Aloha everyone! We’ve journeyed through another busy year of our 2025 Agenda. Together, we addressed the community’s year-long concerns regarding Avocado Street issues; in May, an arsonist damaged our keiki’s new play apparatus in Fred Wright Park, but in June, a company donated materials and manpower to refurbish the damaged play apparatus; we addressed the illegal dumping on Koa Street/Kilani Avenues with great appreciation from the residents who have taken ownership of monitoring that area; and we thank the several organizations who tirelessly volunteered their time, and shared their hope to serve the needy throughout Wahiawa and Whitmore areas. MAHALO to our Wahiawa and Whitmore communities. Please take care, and ENJOY a SAFE and HAPPY HOLIDAY season! See you in January 2026! Peace be with you!

Chair Jeanne Ishikawa called the Wahiawā-Whitmore Village Neighborhood Board No. 26 meeting to order at 7:00 p.m. Quorum was established with 9 members present. Note: This nine-member Board requires five (5) members to establish quorum and to take official Board action.

II. FIRST RESPONDER MONTHLY REPORTS — [0:01:11]
Honolulu Fire Department — [0:01:11]: Captain Brandon Ricard provided the incident statistics for October 2025 and shared safety tips regarding seasonal decorations.
• October 2025 Statistics: There were 1 structure fire, 3 wildland fires, 8 nuisance fires, 3 activated alarms with no fires, 84 medical calls, 5 vehicle collisions, and 2 hazardous materials incidents.
• Safety Tip: Seasonal Decorations — With the holiday season approaching, consider fire-resistant, non-combustible decorations. Choose only Underwriters Laboratory approved electrical decorations and follow manufacturers’ instructions. Use lights that are in good repair and always turn off lights before leaving home or going to bed. Do not overload power strips, surge protectors, and extension cords. Never leave candles unattended and secure lighters and matches out of the reach of children.

Honolulu Police Department — [0:02:43]: Lieutenant Scott Vieira provided the crime statistics for October 2025.
• October 2025 Statistics: There were 12 assaults (7 misdemeanors, 5 felonies, with 4 arrests made, four complaints withdrawn, and 4 still under investigation), 1 robbery, 3 burglaries, 2 unauthorized entry into motor vehicles, 66 motor vehicle collisions, and 2,514 total calls for service.
• Safety Tip: Home Security — HPD encourages the community to secure their homes with alarms that fit their needs, lock doors with deadbolts, secure windows (especially louvered windows at ground level), and inventory property by photographing serial numbers of valuable items.

1. Assault Statistics Clarification: Member Manley-Koch asked and Lieutenant Vieira responded that the 12 assaults were not domestic violence-related and were categorized separately. Seven were misdemeanors and five were felonies based on the extent of injuries.
2. E-bikes and Scooters on Rose Street: Member Francher expressed concerns about young kids racing on e-bikes and scooters, as well as cars speeding on Rose Street near the middle school. Acting Major Kurt Ing responded that parents need to be responsible and teach their children proper behavior. HPD will patrol and cite violations, when possible, but staffing vacancies (over 20%) limit patrol capacity.
3. Reporting Traffic Violations: Member Manley-Koch asked and Lieutenant Vieira responded that residents should always call 911 when they see violations, even if the offenders are gone, as they often return to the area. Residents can remain anonymous, provide descriptions, or request callback from officers.
4. Photos and Video Evidence: Member Umaki asked and Lieutenant Vieira responded that HPD can use photos and videos to identify offenders and conduct IC (informational contact) visits, which serve as deterrents.
5. Community Growth and Assault Patterns: Acting Major Ing clarified that assaults tend to occur in newer communities with higher turnover and lower-income areas where neighbors are not as well established, not in older rooted communities like California Avenue.
6. Staffing Shortages: Member Francher asked and Acting Major Ing responded that the district is approximately five sergeants short and footmen positions will be filled with the upcoming graduating class.
7. Gun Law Changes: Resident Nani Brown asked and Acting Major Ing responded that gun laws have not become easier—background checks, psychological evaluations, and training classes are still required. Hawaii remains one of the strictest gun states in the nation.
8. Student Bullying Case: A community member asked and Lieutenant Vierra responded that the mother and daughter were arrested and the prosecutors accepted the case with enhanced charges. The case is public record and can be followed on the ecourt website.
9. Homelessness Issues: A community member expressed concerns about growing homeless encampments. Acting Major Ing responded that homelessness is not a crime and HPD’s hands are tied due to ACLU involvement. Resources are available for those who accept help, but many refuse assistance. The issue requires multi-agency coordination.
10. Avocado Street Property Update: Chair Ishikawa shared that through community and city efforts, one of the property owners has cleared the area. The state is moving forward with condemnation proceedings to turn the property into a DLNR facility.
11. Illegal Banners on Highway: Chair Ishikawa shared DOT’s response regarding illegal banners on state highway right-of-ways, including off-ramps and fencing. DOT’s maintenance team will remove illegal banners. Community members should report violations to DOT.
III. MONTHLY REPORTS — [0:35:11]
Congresswoman Jill Tokuda’s Office – [0:35:13]: No representative present.

