Chair Danielle Bass called the meeting to order at 7:30 p.m. The Board recited the Pledge of Allegiance. Chair Bass provided the rules for the Neighborhood Board meeting – [0:01:10]. Roll call was conducted – [0:01:51] and quorum was established with 15 members present [0:03:23]. Note: This 23-member Board requires 12 members to establish a quorum and to take official Board action.

● Provided responses for concerns that were raised from the previous meeting regarding how many patients out of the 81 medical calls were sent to the Emergency Room and how many of the brushfires were started by fireworks.

● May 2025’s training advisory was published and provided the link.
● Celebrating the Armyʻs 250th birthday on Thursday, June 12, 2025.

State of Hawaiʻi School Facilities Authority (HiSFA) – [0:19:06]: Cheri Nakamura reported the following:
● Legislature approved 2 million appropriations for the teacher workforce housing project.
● Expressed gratitude to the legislators that showed their support on passing House Bill 329 HD2 SD2 CD1 relating to the school facilities authority.
● Also expressed gratitude to Chair Bass and the Neighborhood Board for their continued support.

III. PRESENTATIONS – [0:21:37]
Queen’s Wahiawā Update – [0:21:42]: Robin Kalohelani provided a presentation on updates on the Wahiawā Queens Medical Center such as the decrease of workers pressing the emergency button when patients are aggressive. Other statistics included the decrease in items that had to be removed from the hospital such as drugs and sharp items. Construction updates and future construction plans were also discussed.

• When are you expecting to fully complete the construction of the full hospital?

Dog Friendly City Parks Proposal – [0:35:36]: Nate Serota from the Department of Parks and Recreation announced that a letter has been sent out to the Neighborhood Board Chair to provide the list of parks that are in the neighborhood and noted whether those parks have on leash or off leash privileges.
Chair Bass called a recess at 8:11 p.m. due to technical difficulties.
Member Park joined at 8:12 p.m.; 18 members present.
Darsha Lee joined at 8:14 p.m.; 19 members present.

Dog Friendly City Parks Proposal (Continued) – [0:48:11]: Nate Serota provided the reasoning for the proposal on why they’re trying to expand the number of parks to have on leash privileges. He shared that they are presenting at each of the Neighborhood Boards hoping to get a resolution or documentation showing some consensus amongst the community whether they would or would not like to see on leash privileges. He is hoping to get the information by September 2025, but is open to providing more time if needed.

• Can the Michael Nakamura Park in Subdistrict 4 next to the YMCA not be considered as a park that allows dogs?
• Can you clarify if a dog is NOT allowed in the park what is the consequence?
• To the best of your knowledge how many people in the last year have been cited for dogs in non-friendly dog parks?
• By expanding the number of parks where leashed dogs can go the only thing, we are allowing to have happen is to allow dog events?
• Is there an email or survey that is going to go out to contribute input?
• Can we do something to have someone on site authorized to issue citations?
• What can we do to have something like that in dog friendly parks?
• Is there a way members of the community can reach out to you to give you their opinions?
• Are you aware that what you are asking is problematic for the neighborhood boards due to sunshine law and the fact we have been prohibited from giving our opinions?
• When do you need this feedback ideally?
• Can you share who initiated this proposal?
• When you have an unleashed dog park is there fencing around the park to protect the public?
• Would the city consider doing a press release for people to submit feedback?

V. BOARD BUSINESS – [1:14:40]
Board Member Kurumi Kaapana-Aki – 3 Meeting Absence – [1:14:52]: Neighborhood Assistant (NA) Rachel Cristobal explained the process of the 3 absences and that a motion would be required for any action which is to vacate the seat. If no motion is made, the member will remain on the Board. Chair Bass asked If Member Kaapana-Aki has tried to contact the Neighborhood Commission Office regarding whether she would like to continue to serve on the Board. The NA acknowledged that a letter was received and Member Kaapana-Aki did wish to continue to serve on the Board. Chair Bass also included that Member Kaapana-Aki has also been reelected to serve on the next term. Hearing no motion. Member Kaapana-Aki will continue to serve on the Board.

