CALL TO ORDER: Chair Pahinui called the meeting to order at 7:00 p.m. A quorum was established with 10 members present. Note – This 15-member Board requires eight (8) members to establish a quorum and to take official Board action. Chair Pahinui asked for a moment of silence in honor of lifeguard Tamayo Perry.

PUBLIC SAFETY REPORTS
Honolulu Police Department (HPD): Corporal Muna reported the June 2024 crime statistics, which may be found at https://www.honolulupd.org/.
June 2024 Statistics: There were six (6) assaults, five (5) burglaries, and six (6) unauthorized entries to motor vehicle (UEMV).
Safety Tips: Corporal Muna provided both assault and car break-in prevention safety tips.

Questions, comments, and concerns followed.
1. Pop Up Roadside Vendors: Antolini requested a follow-up regarding pop up vendors, whether or not HPD could write an article for the North Shore News explaining the law regarding roadside vendors, what HPD’s role is, and the State Department of Transportation (DOT)’s role. Antolini noted at the last month’s meeting that there was a biscuits and gravy operation at Laniakea where HPD went out, asked for the permit and were shown a permit but was not the right permit and then the operation was shut down by DOT. Antolini also noted an Argentinian barbecue was out in Laniakea the other day at the same spot.
2. Accident: Antolini inquired about an accident at Waimea Valley where a car flipped over and completely demolished the bus stop. Corporal Muna responded that he does not have any information about the accident.
3. Information: Lehmkuhl inquired about whether the identification of a body found by Long Bridge was released. Corporal Muna responded that any information pertaining to any kind of death whether it is suspicious causes or unexplained death are highly confidential. Corporal Muna noted that he is not too sure under what circumstances the death happen and whether information will get out.
4. Enforcement: Fitzsimmons inquired about enforcement of kids on motorcycles and cars doing burnouts at Waialua District Park at night after the lights go out. Corporal Muna noted that the concern was brought up at the Town Hall meeting and Corporal Muna believe that HPD is tracking it already but he will put it in the report for follow-up.
5. E-Bikes: Resident Andrea Woods noted that a lot of the electric bikes are using the bike paths and asked should she call the police. Woods asked for advice on what should she do because it is becoming a safety hazard. Corporal Muna responded anything that is a traffic hazard, road hazard, or bike path hazard to call HPD.

Honolulu Fire Department (HFD): Captain Miyamoto reported the following.
May 2024 Statistics: There was one (1) nuisance fire, two (2) activated alarms (no fire), 54 medical emergencies, six (6) motor vehicle crashes/collisions, two (2) mountain rescues, and one (1) ocean rescue.

Questions, comments, and concerns followed.
1. Lithium Battery Fires: Achiu noted that a lot of the homes have solar. She asked if HFD is equipped to put out solar lithium batteries in case of fire or do the batteries just have to burn out. Achiu inquired about preventive measures being that the solar panels are on people’s houses. Captain Miyamoto responded that HFD do have the preventive measures in place and use copious amounts of water to cool and possibly put out fires involving lithium batteries in solar homes.
2. HFD Input: Leinau asked if HFD is going to weigh in on the Army’s Environmental Impact Statement (EIS) as it relates to fire risks. Captain Miyamoto responded that regardless of where the fire occurs, HFD will respond and will utilize all their assets and if they need assistance, HFD will ask the State Fire and Federal Fire to assist.
3. Solar Farm: Achiu raised concerns regarding overgrown brushes at a solar farm. Achiu inquired about who would be the appropriate person to contact whether it be the landowner or HFD can do something about it. Captain Miyamoto responded that the landowner would be responsible for taking care of the overgrown brush. Captain Miyamoto noted that is Engine Thirteen’s area. Captain Miyamoto will email and forward the information to check out the solar farm.

Board of Water Supply (BWS): BWS Representative Pahinui noted that there were no main breaks to report.

