Chair Danielle Bass called the Mililani/Waipiʻo/Melemanu Neighborhood Board No. 25 meeting to order at 7:03 p.m. The Board recited the Pledge of Allegiance followed by Chair Bass reciting the rules of speaking – [0:00:42]. Quorum WAS established with 16 members present – [0:03:17]. Note: This 23-member Board requires 12 members to establish a quorum and to take official Board action. Member Alexander Ozawa missed the roll call, but was present online; there were 17 members present.

● Job Fair: US Army Garrison Hawai’i will hold a hiring fair on Tuesday, October 14, 2025, at the O’ahu Veterans Center from 8:30 a.m. to 2:00 p.m., with on-site job offers.
● Training Advisory: Published for O’ahu on Wednesday, September 3, 2025. Artillery, mortar, and demolitions training scheduled for September 27-30, 2025, including night live fire.
● Gold Star Mothers and Family Day: Ceremony on Sunday, September 28, 2025, at the National Memorial Cemetery of the Pacific.
● Joint Pacific Multinational Readiness Center (JPMRC): Training exercise scheduled for November 7-16, 2025, with increased traffic, noise, and military aircraft activity.

Board of Water Supply (BWS) – [0:09:15]: Kathleen Pahinui reported the following:
● Water Main Break: One 8-inch pipe break at 95-117 Waikalani Drive on Tuesday, August 26, 2025.
● Water Conservation: Requested 20% water conservation due to abnormally low rainfall (18% below normal in August 2025). Suggested turning off water while brushing teeth, collecting shower warm-up water, and avoiding lawn watering.
● Melemanu 808 Reservoir: Connection to water system improvement project scheduled for Wednesday, October 1, 2025, between 8:30 a.m. and 2:30 p.m.
Questions, Comments, & Concerns – [0:11:59]
1. Water Catchment System: Member Kim inquired about a water catchment system application that received no response. Kathleen requested for his contact info so that she could get more information.
2. Red Hill Update: Member Svrcina requested updates on Red Hill. Kathleen stated she is unable to talk to the lawsuit, but she noted that it remains ongoing with active participation in meetings, including the upcoming Fuel Tank Advisory Committee meeting on Wednesday, October 1, 2025.
3. Pressure Regulator Issue: Member Freed mentioned pressure regulators damaged during BWS operations in Waikalani and requested offline discussion to address the issue.

State of Hawaiʻi School Facilities Authority (HiSFA) – [0:14:36]: Cheri Nakamura reported the following:
● Mililani High School Workforce Housing: Environmental assessment underway with traffic, biological, archaeological, and cultural studies in progress.
● Project Details: Up to 100 units, resident manager’s unit, code-required parking, separate entry/exit at Meheula Parkway, secured building with perimeter fence, on-site laundry, common rooms, and on-site management.
● Timeline: Draft Environmental Assessment publication expected in Q1 2026.
Questions, Comments, & Concerns – [0:18:20]
1. Entrance Proximity Concern: Member Kim expressed concern about the proximity of the project entrance to the post office driveway on Meheula Parkway, suggesting a dedicated turn lane.
2. Building Configuration: Member Kupuka’a asked about the building configuration. Lacey Shimabukuro (Pacific Housing) confirmed it would be a five-story connected structure.
3. Tenant Recruitment: Member Svrcina asked about tenant recruitment. Lacey explained the focus would be on licensed public-school teachers and education staff, with a property manager handling marketing and potentially using a lottery system if needed.
4. University of Hawai’i Graduate Housing Project Serves as Model for Mililani Partnership: Cheri noted that the University of Hawai’i had just completed a successful graduate housing project with a ground-floor pre-K facility through a public-private partnership similar to their planned Mililani project. Cheri described the project’s “priority waterfall” tenancy system and highlighted how the SFA invested in eight pre-K classrooms that serve graduate students’ children while providing internship opportunities for future pre-K teachers, presenting it as a successful model for their upcoming partnership.

