I. CALL TO ORDER: Chair Kathleen Pahinui
a. Meeting called to order by Chair Pahinui at 6:30 PM
b. Members present: Pahinui, Achiu, Atkins, Miller, Witten, Casson-Fisher, Dahlin, Matsumoto, Luke-Boe (quorum was met)
c. Members absent: Aguirre

II. COMMUNITY CONCERNS (Limited to two (2) Minutes Each)

III. COMMITTEE BUSINESS
a. Tsunami Prep
i. Atkins discussed idea of using Dillingham Ranch as evacuation escape route. Pahinui states that ranch is private & would need to give permission. Pahinui to speak w Moana re permission to use ranch as escape route.
ii. Atkins spoke to a mock up evac sign. Pahinui asks for an example & she will send to Jennifer Walters w DEM.
iii. Matsumoto to get photos of evac route signage used in Washington state, that have arrows indicating direction of evacuation to take. Also raised concern re difference in timeframe for evac, depending on if tsunami generated locally vs far away.
iv. Pahinui states DEM is short handed & will be the city agency to make agreement w landowners in regards to evac routes. Pahinui will check w Jennifer re progress of list. Miller to check w Comsat re permission to use for evac.
v. Witten suggests committee meet in person to review evac maps for NS area & discuss key aspects ie who has gate codes, availability of water, food, composting toilets & logistics of each area. Also need to identify which evac area should be designated for each community area. Pahinui to check re avail of WCA meeting room for March mtg.
vi. Pahinui to check w Jennifer Walters to see if our committee should start conversation w private landowners to expedite the process.
vii. Need to postpone CERT document sent by Aguirre until he is able to attend and present info.
b. Disaster prep fair: Nothing new to present
c. Miller to contact monastery to determine the condition of supplies donated in the past by Red Cross. Left message.
d. Achiu voiced concern that during recent Chamber mtg, Rep Sean Quinlan spoke of evac routes in regards to ahupua’a locations. This could cause confusion and double work. Pahinui to speak w Rep Quinlan.
e. Committee to review “ mock up” evac signs @ March meeting. Miller brought up feasibility of using QR codes on evac signs. Pahinui reports instances where QR codes are covered w unrelated QR code
IV. Healthcare Outreach
a. Casson-Fisher reports reaching out to Native Hawaiian staff @ Queens but staff not avail to share statistics @ this time. Will follow up.
b. Pahinui states that Wahiawa Health Center has rented space in Waialua Shopping Center & will serve 500 clients from Waialua to Mokuleia who are on Medicare, Medicaid or are uninsured. ( agreement w Koolauloa does not allow service of Haleiwa clients @ this site). Future possibility of using land near the Waialua Sugar Mill for medical purposes. Pahinui mentioned need for dialysis facility on North Shore. Witten explained complexity of financial burden & gov’t regulations for dialysis units.
c. Witten explained ramifications of access to care when HPH & HMSA merge.
d. Pahinui said Bev Harbin from Wahiawa Health Center will speak about the extension of health care at the Waialua clinic @ the NSNB mtg between March & May this year.
e. Ham radio operation discussed by Pahinui w possibility of WHS students becoming certified as operators. Achiu states that the DOE would have to sanction this during a challenging time where enrollment is down and funding is challenged. Luke-Boe gave Michelle Cazimero literature from the Ham Radio booth @ the recent Disaster Prep expo.
f. Miller reminded committee members to have an emergency “to go” bag

a. Approval of January 5, 2026 minutes: Miller moved and Witten seconded. Motion carried.