Questions, comments, and concerns followed.
1. Acknowledgement: Alexander did a shoutout to BWS for sending emergency water supply down to Camp Erdman for all the keiki when the water was shut off.
2. Water Quality Report: Leinau inquired about the Sunset Beach area having an optional water source that gets turned on and off. BWS Representative Pahinui responded that there is one water system for the North Shore that is separate and discreet. BWS Representative Pahinui noted that the Haleʻiwa wells are not operational. BWS Representative Pahinui will follow up on the inquiry.

Chair Pahinui announced that the July 2024 meeting will be the convening meeting where the Board affirms the committees and committee members. Chair Pahinui also announced that the Parks Committee will be reconstituted and will be led by Member Antolini. Anyone interested in joining any of the Committees to contact Chair Pahinui.

Member Clemente arrived at 7:20 p.m. There were 11 members present.

RESIDENTS’/COMMUNITY CONCERNS:
Draft EIS – Army Training Land Retention: Resident DaMate announced the three (3) public meetings regarding the military land lease renewal will be on Tuesday, July 9, 2024 at Waianae District Park, Wednesday, July 10, 2024 at Kahuku High School Cafeteria and on Thursday, July 11, 2024 at Leilehua High School Cafeteria. All meetings are from 6:00 p.m. to 8:00 p.m.

Mayor’s Town Hall Comment: Resident Larry McElheny commended the community for the turnout, all the questions and the participation at the North Shore area Town Hall. McElheny noted that the community needs to focus on and preserving the rural open space that the North Shore residents cherish. McElheny provided a satellite image of Oʻahu which shows the areas that is mostly concrete and asphalt. McElheny asked the government to consider adopting his definition of sustainability which is “never ending growth is not sustainable, especially on an island.”

Traffic Safety Concerns – DOT: Resident Diane Fitzsimmons suggested more speed humps and crosswalks on the intersection between Naluahi Street and Farrington Highway, right after the Kaukonahua Bridge because it is hard to see when cars come speeding down from the hill after the traffic light. Fitzsimmons also raised concerns of speeding by Waialua High School. She noted that there are speed bumps and crosswalks by the overhead walk bridge, but as you go further down, there is nothing to slow down speeding cars coming from Mokuleia. Resident Zhaz noted that a car was wrapped around a utility pole from an accident by the entrance to Waialua High School. Zhaz asked if DOT has plans to install speed humps fronting Waialua High School, as well as in front of the schools between Haleiwa Elementary School and Waialua Elementary School because of lots of vehicles speeding in the area. Zhaz also requested speed humps rigt at the Harbor, around the bend of the Harbor.

Flashing Lights: A resident requested to install flashing lights before the speed humps to get the driver’s attention.
BOARD BUSINESS
NP §2-14-106 Three Absences Notice for Board Members: Michael Biechler and Casi Alexander: Biechler did not attend the meeting due to family members being sick. Alexander provided the reasons for her absence. There was no motion to vacate the seats held by Biechler and Alexander. Members Alexander and Biechler remain on the Board.

Approval to hold a North Shore NB Sponsored Candidates Forum in July 2024: Leinau MOVED and Casson-Fisher SECONDED to hold a North Shore Neighborhood Board Sponsored Candidates Forum on Monday, July 15, 2024 from 6:30 p.m. to 8:30 p.m. at Waialua Elementary School. Discussions followed. Clemente recused himself from voting due to conflict. Chair Pahinui provided the format of the forum which consists of written questions for all the candidates to answer the same question and then the last half hour people can ask specific candidates specific questions. The Board conducted voice vote, 10-0-1 (Aye: Achiu, Alexander, Antolini, Casson-Fisher, Fitzsimmons, Foo, Lehmkuhl, Leinau, Lyons, Pahinui; Nay: None; Abstain: Clemente). The motion was adopted.

