I. CALL TO ORDER – [0:00:04]

Chair Danielle Bass called the meeting to order at 7:30 p.m. Chair Bass noted this was the final meeting of the 2023-2025 term, with the next meeting in July welcoming new board members for the 2025-2027 term. Chair Bass mentioned there was no air conditioning in the facility and requested concise reports and questions to keep the meeting brief. The Board recited the Pledge of Allegiance [0:01:29].

Member Segura joined at 7:31 p.m.; 17 members present.
Member Segura left at 7:31 p.m.; 16 members present.

Roll call was conducted [0:02:27] and quorum was established with 16 members present [0:03:50]. Note: This 23-member Board requires 12 members to establish a quorum and to take official Board action.

● Introduced Sergeant John.
● The monthly statistics for the month of June 2025.
● Safety tip regarding teaching children when to call 911.
● Island-wide Gun Buyback Program on Saturday, July 12, 2025.

• How often do you patrol the area?
• How many parking tickets have been given?
• Is that a lot of tickets?

Military – Combat Aviation Brigade, 25th Infantry Division – [0:12:13]: Specialist Charles Clark reported that a hiring fair will be in July 2025.

Board of Water Supply (BWS) – [0:12:55]: Kathleen Pahinui reported the following:
● No main breaks.
● The annual water quality report will be mailed separately from bills starting next month.

State of Hawaiʻi School Facilities Authority (HiSFA) – [0:13:51]: Cheri Nakamura reported the following:
● Lieutenant Governor Luke signed HB329 (now Act 204), which clarifies the school facilities authority’s responsibilities.
● The bill includes a $2 million appropriation for the Mililani teacher housing project.
● Expressed gratitude to area legislators Representative La Chica, Representative Matsumoto, Senator Kidani, and Senator Dela Cruz for their support.

• Is the $2 Million new money allocated to the project or replacement money for the previously allocated workforce housing funds?

Wednesday, May 28, 2025 Regular Meeting Minutes – [0:16:03]: Member Gustafson reported that no questions, comments, or concerns had been received regarding the minutes, so she would like to approve the Wednesday, May 28, 2025 regular meeting minutes. Neighborhood Assistant Rachel Cristobal asked the Board if there were any amendments that any one would like to make. Hearing no discussion and amendments. The Wednesday, May 28, 2025 regular meeting minutes were ADOPTED as written 16-0-0 (Aye: Bass, Kaʻanehe, Kim, Rana, Nagamine, Marilyn Lee, Gustafson, Among, Dau, Carmody, Kinard, Flores, Smart, Freed, Park, and Svrcina. Nay: None. Abstain: None.) [0:16:47].

Presentation of Certificates of Board Service: Board Members Michael Dau & Leslie Among – [0:16:55]: Chair Bass and Vice Chair Nagamine presented certificates of appreciation to Members Michael Dau (13 years of service) and Leslie Among (6 years of service). Chair Bass thanked them for their service and welcomed them to continue participating in the community.

V. REPORTS OF CHAIRS AND BOARD COMMITTEES – [0:18:52]:

● Chair’s Report – [0:19:00]: Chair Bass announced that she had Received a request from the North Shore Neighborhood Board Chair Kathleen Pahinui for a joint special meeting of four neighborhood boards (Wahiawā, North Shore, Mililani Mauka, and Mililani- Waipiʻo – Melemanu). The joint meeting will be held on July 30, 2025 at Leilehua High School. The meeting will focus on the proposed agribusiness development on a ranch in North Shore, proposed gondolas, and zip lines connecting to Mount Ka’ala. The developer and the Department of Planning and Permitting have been invited to present. This will be a special meeting and won’t impact board members’ attendance records. The regular July 2025 meeting will still be held on Wednesday, July 23, 2025 for installation of officers and committee chairs.

