I. CALL TO ORDER: Chair Kathleen Pahinui
A. Chair Pahinui called the meeting to order at 5:00 PM
B. Members in Attendance: Pahinui, Leinau, Matsumoto, Andersen (quorum reached)
C. Members absent: Achiu, Cuersma, McNulty
D. Guests: Rep Perruso, Ted Bohlen, Stuart Coleman, Dennis Poma
II. COMMUNITY CONCERNS REGARDING CESSPOOLS (Limited to two (2) Minutes Each)
A. Andersen mentioned they found an old pipe crossing their property that looks as if it might belong to the Board of Water Supply – Pahinui to check
III. COMMITTEE BUSINESS (Limited to maximum 10 Minute Presentation)
A. EM Hawaii Pilot Project
• Chair Pahinui will connect Bill Andersen with Arlene Velasco of Surfrider to work on the water quality testing prior to use of the genki product and then a month or so afterwards
B. Legislative Overview for 2026
• Rep Perruso mentioned there will be a legislative listening session on Wednesday, December 3, 2025 held by Rep Lowen and the topic of cesspools will be discussed; it is expected that Rep Lowen may reintroduce some of her bills from last year
• Re Perruso mentioned that it was submitted to use some of the green fees for cesspools, need to review submission
• Ted Bohlen looking for help for the Dept of Health (DOH); may be rule updates (it has been about 10 years); a group may be set up (informally) to work with DOH on cesspools and other waste management issues
• Dennis Poma is working closely with Stuart Coleman and his group W.A.I.
• Bohlen: looking at a bill regarding de-nitrifying systems
• Questions
• Leinau asked when cesspool pumpers take their load to a station – do they have to say where it comes from? Coleman and Bohlen said yes, each station should be keeping a log of addresses but they stopped doing it claiming it was too difficult to keep track of; Pahinui will call ENV to talk about tracking the data and getting the practice re-established – not good rules are not being followed
• This would help track failing cesspools – not for punitive measures but to help the owners find solutions
• Bohlen stated that owners of failing cesspools are required to upgrade – it is an ordinance – if a cesspool is pumped 2 times or more per year, it is failing
• Poma said it also helps the stations track on why so much is being brought in and from where
• Rep Perruso will also check the laws and can introduce a bill to bring the reporting back if the rules were amended
• Bohlen said that Rule 6262 states that pumpers must keep records and provide said records if they are requested
• Coleman stated that this record keeping helped to track illegal dumping of waste and cited an example from Kauai

A. Approval of October 6, 2025 Meeting Minutes – Andersen moved and Leinau seconded. Motion carried.
B. Approval of the November 3 meeting memo – Andersen moved and Leinau seconded. Motion carried.