Farmers Market at the Bandstand Park: Chair Pahinui noted that there has been discussion about moving the farmers market that is being held at the Sugar Mill to the Bandstand Park right outside the Sugar Mill and work with the City’s Department of Parks and Recreation (DPR). Achiu noted that the goal is to make it a genuine Farmers Market and not a craft fair so it will be very structured in that it will support farmers and people who actually produce. Achiu also noted that the Committee will extend its invitation to the elementary schools and the High School for their participation through their agricultural programs. Achiu noted that they are working with the surrounding residents to make sure that they will not be negatively impacted by the Farmers Market. Board members raised concerns regarding park permits, bike path improvements in the area, parking, and emergency vehicle access. Board members also are supportive of the project in promoting the agricultural culture of the community. Lehmkuhl MOVED and Antolini SECONDED that the North Shore Neighborhood Board support a Farmers Market at the Bandstand Park. Hearing no further discussions, the Board conducted a roll call vote, 11-0-0 (Aye: Achiu, Alexander, Antolini, Casson-Fisher, Clemente, Fitzsimmons, Foo, Lehmkuhl, Leinau, Lyons, Pahinui; Nay: None; Abstain: None). The motion was adopted.

Issues Concerning the Driveways on Kaukonahua Road / Wilikina Drive – Setting up a Permitted Interaction Group (PIG): Chair Pahinui noted that she has received several complaints about the increasing number of driveways on Kaukonahua Road, including dangerous conditions with gravel and overgrown berms. Chair Pahinui proposed to set up a PIG to investigate the issue and come up with positive solutions, rather than implementing legislation or fines. Chair Pahinui provided the scope of work for the PIG which include reviewing driveways on Kaukonahua Road and engaging with property owners, as well as consulting with traffic experts and City/State rules. Chair Pahinui noted that there three actions that the Board would need to take which are to approve setting up a PIG, appointing the members and then approving the scope of work. A few Board members suggested extending the scope of work to include Kamehameha Highway, pushing back the driveways, and implementing fines.
Casson-Fisher MOVED, Foo SECONDED to establish a PIG to investigate the driveways on Kaukonahua Road. Hearing no further discussions, the Board conducted a voice vote. Hearing no objections, the motion was adopted.

Leinau MOVED and Foo SECONDED the appointment of Pahinui, Achiu, and Fitzsimmons as members of the PIG. Hearing no discussions, the Board conducted a voice vote. Hearing no objections, the motion was adopted.

Lyons MOVED and Antolini SECONDED that the PIG review and work with property owners along Kamehameha Highway within the North Shore Neighborhood Board boundaries and Kaukonahua Road to come up with creative and positive solutions to the entrances egress and outgress on the properties and include consulting with State Department of Transportation (DOT) and the Department of Transportation Services (DTS) and any other City rules regarding driveways. Hearing no further discussions, the Board conducted a voice vote. Hearing no objections, the motion was adopted.

Antolini MOVED and Clemente SECONDED the appointment of Foo as member of the PIG. The Board conducted a voice vote. Hearing no objections, the motion was adopted.

Major Timmons announced that the Fourth of July celebration will be at Schofield Barracks from 4:00 p.m. to 9:00 p.m. It is open to the public. Major Timmons also announced that the draft Environmental Impact Statement (EIS) for Army training land retention has been published and there will be public meetings to discuss it. Major Timmons noted that Sergeant First Class Christopher Hammond will be providing the report at the next meeting.

1. Drum Road Contact: Leinau requested Major Timmons to pass the information regarding the commitment from civilian employee Peter Huller over at Schofield regarding Drum Road. Major Timmons will chase the email down so it stays.
2. Acknowledgment: Antolini expressed her gratitude to Major Timmons. Major Timmons responded that he will still continue to help out especially for the community service.
3. Rim of the Pacific (RIMPAC) Exercises: DaMate inquired if RIMPAC will be training at Kahuku Training Area (KTA)-One and KTA-Two. Major Timmons responded that RIMPAC is primarily a Navy operation and the release of the exact training areas and what is happening will be out by the end of the week. Major Timmons noted that he will share the information to the Chair.
4. Volunteers: Casson-Fisher invited Major Timmons and Army volunteers to help out with break down and just be with the community on Saturday, August 31, 2024 Health and Emergency Preparedness Day.