Board Member Rudy Rana – 3 Meeting Absence – [1:17:29]: Neighborhood Assistant Rachel Cristobal announced that a 3-absence letter was sent to Member Rana. She also shared that Member Rana spoke with her prior to the meeting that he would like to continue to serve on the Board. Chair Bass announced that Member Rana has also been reelected to serve on the Board’s next term. Hearing no motion to vacate the seat. Member Rana will continue to serve the Board.
Wednesday, April 23, 2025 Regular Meeting Minutes – [1:18:23]: Member Gustafson announced that she received one question regarding the question that was asked under the Honolulu Police Department’s section. She explained that “ect” that was written in the minutes meant to be etc. She announced that would like to approve the minutes. Hearing no discussion and amendments. The Wednesday, April 23, 2025 regular meeting minutes were ADOPTED as written 20-0-0 (Aye: Bass, Kaʻanehe, Kim, Rana, Nagamine, Marilyn Lee, Gustafson, Among, Dau, Carmody, Kinard, Ross, Flores, Smart, Freed, Kaapana-aki, Kupukaʻa, Park, Darsha Lee, and Williams Nay: None. ● Chair’s Report – [1:19:21]: Chair Bass shared that the first Board Chair of Mililani – Waipiʻo – Melemanu Chuck Prentiss passed away. She also included the history of how this was the first Neighborhood Board created in the entire island of Oʻahu. Chair Bass expressed that she was grateful to Member Kaʻanehe and Neighborhood Assistant Rachel Cristobal for preparing the certificate and Member Marilyn Lee for attending Chuck Prentissʻs funeral. She included that she and Member Marilyn Lee had chipped in on providing floral arrangements on the behalf of the Board.

• Is the Congressman’s Office aware of the Undersecretary of Defense’s memo that came out on May 15th which calls for tans-servicemembers officers that wish to continue their service being rooted out having their medical records ransacked and possibly being separated under JDK that separation code is a national security threat if trans-servicemembers don’t voluntarily get out, that’s the stick end of the carrot and stick?

● The City recently celebrated the largest one-time vehicle deployment in the Cityʻs history with the blessing of 17 new emergency response vehicles.
● Legislative Updates: Bill 18 – Allow the City to reduce single use plastic bottles in vending machines located on Cityʻs facilities; Bill 15 – Financial relief for local families in regards to the Stateʻs cesspool conversion; Bill 36 – Allow the Mayor to access the reserve stability funds during economic downturn; Bill 29 – Extend the real property tax exemption for qualifying affordable rental units.

● Information on the following Bills: House Bill 300 relating to the Stateʻs budget; Senate Bill 1044 relating to stabilization of property’s insurance; and Senate Bill 1442 regarding child and adolescent’s mental health in the Department of Health.

● Working with the Department of Transportation for barriers and signage near Kipapa Gulch to enhance safety and prevent unauthorized encampments.
● Legislative Updates: House Bill 329 – enables School Facility Authority to develop more preschool classrooms; House Bill 1231 – Fund for the safe routes to school program; Senate Bill 1300 – Enable the Department of Education to expand options for those that currently have CDL license.
● Community Safety Talk Story
● Worked with the Honolulu Police Department (HPD)’s Traffic Division to conduct targeted operations on Meheula Parkway and Kamehameha Highway in response to serious concerns about speeding, reckless driving, and illegal racing.

VIII. ANNOUNCEMENTS – [2:14:50]:
Member Marilyn Lee announced that she would like to make a correction in her education report regarding the number of students that had graduated from Mililani High School. The correct number was 630 graduates.
Next Board Meeting: The next scheduled board meeting will be held on Wednesday, June 25, 2025, at 7:30 pm. Location: Mililani High School – H Building.
Broadcast: Videotaping of Board meetings are scheduled to be shown on ‘Ōlelo Focus 49, Every Second Thursday at 9:00 am, and on ‘Ōlelo Views 54, Every First and Third Saturday at 9:00 am.
