II. COMMITTEE BUSINESS (Limited to maximum 10 Minute Presentation)
a. Approval of January 8, 2025 Parks Committee Minutes (Atherton Room) – Amended minutes in two places as follows: “Location: Waialua Community Association (Atherton Room)”
b. Confirmation of Parks Committee recommendations to Department of Parks and Recreation (DPR) for all North Shore Parks:
i. Parks budget on North Shore should be doubled (e.g., via parking fees for non-residents).
ii. Assign dedicated maintenance staff to each park (all day, not just checking in periodically)
iii. City Parks should expand Park Ranger Program to North Shore Parks.
iv. Signage should be updated and maintained in parks particularly where commercial activity is prohibited.
c. Site visit to and discussion of Bill and Peggy Paty Kaiaka Beach Park (Waialua) facilities, maintenance, and upkeep.
i. Debbie Aldrich shared the story of the name of the park, “Bill and Peggy Paty Kaiaka Beach Park,” passed to her by Suzie Wurtz, the daughter of Herbert Horita. Bill and Peggy Paty, along with Joseph P. Leong stopped the developer, Herbert Horita from building eight, seven-story condo buildings on the property. DPR sign and beautiful artistic sign at entrance memorializes Bill and Peggy Paty.
ii. Park is large, actively used, and very clean. No trash around the park or on the beach.
iii. Bathrooms are in excellent condition and cleanliness, with interior showers and utility sink area.
iv. Other positives: Active use of camping sites, commonly used by area residents for walking and exercise, close to residential areas, fishing, great panoramic views, lots of seating/picnic tables, ample parking, newly planted trees.
v. Improvement suggestions: needs more shade, hot. Large park with intermittent trees; concerns about illegal parking on the grass on shoreline; incomplete placement of new concrete barricades still allows access for vehicles to illegally drive and park on grassy areas near camp sites and shoreline where parking/driving is prohibited. Many on-leash dogs in park observed, although technically not allowed. Discussion of suggestion (below) to make Kaiaka an on-leash dog park in the short term and split views on suitability for an off-leash dog park in the future.
d. Site visit to and discussion of Kamananui Park (Waialua), on-leash dog park, maintenance, and upkeep
i. Terry and Cy Yamanoha and neighbors called repeatedly to have the park mowed and maintained now it is regularly mowed.
ii. Positives: Well maintained, good play structure, basketball court, on leash dogs allowed, heavily used by neighbors, picnic tables, good parking.
iii. Improvement suggestions: rebar and spalling along west side fence/wall is significant with several feet of rebar poking out of the wall creating a significant hazard. Fence leaning significantly into park area, appears to be in danger of falling in the future.
iv. Park is small, hard to find and most North Shore residents appear not to know about it; the park is most appreciated by Waialua residents in immediate neighborhood.
e. Discussion of Department of Parks and Recreation request to North Shore Neighborhood Board input on potential for off-leash dog park and on-leash dog park locations – general policies and ranking of suitability:
Off-Leash – Recommend two in the District with conditions
1) Recommend two new off-leash parks in the District – one on the Haleʻiwa side and one on the Sunset side
2) Recommend siting any off-leash parks (a) only in mauka areas, (b) always away from the shoreline parks, (c) rationale: too many mixed shoreline recreational uses that can create conflicts, limited areas for the fencing and amenities, needs to be shaded, sited away from residences, schools, and neighbors, important to avoid dog poop on the beach
3) Recommended sites for two new off-leash dog parks:
a. One on Sunset side:
i. Banzai Skate Park (benefits: L-shaped area to side or back of skate park is open and almost already completely fenced, water is available, and parking (26 regular parking stalls and 4 handicapped) is available except during peak skating hours; easy access from highway; visible area increases safety; adding dog park may add momentum for amenties like promised restrooms) (drawbacks: may conflict with skate park usage; dog owners may be tempted to cross highway from bike path creating need for cross walk); or
ii. Use non-developed Park City-owned land, such as the lot next to (north of) Sunset Beach Recreation Center (the grassed open lot that used to be the farmers market – just needs a small foot bridge over streambed, fencing, water line, amenities) (benefits: has good shade, easy access from highway, excellent parking (under-utilized), visible to community, good synergy with Rec Center amenities
b. One on Waialua side – recommend the unused open lot near Waialua District Park where the fire station location failed (benefits: lot is near district park amenities, visible to community) (drawbacks: no trees or shade, needs full fencing, water, poop bag stands); consider one area for large and one for small dogs.
On-Leash – Recommend in 10 of 17 existing parks but with limitations on hours
1) Recommend on-leash for all parks ranked above 5 below during limited morning (opening to 9 am) and limited evening hours (4 pm to closing) (rationale: residents are already using these parks (illegally) for walking their dogs when the areas are quieter, cooler, and have fewer recreaitonal users and tourists, so conflict risk is low) (possible need: signage, poop bag stands, water bowls for dogs)
2) Recommend the ranking below for on-leash suitability, which the committee has ranked on a 1-10 scale (1=low, 10=high):
Parks ranked 5 or above:

Waialua Bandstand Park – 10
Kamananui Neighborhood Park -10 (already on-leash park, our only one; no limitations on hours)
Bill and Peggy Paty Kaiaka Bay Beach Park – 10

Mokulēʻia Beach Park – 8
Waialua District Park – 8
Haleʻiwa Aliʻi Beach Park – 8
Kawailoa Beach Park – 8

Parks ranked below 5 (considered not suitable for on-leash dogs due to smaller size, heavy recreational uses):

ʻEhukai Skate Park – 3 (but see recommendation above re off-leash area)
Sunset Beach Recreation Center – 3 (but see recommendation above – consider City open lot next to Rec Center (prior farmers market for new off-leash park)

Pūpūkea Beach Park – 0 (except for Ke Ala Pūpūkea bike path, which is suitable for on-leash dog walking)
Sunset Beach Neighborhood Park (“Sunset Elementary School”) – 0 (due to extensive youth sports and school activities)
Sunset Beach Park (beach and mauka) – 0
Conclusion: Parks Committee will present these recommendations to next Neighborhood Board meeting to be conveyed to DPR.