CITY ELECTED OFFICIALS

Questions, comments, and concerns followed.
1. Sprinkler System: Member Alexander noticed that there are yellow flags on the sprinkler heads at Haleiwa Beach Park and inquired what the flags indicate. And if it indicates repairs/changes to the irrigation system requests that DPR share that intended schedule so as to avoid conflicts with scheduled use of the field/park?
2. Town Hall Follow Ups: Member Antolini requested a list of issues that the Mayor and his team has taken back for follow up so that the community know what is being followed up on, who is doing the follow up, so there is accountability through the Neighborhood Board.
3. Park Permit: Achiu noted that a community member was told that they could get their permits for use of Kaiaka Bay Beach Park at a fee of $600 per septic hole which means that the park user would need to pay for the pumping of the septic system for the park when applying for a permit. Achiu noted that it is inaccurate as the fees only applies to commercial type of events and not to the general community or residents of the area. Chair Pahinui noted that Director Thielen will be working with her staff to clarify with them and their understanding of the rule.

Member McElheny arrived at 8:16 p.m. There were 12 members present.

Councilmember Matt Weyer: Kelly Anaya provided the report which can be found at: https://drive.google.com/file/d/16B2L2iLNesfPv2WyXKb8QADVkUV6wSkI/view?usp=drive_link. Anaya provided update on Bill 64. Anaya noted that Councilmember Weyer held an agriculture stakeholder meeting to get some feedback and created amendments to address the communityʻs needs effectively. Anaya announced that the next hearing for Bill 64 will be on Thursday, June 27, 2024 at 9:00 a.m. in the Planning and Economy Committee discussing the turbines and the energy generation facilities. Anaya also announced that the Committee will take a break and resume on Thursday, August 22, 2024 when they are going to discuss the agriculture segment. Anaya noted that the Kamehameha Highway drainage and safety improvement project in Laniakea is scheduled to begin work in September 2024.
Questions, comments, and concerns followed.
1. Testimony Period: Alexander inquired about the testimony period for the agricultural component of Bill 64. Anaya responded that she is not sure when the testimony period for the August 22, 2024 agriculture hearing, however she will inform the Board once she finds out the schedule.
2. Stakeholder Meeting: Alexander asked if the Councilmember can attend the next North Shore Neighborhood Board Agriculture Committee meeting. Anaya will inform Councilmember Weyer.
3. Zoo Poo: Lyons noted that he requested about a year ago and it seemed not to be a problem getting some zoo poo or animal fertilizer down to the North Shore so Lyons requested again to have zoo poo. Anaya responded that she will look into it. Chair Pahinui offered to coordinate going down to the zoo and pick up more than little tiny bags.
4. Hearing Schedule: Foo inquired about where she can find out which section in the Land Use Ordinance (LOU) Bill is coming up and when for what dates because it has been very confusing to follow. Anaya responded that she is not sure of the exact schedule. Chair Pahinui noted that Councilmember Esther Kiaʻāina has gone through most of it already and deliberately left the Agriculture section last.
5. Fireworks Bill: Leinau provided a comment regarding people with animals especially in the rural area are opposed to fireworks.
6. Parking Lot Drawings: Antolini requested that the Department of Transportation (DOT) provide an updated drawings for the parking lot at Laniakea to see if DOT responded to the community’s concerns.

STATE ELECTED OFFICIALS
Senator Brenton Awa: No representative present and no report was submitted.

Representative Sean Quinlan: No representative present and no report was submitted.

Representative Amy Perruso: Representative Perruso provided updates on the State budget and the Governor’s list of bills that he is considering vetoing. Representative Perruso noted that the Legislature passed an unbalanced budget. Representative Perruso noted that she is concerned about the bio security bill which the Legislature allocated $20 million of additional funding for bio security and in the North Shore community in particular is deeply concerned with Coconut Rhinoceros Beetle (CRB). Representative Perruso also noted that she is willing to go back in for an override should the Governor choose to veto that bill. Representative Perruso further noted that her Office is planning to have a community CRB informational session with the Department of Agriculture (DOA) in Waialua on Tuesday, July 9, 2024 or Wednesday, July 10, 2024. Representative Perruso announced that a convening led by Malama Ohana, a working group established by the Legislature to deal with the problems that the State is experiencing in the Child Welfare Services, will be at Wahiawa Elementary on Monday, July 1, 2024. Representative Perruso also announced that Waialua High School has put together a course available to rising seniors to provide them an overview and prepare the students for the necessary certification for the construction trades.

