circle. Project is supposed to reduce traffic and provide more parking space. For more information, visit www.engage.oahumpo.org.

Questions, comments, and concerns followed – [1:56:20]. Concerns were raised regarding parking spaces, location of the hub, funding sources, and carrying capacity.