● August 2025 Statistics: 1 structure fire, 14 wildland/brush fires, 2 nuisance fires, 0 cooking fires, 6 activated alarms with no fire, 73 medical emergencies, 0 motor vehicle collisions with pedestrians, 3 motor vehicle crashes/collisions, 0 mountain rescues, 0 ocean rescues, and 3 hazardous materials incidents.
● Fire Safety Tips: Addressed the importance of lithium-ion battery safety, including proper purchasing, charging, and recycling practices. Recommended buying only UL, ETL, or CSA certified products, using manufacturer-approved chargers, charging on hard surfaces, avoiding overcharging, and recycling batteries at appropriate facilities.
● Upcoming Event: Fire Prevention Family Day on Saturday, October 4, 2025, at the Honolulu Zoo from 10:00 a.m. to 2:00 p.m.
Questions, Comments, & Concerns – [0:31:55]
1. Battery Disposal Clarification: Member Kupukaʻa asked about proper disposal of double-A batteries versus lithium-ion batteries. Captain Wray clarified that double-A batteries are fine for regular disposal, while lithium-ion batteries require proper disposal through convenience centers due to fire hazards.
Honolulu Police Department – [0:33:003]: Lieutenant Baysa reported the following:
● Crime Statistics (August 23 – September 23, 2025): 1 aggravated assault, 4 burglary cases, 0 robberies, 3 car break-ins, and 897 calls for service.
● Safety Tip: Reminded the public that using mobile devices while driving or crossing streets is illegal.
Questions, Comments, & Concerns – [0:34:26]
1. Parking Enforcement: Member Marilyn Lee raised concerns about dangerous parking around Mililani High School on Sunday mornings at Ikaloa Street and Kipapa Drive. Lieutenant Baysa promised to notify daytime watch commanders about the issue.
2. Red Light Running and Headlight Brightness: Member Kupuka’a reported vehicles running red lights at Meheula Parkway and expressed concerns about excessively bright headlights. Lieutenant Baysa explained that officers must observe violations to issue citations, and that stock headlights are legal but aftermarket modifications can be problematic.
3. Pedestrian Mobile Device Laws: Member Svrcina asked about fines for using mobile devices while crossing streets. Officers explained that initial fines are $15, with subsequent violations at $75, though judges may determine final penalties.
4. Scope of Pedestrian Distraction Law: Member Kim asked about whether the pedestrian safety law covers earphones and earbuds in addition to cell phone use while crossing streets. Lieutenant Baysa explained that earphones and earbuds are not covered by the law, noting that while wearing audio devices, pedestrians can still look forward and pay attention to traffic. However, when constantly looking down at a cell phone, peripheral vision is obstructed or essentially gone, which is what the law was specifically intended to address – the visual distraction rather than audio distractions.
5. Weekend Park Enforcement Suggestion: Chair Bass suggested increased patrol around parks on weekends to
address parking violations near recreational areas.

Mililani High School Homecoming Parade – [0:44:16]: Danielle Castro, Student Activities Coordinator, announced:
● Date and Time: Saturday, October 18, 2025, at 9:00 a.m.
● Route: Starting at the upper parking lot, traveling down Meheula Parkway, in front of Waena Elementary School, down Kipapa Drive, and ending at the stadium.
● Participants: Community schools, complex area schools, marching band, JROTC, and homecoming court.

Noise Camera Installation in Mililani at Meheʻula Parkway & Lanikūhana Ave. Intersection – [0:45:46]: Chair Bass reported that Director Ed Sniffen was unable to attend but provided the below information:
● Noise Camera Purpose: Automated microphones and cameras to detect loud vehicles exceeding 90 dB thresholds, focusing on modified exhaust or excessive engine revving.
● Legal Basis: Required by Act 63, Session Laws of Hawaii 2023, as a pilot program to address excessive traffic noise.
● Location Selection: Based on HPD complaint data and community requests.
Implementation: Ten cameras will be installed on Oahu (may be relocated), with no fines or citations during the two-year pilot (data collection only).
● Current Status: Two cameras operational (H3 near Kamehameha Highway off-ramp and Ala Moana Boulevard near Kalia Road), with eight more to be installed by January 2026.

Questions, Comments, & Concerns – [0:54:33]
1. Loud Music Detection: Member Svrcina asked if loud music would be recorded. Chair Bass confirmed that any sound reaching the 90 dB threshold would be recorded.
2. Camera Location: Member Marilyn Lee asked about the specific location. Chair Bass explained there are two proposed sites: one on Meheula Parkway and Lanikuhana Avenue near the Lutheran Church.
3. Noise Level Context: Member Freed noted that 90 dB is equivalent to a vacuum cleaner and expressed support for the cameras after years of noise concerns.
4. Project Duration and Contact: Member Ka’anehe asked about the project duration and contact information. Chair Bass confirmed it’s a two-year pilot with possible camera relocation.