1. Agreement: Alexander inquired about the status of the Kawaihapai Airfield agreement that might impact the water to Camp Erdman over the summer. Chair Pahinui noted that Director Ed Sniffen said the agreement is happening. Chair Pahinui is hopeful that the agreement will be signed. Chair Pahinui also noted that Aqua Engineers took over the water system.
2. Replacement Plants: Leinau inquired about the best plants to replace the dead trees that the CRB destroyed. Leinau requested that the Representative initiate a conversation on the best ten plants to select to replace a lot of hundred-year-old palms that are dying around the State. Representative Perruso strongly expressed the conversation should emerge out of community consensus and that kind of decision should not be made from the top down because there are a lot of people experiencing enormous emotional loss of their trees.
3. CRB Funding: Foo expressed her strong support of funding the bio security bill and encouraged the Governor to sign the bill and for the Legislature to override should the Governor veto the bill. Representative Perruso responded that she will reach out to Chair Pahinui if the bill does end up on the Governor’s veto list.
4. Ahupuaʻa Markers: Casson-Fisher inquired about who is responsible of maintaining the ahupuaʻa markers. Casson-Fisher noted that there are two markers in Waialua that need to be switched. The marker by the corner of Haleʻiwa Elementary should say Paalaa if going toward the Harbor and if going towards Kaʻala, it should say Kamananui. Chair Pahinui will add it to the list of DOT requests.

APPROVAL OF MINUTES – Tuesday, May 28, 2024: Leinau MOVED and Alexander SECONDED to adopt the Minutes with corrections. Alexander suggested amending the section regarding sprinkler system from Waialua District Park to Haleʻiwa Beach Park. Hearing no other corrections, the Board conducted a voice vote, 11-0-1 (Aye: Achiu, Alexander, Antolini, Casson-Fisher, Fitzsimmons, Foo, Lehmkuhl, Leinau, Lyons, McElheny, Pahinui; Nay: None; Abstain: Clemente). The Minutes were adopted as amended.

COMMITTEE REPORTS:
Agriculture (Ag) Committee: Agriculture Committee Chair Achiu announced that the Ag Committee meets every second Tuesday of the month. Chair Achiu noted that the Committee will continue to discuss Bill 64 and the Land Use Ordinance. Chair Achiu encouraged the residents to submit testimonies.

Health and Emergency Preparedness Committee: Health and Emergency Preparedness Committee Chair Casson-Fisher announced that the Committee will be meeting in July 2024. Chair Casson-Fisher also announced that the Emergency Preparedness Day is at the end of August 2024. Chair Casson-Fisher encouraged residents to attend the meeting.

Cesspool Committee: Chair Pahinui announced that the Committee is on hiatus and will start up again in September 2024.

BOARD MEMBER ATTENDANCE AT COMMUNITY MEETINGS / PUBLIC HEARINGS: Chair Pahinui noted about eight (8) Board members were at the Mayor’s Town Hall Meeting.

ANNOUNCEMENTS:
1. Next Regular Scheduled Meeting: Tuesday, July 23, 2024.
2. Haleʻiwa Arts Festival: Foo announced that the 25th Annual Haleʻiwa Arts Festival is on Saturday, June 29, 2024 to Sunday, June 30, 2024 from 10:00 a.m. to 5:00 p.m. on both days.
3. North Shore Hanapaʻa Fishing Tournament: Achiu announced that the tournament have been rescheduled to Friday, July 12, 2024 and Saturday, July 13, 2024 out of the Haleʻiwa Harbor.
4. Haleʻiwa Fourth of July Festival: Lehmkuhl announced that the North Shore Chamber of Commerce along with a lot of community businesses are putting on the 4th of July Festival from 1:00 p.m. to 9:00 p.m. at Haleʻiwa Beach Park.