United States Army — [0:35:20]: Lieutenant Julia Gogal provided the military training report.
• Training Activities: Small arms, blank fire, and aviation training will continue through the end of the month. Artillery, mortar, and demolitions training will occur through the remainder of the week.
• JPMRC Training Exercise: The 25th Infantry Division will execute the annual JPMRC training exercise from November 7-16, 2025. Residents should expect increased traffic, noise, military aircraft overflight, and troop movement. Training locations include Kahuku Training Area, Dillingham Airfield, East Range, and Schofield Barracks.

1. International Participation: Member Francher asked and Lieutenant Gogal responded that other nations will participate in the training but she would need to confirm which countries.
2. Foote Gate Weekend Access: Member Yamamoto commented and Lieutenant Gogal confirmed that Foote Gate is open on weekends from 9:00 a.m. to 5:00 p.m., which has helped relieve traffic.
3. Government Shutdown Impact: Member Mendelson asked and Lieutenant Gogal responded that child care centers (supported by MWR) remain open. She would provide a comprehensive list of affected services once available. Mike clarified that MWR-supported services are not congressionally appropriated and continue operating.
4. Military Pay Status: Member Manley-Koch asked and Lieutenant Gogal responded that service members received their last paycheck and President Trump indicated pay would continue, though it’s not 100% concrete.

IV. RESIDENT’S CONCERNS & COMMUNITY ANNOUNCEMENTS — [0:39:55]
Aloha Animal Outreach Spay/Neuter Clinic — [0:40:21]: Laura announced Mission Aloha Foundation’s monthly spay/neuter clinic coming to Wahiawā on Saturday, November 8, 2025. The event will be first-come, first-serve starting at 8:00 a.m. and ending around 4:00-5:00 p.m. Services are free for low-income families (bring proof of Quest, SNAP, or Section 8) and include surgery, spay/neuter, microchip, and vaccination. The location is still being determined (possibly First Baptist Church). Volunteers and foster families are welcome. Contact: alohaaffordablebusiness@gmail.com.

1. Event Details: Chair Ishikawa confirmed the event is Saturday, November 8th, starting at 8:00 a.m., first-come first-serve, ending when animals run out (typically 4:00-5:00 p.m.).
2. Location Requirements: Chair Ishikawa asked and Laura responded they need a parking lot with easy access for people coming by bus or car, as the event can be a long day.
KWO Homeless Outreach Report — [0:42:57]: Sierra Martin (housing worker) provided the monthly report.
• September 2025 Statistics: KWO encountered 57 people in Wahiawā, with 22 interested in services and 20 not interested. 6 people joined the program with others pending intake appointments.
• Upcoming Activities: KWO will not attend Pastor Linda’s Halloween event in person but will provide paper materials for goodie bags. KWO has meetings scheduled with the military on Wednesday regarding potential sweeps.
CVS Flu Shot Reminder — [0:45:24]: Chair Ishikawa announced flu shots are available at Longs with appointments or walk-ins. A $10 coupon is available with vaccination.
Charter Commission Amendment Deadline — [0:45:47]: Chair Ishikawa announced the Honolulu Charter Commission is accepting amendment proposals with a deadline of November 7, 2025. Information is available online at the Charter Commission website.
Wahiawā Alliance SPCA Fundraiser — [0:46:36]: Member Yamamoto announced the Wahiawā Alliance is conducting a fundraiser for SPCA on Saturday, October 25, 2025, from 10:00 a.m. to 2:00 p.m. in front of Longs. Accepting monetary donations, towels, bedding, pet food, and office supplies.
V. PRESENTATIONS — [0:47:36]
Follow-Up Discussion on “Taste the Town Wahiawā” (Center Street Event) — [0:48:04]: Guillaume Maman (Regenerative Tourism Program Manager, Office of Economic Revitalization) provided updates addressing concerns raised at the previous meeting regarding the Taste of the Town Wahiawā event happening Saturday, November 15, 2025.