● Blue Hawaiian Helicopters Flight Altitude Request: Thanked Members for supporting the letter to the FAA opposing Blue Hawaiian Helicopters’ request to reduce minimum flight altitude from 1,500 ft to 700 ft above ground over Central O’ahu. The application incorrectly described the area as “generally unpopulated” despite Mililani having 55,000 residents and Central O’ahu having 85,000. The FAA received 56,000 comments by the deadline, with opposition from Senator Kidani, Congressman Case, and the Governor’s office.
● Pre-Assessment Consultation Environmental Assessment: Requested Members to email questions or comments about the Mililani High School Teacher Workforce Housing Project by Wednesday, October 1, 2025, for inclusion in the board’s response to PBR Hawaii.

Chair Bass reported that the developer has rescinded their request for a conditional use permit modification with DPP (Department of Planning and Permitting) following opposition from approximately 6 neighborhood boards.

● Week Without Driving Challenge: Monday, September 29, 2025 to Sunday, October 5, 2025, encouraging residents to travel without cars.
● Navahine Settlement Presentation: Lawsuit by 13 young Hawaiians against the State was settled in 2024, with provisions for achieving net negative emissions, creating greenhouse gas reduction plans, reforming budgeting processes, establishing a youth council, and expanding clean infrastructure.

● Mililani Complex PC (Professional Collaboration) Day: Principals shared their connections to the community, and Chair Bass gave a presentation on agriculture sustainability.
● Kipapa School Updates: Completed their first fundraiser and announced Kipapa Makahiki (formerly Fall Fair) on Friday, November 7, 2025, from 4:00 p.m. to 8:00 p.m., featuring crafters, food trucks, and games.

Office of Hawaiʻi State Governor Josh Green – [1:18:46]: Toni Schwartz reported:
● Manoa Housing Complex: Hale Haukani, a $170 million student housing complex at the University of Hawai’i – Manoa, opened Monday, August 18, 2025. The public-private partnership provides 558 beds in 2 residential towers, plus a childcare center for 130 children.
● State Job Opportunities: Monday, September 1, 2025, applicants within 3 months of obtaining their bachelor’s degree can apply for state jobs, allowing college students to secure employment before graduation.
Questions, Comments, & Concerns – [1:22:58]
1. Coconut Rhinoceros Beetle: Member Svrcina asked about the Governor’s awareness of the beetle infestation affecting palm trees. Toni confirmed the Governor is aware, with the Department of Agriculture focusing on containment rather than eradication, with $50 million allocated for response.
2. Western States Health Consortium: Member Marilyn Lee expressed support for joining the consortium and asked about health recommendations. Toni mentioned the Governor’s recent emergency proclamation on COVID-19 vaccinations for pregnant women and continued administration of the Moderna vaccine.

● Mililani High School Softball Team Recognition: Honored the team at Honolulu Hale for their second consecutive state championship.
● Legislative Updates: Bills 49 and 50 (2025) were adopted, raising homeowner exemptions for seniors (from $160,000 to $180,000) and base exemptions (from $120,000 to $140,000), effective Thursday, July 1, 2027. Bill 34 adjusting assessed value thresholds for residential properties passed committee.
● Mililani District Park Concerns: Work order submitted for irrigation repairs; slide replacement pending equipment delivery; hole addressed and no longer a safety issue.

● Mobile District Office: Next event on Friday October 3, 2025, from 10:00 a.m. to 12:00 p.m. at Wahiawā District Park.
● Property Tax Deadlines: Homeowner’s exemption deadline is Tuesday, September 30, 2025. Real property tax credit available for households making $80,000 or less.
● Mount Ka‘ala Site Visit: Councilmember Weyer joined representatives from DLNR (Department of Land and Natural Resources) , US Air Force, and community groups to view conservation work. DPP confirmed receipt of the developer’s withdrawal letter but also received a new application for minor modification.
● HPD Traffic Awareness Campaign: Supporting “Safer Roads Together” campaign across Districts 2, 3, and 4.
● Blue Hawaiian Helicopters: Submitted testimony opposing the minimum flight altitude reduction.

● Community Events: Attended the Straub Clinic opening, HPD safe driving campaign at Uka and Mauka, and celebrated the summer reading grand prize winner from Mililani.
● Capital Talking Tour: Scheduled for Thursday, October 9, 2025, from 10:00 a.m. to 12:00 p.m. at the State Capitol during fall break.
● Pre-Session Survey: District 38 survey being distributed to shape the 2026 legislative package.
● Listening Tour Results: Cost of living, crime/public safety, and government transparency were the top three issues across all five locations visited.