○ The City Department of Transportation Services has published planned changes to TheBus in conjunction with the Skyline extension opening on Wednesday, October 1, 2025.
○ Two major bus route changes impacting Mililani:

● Military Affairs and Emergency Management – Dennis Kim – [0:28:42]: Member Kim reported that the military is celebrating its 250th anniversary.
● Health, Houselessness, and Human Services – Darsha Lee – [0:29:13]: No representative present.
● Parks and Recreation & Patsy T. Mink Central Oahu Regional Field – Sabrina Gustafson – [0:29:18]: Member Gustafson reported she is working on a survey to poll the community regarding last month’s presentation (dog park) and hopes to have it available next month.
● Education – Marilyn Lee – [0:29:37]: Member Marilyn Lee reported the following:
○ Schools are on vacation and the summer reading program at Mililani Public Library is in progress.
○ The preschool subsidy program bill was signed on Tuesday, June 24, 2025 by Acting Governor Sylvia Luke.

Office of Hawaiʻi State Governor Josh Green – [0:31:05]: Toni Schwartz reported the following recently signed bills:
● Senate Bill (SB) 1300 (School Meals): Expands access to free school meals for students who qualify for reduced-price meals under the National School Lunch Program; provides free meals to students whose family income is below 300% of the federal poverty level; appropriates $3.3 million over two years.
● Governor Green signed 16 bills to enhance protection and care of Hawaii’s keiki and kupuna, including: House Bill (HB) 2400 (Teacher Misconduct); SB2475 (Harm to Students Registry); HB2430 (Summer EBT Program); SB2305 (Silver Alert Program).

● Budget season concluded with $5 million secured in CIP projects.
● Complete Streets is working to lower school area speed limits from 25 to 20 mph.
● The Department of Transportation completed an investigation and found a trend of southbound motorists colliding with fixed objects while negotiating turns; work orders issued for shoulder and parking lane lines with raised pavement markings.
● Announced that Councilmember Okimoto is now chair of the Budget Committee.

● Bill 15 (financial relief for local families regarding the state’s cesspool conversion regulation) was signed by the Mayor.
● Bill 29 (extending real property tax exemption period for qualifying affordable home rentals) was also signed on May 28th.
● Councilmember Weyer participated in Mid Pacific Institute’s year-end celebration of learning.
● Councilmember Weyer is now Chair of the Energy, Environment, and Sustainability Committee.

Office of State Senate District 18, Senator Michelle Kidani – [0:44:58]: Trevor Nagamine reported the following:
● Grateful that SB1300 was signed into law.
● Thanked Governor Green, Acting Governor Luke, and legislative counterparts including Representative Justin Woodson and Representative Trish La Chica.

Office of State Senate District 17, Senator Donovan Dela Cruz – [0:45:40]: Charles Miller reported the following:
● H2 metal plate issue: The original contractor abandoned the project; a new contract has been issued and construction should start in early July 2025 once supplies arrive from the mainland.
● SB934 (State Budget/Pearl Highlands Station): The legislature found Pearl Highlands Station is a critical expansion point for the Honolulu Transit Rail Project; funding is for plans, design, and construction of an access ramp from H2 Freeway to the bus transit center.
● A meeting with HART is scheduled for mid-July 2025 to discuss the project.

Office of State House District 38, Representative Lauren Matsumoto – [0:47:49]: No representative present.
● Distributed her newsletter highlighting May events including awards assemblies, graduations, and Mililani High School’s 37 OIA championships.
● Provided an update on the Mililani Emergency Exit Road: it’s now open; DTS and DOT will maintain the gravel road; Phase 2 (bus lane and full paving) timeline is uncertain.
● Thanked the neighborhood board, DOT, and DTS for completing the project quickly.
● Shared information about passed legislation and mid-session survey results.
● Two resolutions passed: House of Representatives (HR) 131 (Kipapa Elementary crosswalk safety) and HR130 (reflective gear for bicyclists).

● Highlighted SB1300 (school meals) and HB862 (the bus bill).
● The Governor’s intent to veto list includes 19 of 320 bills passed.
● Representative La Chica supports e-bike violations regulation and encourages residents to contact the Governor’s office to keep it off the veto list.
● Representative attended May Day celebrations and graduation ceremonies.
● Encouraged public testimony on Skyline Phase 2 bus routes by Tuesday, July 15, 2025.

● Elaborated on the July 30th joint meeting:
○ The project affects the whole community through traffic and safety concerns.
○ The developer expects about 1,500 visitors per day along Farrington Highway.
○ North Shore Neighborhood Board is also in conversation with the Waiʻanae and Hawaiʻi Kai Neighborhood Boards.
● Federal changes to Medicaid requirements will impact many residents.
