A. Site visit to Waialeʻe Beach Park and access via Kalou Marsh Road/Dairy Road; meet with Honolulu Police Department Corp. Jay Muller and partner agencies and University of Hawaiʻi tenants re remediation of deteriorating condition of road, health, safety, and public access issues
B. Draft motion: Recommendation to State Representative Sean Quinlan, State Department of Land and Natural Resources (DLNR), City and County of Honolulu, and University of Hawaiʻi at Mānoa, and other tenant partners, to budget for and execute as soon as feasible the emergency resurfacing/paving, new security gate, and safe access management of Waialeʻe Beach Park.

a. Approval of June 17, 2025 Parks Committee Minutes

b. Pūpūkea Beach Park

i. Presentation by Mālama Pūpūkea-Waimea (Denise Antolini, Jenny Yagodich, Jacque Leinau) on the rules of the Pūpūkea Marine Life Conservation District (MLCD) (handout MPW cards with rules and map) and Act 31 Carrying Capacity Program; discussed marine work – in-water transects and human use surveys (handout). Results found a negative correlation: more people = fewer fish/benthic and less biodiversity = more coral damage. Human use management and erosion mediation needed. Approximately 12” of sand erosion at Kapoʻo (Sharks Cove) beach park (above water line). Tidepools are nursery for 87 species of fish and invertebrates. During COVID with fewer people in the water, MPW noted a big increase in algae, limu, and marine life. Discussed MPW educational programs and signage in the park re pono practices and no take rules. Discussion of shoreline jurisdiction (state and city) management, enforcement, control of beach v/s marine reserve. Discussion of Ocean Safety plan for new Lifeguard Tower at Tidepools.

ii. Discussed MPW Proposal for visitor restrictions on access

iii. Discussed MPW Proposal, with North Shore Community Land Trust, for bike path extension and makai alignment through parking lot at Pūpūkea Beach Park.

c. Recommendations

i. Suggested possible management access measures to reduce visitors impacts at Kapoʻo (Sharks Cove) either seasonally (winter) and/or certain day(s) of the week.

MOTION: The Parks Committee recommends that the NSNB adopt a motion in support of the Mālama Pūpūkea-Waimea’s findings based on the Act 31 Carrying Capacity Program for the Pūpūkea MLCD, two decades of kilo (observation), and surveys of residents and visitors that the Kapo’o (Sharks Cove) Tidepools and Cove ecosystem and marine life are adversely affected by increasing overuse, primarily from non-resident tourism, and that urgent management measures, including closures for certain periods of rest and limitations on human use while maintaining priority access for residents, are needed to maintain the resilience, abundance, and richness of this sensitive area of the Pūpūkea Marine Life Conservation District.

Therefore, we urge the State Department of Land and Natural Resources and the City Parks and Recreation Department to collaborate with MPW on a closure plan starting in 2026 for restricted access for non-residents and continued biological and human use monitoring of the Kapoʻo area.