Questions, comments, and concerns followed — [0:52:46]
1. Event Duration Concerns: Resident Dean Harvest expressed concern that reducing hours from 1:00-8:00 p.m. to 1:00-6:00 p.m. makes Wahiawā sound unsafe at night. He noted other events (Hongwanji church, concerts) run past 8:00 p.m. without issues. Guillaume responded that vendors were actually happy with shorter hours and this is a pilot program that can be adjusted based on success.
2. Event Cost: A community member asked and Guillaume confirmed the event is completely free, paid for by the City and County of Honolulu with support from partners including Wahiawā Fresh, Alliance Club, and Hawaiian Electric.
3. Opening Protocol: Member Cuaresma requested that the event include proper Hawaiian protocol with a kahu blessing before opening. Guillaume acknowledged this and noted they want to replicate their successful Chinatown “Dazzle” event in Wahiawā in 2026.
4. Trolley Drop-off Locations: Chair Ishikawa asked and Guillaume confirmed three marked drop-off locations: Town Center, State Farm area, and another location. A-frame signs will mark drop-off points and parking areas. DTS is coordinating no-parking zones.
Hawai’i Hazards Awareness and Resilience Program (HHARP), Community/Individual Awareness — [1:01:35]: John Vierra, the Community Outreach Lead from Hawaiʻi Emergency Management Agency (HIEMA) provided a PowerPoint presentation regarding community and individual awareness for proper preparation for any form of disaster. He shared only 12% of the State is properly prepared for a disaster. Vierra provided information and personal testimony to express the importance of being prepared with necessities for both individuals and families.
Questions, comments, and concerns followed — [1:13:31]
1. City and State Preparedness Levels: Member Umaki asked and John responded that across the state, all household preparedness is below 20%, which is dismal. More research is needed for detailed breakdowns.
2. Wahiawā as Evacuation Destination: Member Francher noted that during tsunami warnings, Wahiawā receives an influx of evacuees from the North Shore. John confirmed this challenge and noted Wahiawā’s central location makes it ideal for malauka (go inland) evacuations, but extended stays strain community resources.
3. Team Development: A community member asked about developing a team. John responded that HHARP seeks community leaders and facilitators to train. HIMA will work with communities to identify leaders, provide six modules of training, conduct exercises, and develop emergency action plans.
4. Three-Day vs. Two-Week Preparedness: Member Yamamoto questioned whether people actually have three days of supplies. John acknowledged this is likely true but the baseline survey measured two-week preparedness. Communities know their needs best, and HHARP will help identify actual readiness levels.
5. Tsunami Evacuation Challenges: Member Yamamoto raised concerns about accessing home supplies during tsunami evacuations. John agreed and emphasized the importance of go-bags, emergency kits at home, in cars, and for pets.
6. Food Systems and Agriculture: Member Yoro asked about food resilience and agriculture’s role in disaster preparedness. John responded that HIMA is working with the Department of Agriculture on food sustainability, irrigation systems for fire mitigation, and attending the December 8-9 food security summit in Wahiawā. Current challenges include dehydrating local foods and addressing dietary needs (diabetes concerns with high sugar/salt emergency foods).
7. Military Coordination: Member Umaki asked about coordination with the military. John confirmed HIMA participates in Waianae Kupuna Council meetings and works with garrison command, Army, and Navy on agreements for opening gates and providing support during emergencies. The National Guard is integrated into all state plans.
Presentation: Discussion/Review of 2025 Hawaii Farm Bureau Event at Whitmore Village (July 12-13, 2025) — [1:29:54]: Brian Miyamoto from the Hawaiʻi Farm Bureau provided an oral presentation regarding the July 2025 event in Whitmore Village. He shared the various actions that were taken to hold the event properly, what went into the weekend of the event, and the takeaways for improvement for future events. Miyamoto also addressed various community concerns shared about the event and shared more consideration will be taken moving forward.
Questions, comments, and concerns followed — [1:42:30]
1. Land Designation Concerns: Member Yoro asked whether the farm fair qualifies as a permitted activity on Important Agricultural Land. Brian clarified that the Farm Bureau only has right-of-entry for the two-day event (no lease or license) and those agricultural fairs are permitted on agricultural land as they showcase agriculture and support farmers and ranchers.
2. Angry Residents: Member Umaki expressed concerns about angry residents and traffic problems. Brian acknowledged the concerns and stated the Farm Bureau wants to engage with the community, hear solutions, and make peace with residents to create a win-win situation.
3. Timeline and ADC Approval: Member Cuaresma clarified that while community notice was short, the Farm Bureau came to the neighborhood board almost a year before the event. ADC waited until 47 days before the event to give final approval. Member Cuaresma thanked Brian for doing everything required and encouraged community feedback for making future fairs successful.
4. Emergency Response Protocol: Chair Ishikawa asked about day-of emergency responses. Brian explained that flooding was addressed with heavy equipment and volunteer support. Farmers and ranchers are resilient problem-solvers. The Farm Bureau has comprehensive insurance coverage. In extreme health/safety situations, events can be canceled (as done at other markets during lightning).
5. Future Traffic Plans: Chair Ishikawa asked about traffic plans for 2026. Brian responded they will maintain current measures (HPD officers, parking attendants), provide messaging about alternate routes (H-2 Wilikina), ensure Saipan Road flows (their trigger point for concern), improve engineering at Kamehameha Highway with community input, and coordinate with other event organizers to avoid conflicts.
6. Alternate Traffic Flow: Resident Dean Harvest suggested opening the bypass road exit as an entrance for North Shore traffic to filter through from the backside. Brian responded they are working with the Navy and ADC to open more berms and create contra-flow options, utilizing community input to create the best possible fair experience.

