A. Planned Joint Neighborhood Community Meeting Regarding Proposed Gondola Entertainment Project in Waialua. Meeting Date/Time/Location to be announced.

8. PRESENTATIONS: Rules of Decorum: All participants at this meeting shall extend the spirit of aloha to one another. There shall be no displays of disrespect to one another. Public comments can be made, within the stated time limits and without interruption, unless the comments are offensive and/or out of order and are “not conducive to civil discourse.”
A. Upcoming Presentation: Wahiawā Center for Workforce Excellence Project Discussion/Presentation: Demolition existing library and storefront portable buildings. Build new 40k/ 3-story office building with adjacent 86 stall parking garage. New building will be the new home of the Wahiawā Library on Level 1; DOE LMW staff on Level 2; and UH Community College classrooms and Labs will be on Level 3.

Chair Ishikawa called the meeting to order at 7:00 p.m. Quorum WAS established with 6 members present. Note: This 9-member Board requires 5 members to establish a quorum and to take official Board action.

Board Members Present: Jeanne Ishikawa, Dean Harvest, Michele Umaki, Jyun Yamamoto, TJ Cuaresma, and Joe Francher.

Board Members Absent: Erin Mendelson, Silvia Manley-Koch, and Matthew Kirk.

Honolulu Fire Department (HFD) – [0:03:09]: Fire Fighter Ryan Bump reported the following:
● Introduced Fire Fighter Matt Cheape

● Fire Safety Tip: HFD is excited to announce the launch of two new public data tools on its official website, which are the Incident Trend Dash Board and the Fire Response Search Tool.

Honolulu Police Department (HPD) – [0:07:52]: Lieutenant Vierra reported the following:
● Monthly statistics for the month of June 2025.
● Robbery statistics were higher than usual, prompting a review. Upon investigation, it was determined that all of the reported robberies were connected to a single case involving the assault of a special needs individual.
● Safety Tip: Launched a Gun Buy Back Program

III. UPDATE ON THE QUEEN’S MEDICAL CENTER (QMC) – WAHIAWĀ – [0:14:15]

An update on QMC – Wahiawā was provided by Michael Holmberg, Director of Security and Facilities, and Dianna Motley, Director of the Emergency Department. They highlighted three key points: the facility recently celebrated its one-year anniversary, there has been an increase in the average number of incoming patients, and the design and construction phase of the facility’s development.

Congressmember Jill Tokuda – [0:25:10]: Nicole Gray reported the following:
● Rep Tokuda voted against the republican big ugly bill also known as the Republican Budget Bill.
● Introduced the Ghost Act: A gun hardware oversight and shipment tracking act to help law enforcements prevent the spread of ghost guns.
● Details on the Congressional App Challenge
● Voted in favor of the support for House of Representatives (H.R.) 2483 relating to the support for Patients and Communities Reauthorization Act of 2025.

United States Navy – [0:30:09]: Daniel Sanford reported the following:
● The Shipboard Tour Program has been put on hold for at least the next 30 days.
● Has been helping with the Laulima Program for volunteer opportunities.
● Helping with Member Cuaresma’s program that she mentioned at the previous meeting regarding feeding needy families.

Board of Water Supply (BWS) – [0:32:30] Nicole Rodwell reported the following:
● Expressed gratitude to Member Harvest for all he did for the Neighborhood Board.
● No water main breaks in the month of May 2025.
● Announced details regarding their annual water quality report.

V. RESIDENT CONCERNS & COMMUNITY ANNOUNCEMENTS – [0:37:48]

Update on the Hawai’i State Farm Fair – [0:38:08]: Brian Miyamoto from the Hawai’i Farm Bureau provided updates on the Hawai’i State Farm Fair. The location will remain the same, but the dates and times are Saturday, July 12, 2025 from 9:00 a.m. to 7:00 p.m. and Sunday, July 13, 2025 from 9:00 a.m. to 5:00 p.m. He also shared updates on traffic, when they will be setting up and leaving.

Update on the Construction of the New Wahiawā Library – [0:59:01]: Erik Nakamura announced that he would like to provide an update on the construction of the library and introduce Stacy Kaneshige from the Hawaiʻi State Library System. Stacy announced that there will be a soft launch of the pop-up library on Saturday, June 21, 2025 at the Wahiawā Shopping Center. It will be from 9:00 a.m to 4:00 p.m. Erik provided brief construction details.

Kau Kau for Keiki Program Update – [1:06:00]: Member Cuaresma updated the Board and the community on the Kau Kau for Keiki event. She mentioned that they’re always looking for volunteers. Volunteers must be over 16 years old.

VI. PRESENTATIONS – [1:07:10]

Landlord and Tenant Disputes – [1:07:39]: Roberta Hickey-Gomez from the Mediation Center of the Pacific provided a PowerPoint presentation regarding the Early Eviction Mediation Program. This program is set to support landlords and tenants in resolving housing disputes before they escalate to eviction proceedings. The program is said to have a 90% agreement rate when mutual beneficial agreements are set between landlords and tenants.

● Responses to concerns raised at the previous meeting regarding 123 Mango Street, request for cleanup for an illegal dumping, unimproved sidewalks, request for a replacement no parking sign, and tree maintenance in front of Wahiawā Value Added Product Development Center.

● The City Council completed its review of the administrationʻs proposed budget.
● Wahiawā District Park is planning to have their grand opening ceremony and the parkʻs donated playground installation has started.
● Provided community and legislative updates.
● Informed that concerns raised at the last meeting are awaiting responses. The concerns were related to the non-operational fans in the Hale Koa Room at the Wahiawā District Park, the Transitʻs clock not working, and the tree located at Cane Street/California Avenue fronting at the Wahiawā Value Added Product Development Center.

● A follow up response regarding a traffic report relating to the Central Oʻahu Agriculture Food Hub.
● A response to a concern relating to the Royal Palms on Palm Drive.
● Senator Dela Cruz led a complete staff site visit to all the projects occurring within the district.

● House Bill 969 relating to the landfill will most likely go into law.
● Discussed about the development on Mount Kaʻala and the concerns.
● There has been a reorganization in the State House of Representatives, which included a new Finance Chair of the Agriculture Committee.
