Note: The Committee may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda.

DRAFT PARKS COMMITTEE MEETING MINUTES
FRIDAY, 8/16/2024
WAIALUA COMMUNITY CENTER – HALEʻIWA
7:00 P.M. – 8:30 P.M.

1. INTRODUCTIONS & CALL TO ORDER: 6:14pm

Members Present: Denise Antolini (Chair), Alex Kahl (Vice Chair), Racquel Achiu, Sharlyn Foo, Debbie Aldrich, Kathleen Pahinui (ex officio)

2. COMMITTEE BUSINESS (limited to 10 minute presentation.

a) Sunshine Procedures and Ground Rules

We will operate by consensus unless vote needed. Minutes necessary for all committees. Agenda items to be sent to Denise no less than two (2) weeks prior to meeting: agenda due to NCO at least one (1) week prior to meeting. Anyone can attend Parks Committee Meetings but only committee members can vote.  Per Kathleen, any actions need to come to the board. Seven (7) is a good number for committee members; quorum. If committee members no show after three (3) meetings, the Chair will notify Kathleen.

b) Election of Officers (Vice Chair, Secretary)

Erica Lehmkuhl unanimously voted in as Secretary; Alex Kahl unanimously voted in as Vice Chair.

c) System for information gathering and organizing/sharing

Denise will ask to create Parks Committee Folder in the North Shore Neighborhood Board Google drive. The Committee will consult with prior Parks Committee Members (including Erica Lehmkuhl and Bill Quinlan) and will continue information gathering.

3. Goals for Committee: report back to NSNB on action items

a) Our main function is to organize and prioritize community concerns RE City Department of Parks and Recreation (DPR) and to assist DPR with their mission in our district. Brainstorming about goals and expectations.

Areas of special emphasis: Sharlyn: Park maintenance, trash cans.  Bill: Park Maintenance, contact list for repair (eg. Kim Spencer in Waialua); We need to know who to call and the staff area of responsibility; ADA mats, parking.  Alex: As above and sports & fields condition. Racquel: Restoration (historical features); access to use park facilities; commercial activity, need to clarify whether legal or not. Debbie: Trash cans at all stopping places (Uppers needs one for instance); commercial activity at outlying parking areas (eg, leftovers has a guy bringing divers); liability of city for risk of drowning or injury. Denise: Robust Adopt-a-Park program; erosion; foot traffic; prioritize residents’ use over visitors; maintenance; private-to-public partnerships, clarify rules (eg, tour buses unloading in the park); follow up on permitting. Racquel: Bill 38 specifies 17 beach parks on Oahu where commercial activity is not allowed including: “(A) Waiale‘e Beach Park;  (B) Sunset Beach Park;  (C) ‘Ehukai Beach Park;  (D) Pūpūkea Beach Park;  (E) Waimea Bay Beach Park;  (F) Hale‘iwa Ali‘i Beach Park;  (G) Kaiaka Bay Beach Park; and  (H) The undeveloped portions of Hale‘iwa Beach Park adjacent to Pua‘ena Point.”  Committee can help by educating community about the “beach ban” under Bill 38

b) Discussion of state DLNR Division of Boating and Ocean Recreation – connected commercial use permits to city park permits, ban is inter-connected.

c) Some parks need improvements or restoration (Hale’iwa Beach Park) (Pua’ena) used to have hau trees and beautiful trellises.

d) ADA access needs improvement; some parks have ramps, some have mats, some access is impeded by vegetation.

e) Initial “binning” of our concern fall into these areas:  #1 Maintenance, #2 Program access, #3 Staffing for maintenance and programming, #4 Contact people and #’s for issues

4. Mapping and Prioritizing CCH Parks in our District for Discussion and Site Visits

Denise shared maps of the District 4 parks and each area of the district, including beach parks, playgrounds, dog park (1), skate park (1).   Discussion of the huge size of the district and the need to educate ourselves about parks that we are less familiar with than our own neighborhoods.

5. Proposed future meeting schedule:  rotation of three-monthly meetings (during the day) in the Parks (outside and in facilities if available); meet with Park staff and interested residents; evening Zooms in the fourth month.

a) Plan for meetings: 3 meetings visiting parks then 1 meeting here (Waialua Community Association) in the evening.

Committee agreed to meet on Wednesday mornings at 7 am at priority parks to try to cover 9 in a year.

-Wednesday September 18 @ 7 am: Haleʻiwa/Puaʻena (meet at big parking lot)
-Wednesday October 16 @ 7 am: Aliʻi (Alex will chair)
-Wednesday November 20 @ 7 am: Waimea Bay
-December – recess.
-Wednesday January 8, 2025 @ 6 pm: meeting at WCA/Haleʻiwa

b) Denise to invite Jason Woll, Kim Spencer, and Denny Higa (Adopt a Park) to join us, as well as staff, and then Committee members should outreach to the residents in that area.