City Council (District 8) — Matt Weyer — [1:59:47]: Kelly Anaya provided the report and highlighted the following: Councilmember Weyer had his recent Talk Story event; the upcoming Charter Commission virtual meeting is scheduled for Wednesday, October 22, 2025 at 6:00 p.m.; Bill 56 and Resolution 25-228 allowing communities to have a stronger voice in the land use process; Resolution 25-268 which urges the Department of Planning and Permitting to create a public database of all permit applications; Skyline bus route changes; Councilmember Weyer speaking to Leilehua High School students about the Na Alakaʻi Ao Leadership Program; recognition of the Domestic Violence Awareness Center.

1. Building Maintenance and Housekeeping: Member Umaki asked about housekeeping for the building. Anaya responded she would check whether maintenance and housekeeping are the same position. She mentioned speaking with Member Mendelson about a community cleanup project at the park.
2. Rail Train Naming and Parking: Resident Dean Harvest asked about the promised naming of rail trains (which hasn’t occurred) and requested the city acquire the former RH Lee trucking property near Wahiawā station for a multi-story parking structure. Anaya said she would investigate, and Member Cuaresma clarified the city already acquired that property years ago. Anaya confirmed she knows which parcel and will follow up.
Senator Donovan Dela Cruz (District 22) — [2:11:04]: Charles Miller provided the report and highlighted the following: the next treatment along Royal Palm Drive is scheduled for November; the events Senator Dela Cruz attended in the community; Senate Bill 933/Act 310 which appropriates $50 million to the nonprofit sector.

1. Avocado Street Property Condemnation: Member Cuaresma asked for an update on Avocado Street property condemnation. Charles confirmed the condemnation process has started. Governor released $1 million in CIP funding on Friday for DLNR for plan and design, legal fees, and property acquisition. DLNR intends to build a Docare station on the property. Additional funding will be needed for building construction.

State House (District 46) — Amy Perruso — [2:14:18]: Representative Perruso provided the report and highlighted the following: the continued work being done in various committees; wastewater management work and the Extended Producer Responsibility (EPR) after ongoing landfill discussions; developing legislation for energy affordability; progressive revenue generators from the House finance committee; HHARP Program.

Governor Josh Green’s Representative – Rosemarie Bernardo – [2:18:14]: Rosemarie Bernardo provided the report and highlighted a new framework introduced for military land leases and an update on the COVID -19 numbers compared to last year.

1. Illegal Banner Follow-up: Chair Ishikawa thanked Rosemarie for DOT’s response regarding illegal banners on state highways.
2. Commercial Vehicle Citations: Resident Dean Harvest asked about SB 3022 enforcement (transfer of authority from PUC to DOT MVSO for commercial passenger vehicle enforcement). Since January 2025, only five citations have been issued at $1,000 each. Harvest requested data on total citations issued and enforcement of commercial passenger vehicles operating without authority.
3. Fiscal Crisis Plans: Member Cuaresma asked about the governor’s plans to address the fiscal crisis with upcoming federal cuts and budget shortfalls. Rosemarie said she would take the question back. The community member referenced Representative Perruso’s report that four of the next six budget years are projected to be in the red.

Chair Ishikawa clarified NCO guidance on committee membership: Community members can be part of committees but cannot be chair or vice chair/co-chair. Only board members (except the board chair) can serve as committee chairs. The board would need to vote to add a resident to a committee as a member. Currently, there is no established Hawaiian Affairs Committee due to no officer being appointed.
Questions, comments, and concerns followed — [2:37:45]
1. Exception Request for Community Member: Member Umaki asked if an exception could be made for Dean Harvest to serve as chair due to technical problems preventing his board application submission. Chair Ishikawa said she would relay this to NCO.
2. Committee Structure Question: Member Francher asked if Dean could be the de facto Hawaiian chair with a board member serving as official chair. NCO staff clarified this is possible once a chair is established, then the board can vote to add Dean as a committee member.
3. Meeting Without Chair Present: Resident Dean Harvest asked what happens if the committee chair cannot attend a meeting when only resident members are present. NCO staff said this was a unique question requiring follow-up with the office, and an answer would be provided the next day with confirmation sent to all board members.
