Chair Danielle Bass called the meeting to order at 7:00 p.m. The Board recited the Pledge of Allegiance and Chair Bass recited the rules of speaking. Roll call was conducted by Neighborhood Assistant Rachel Cristobal. Quorum WAS established with 16 members present – [0:04:00]. This 23-member Board requires 12 members to establish quorum.

Honolulu Fire Department – [0:04:14]: Captain Wray reported the following:

● April 2026 Statistics: Zero structure fires, two nuisance fires, zero wildland fires, ten activated alarms with no fire, 81 medical emergencies, two motor vehicle crashes, zero mountain/ocean rescues or hazmat incidents.
● Fire Safety Tip: Maintain an emergency preparedness plan; know two escape routes; sign up at hnlalert.gov; bring a go bag.

Honolulu Police Department – [0:06:34]: Lieutenant Hatico reported the following:
● Monthly Statistics (Thursday, March 19 – Sunday, April 19, 2026): Zero assaults, one burglary, zero robberies, four vehicle break-ins, 813 calls for service, 71 parking citations, 764 traffic infractions, 112 traffic crimes, 10 criminal citations, 65 arrests/106 charges.
● Safety Tip: Burglary/theft prevention for businesses: use alarms, secure locks, lighting, fences, and safes. Visit honolulupd.org for more information.

Questions, Comments, & Concerns – [0:09:57]
1. Speeding on Mahinahou Street: Member Ross followed up on a request for increased police presence near the rec center and preschool on Mahinahou Street during school pickup/drop-off hours since there was speeding around the area. Lieutenant Hatico mentioned that he had seen an action report and they are committed to reinforce enforcement with officers.
2. Traffic Crime Data: Chair Bass asked for clarification on the traffic crime figures, distinguishing them from the 764 infractions already mentioned, and whether the data covered Mililani’s beats or the entire district. Lieutenant Hatico confirmed that 112 citations were written for traffic crimes, limited to just four beats — 50, 52, 54, and 56.
3. Digital Citation Pilot Program: Member Ross asked for a progress update on HPD’s decade-long electronic citation pilot program, noting other jurisdictions use mobile print devices. Lieutenant Hatico cited logistics challenges (1,400 officers, individual printers) and committed to provide a status update.

U.S. Army – Combat Aviation Brigade, 25th Infantry Division – [0:15:48]: Captain Katie Kolb reported the following:
● Job Fair: Monday, May 18, 2026 at Helemano Military Reservation Training Room, 8:30 a.m.–2:00 p.m. (open to public, provisional hiring day-of). Apply online: www.himwr.com.
● April 2026 Training Advisory: Ranger/jungle tactics was currently happening until Friday, April 24, 2026 then Monday, April 27 through Thursday, April 30, 2026; aviation training on Thursday, April 23, 2026 (daytime); artillery/mortar/demolitions at Schofield Barracks from Friday, April 24, 2026 – Thursday, April 30, 2026 (day & night live fire). ● Prescribed Burns & Previous Month Concern: Prescribed burns rescheduled from April 2026 to Monday, May 11, 2026 – Friday, May 15, 2026 due to wet conditions. Request for information on out-of-state plates still pending; response will be provided at the next meeting.

Questions, Comments, & Concerns – [0:18:46]
1. Aircraft During Storms: Member Kim asked where helicopters go during high winds. Captain Kolb explained they are brought into hangars based on storm severity.
2. Schofield Lockdown & Increased Base Security: Member Ross asked whether the Department of Defense security letter on concealed carry contributed to increased base shutdowns. Captain Kolb shared that the best to her knowledge that carrying weapons on post is not a blanket policy and requires individual exceptions from the Garrison commander.

Board of Water Supply (BWS) – [0:21:24]: Kathleen Pahinui reported one water main break on Monday, March 23, 2026 and reminded residents to remain mindful of water use despite recent rainfall.

State of Hawaiʻi School Facilities Authority (HiSFA) – [0:22:34]: Cheri Nakamura reported that environmental assessment responses to community/board comments are being finalized and will be posted soon.

III. PRESENTATIONS – [0:23:14]
Status Update on Central Oahu Regional Park Temporary Debris Storage Site from Recent Kona Low Storms – [0:23:33]: Director Roger Babcock was unable to attend due to a concurrent Makakilo Neighborhood Board presentation on a potential new landfill location. Chair Bass read Director Babcock’s email status update: Baseline soil sampling conducted Wednesday, March 25, 2026 at 126 grid locations showed no contamination (results received Friday, April 10, 2026; posted at ENV’s (Department of Environmental Services) website under “C.O.R.P. Baseline Soil Test Report”). All debris was removed ~1.5 weeks ago. The debris area will be bulldozed 6–12″ deep this week; soil hauled to Waimānalo Gulch Landfill. Contractor returns next week to sample bare soil (~60 locations; results in 16 days). If clean: regrade, reseed, tend 30 days, return to DPR (Department of Parks and Recreation). If contaminated: dig deeper and repeat. Director Babcock requested to return for a full update in May 2026.

Overview of Red Hill Registry – [0:29:19]: Tara Sutton presented on the Red Hill Registry, which was created in response to the 2021 Navy water contamination crisis and is federally funded through 2029. Both a congressional report and National Academies of Sciences, Engineering, and Medicine (NASEM) have endorsed the need for a long-term independent health study. Around 2,000 people have enrolled so far at redhillregistry.org, where members can access resources and request referrals from community specialists.

Questions, Comments, & Concerns – [0:46:02]
1. Biological Samples & Long-Term Research: Member Svrcina asked whether blood/urine samples are collected and whether a monitored cohort is planned. Tara Sutton clarified the registry collects questionnaire data only (no bio samples at this time due to funding limits) and serves as a data repository for independent researchers to conduct cohort studies.
2. On-Base Outreach: Member Ross (Air Force reservist) offered to help coordinate on-base presentations and expand outreach to the National Guard. Tara will follow up via email.
3. Registry Purpose: Member Nagamine wanted to confirm that the registry identifies and tracks potentially affected populations for researchers—it does not conduct direct medical studies. Tara encouraged individuals with zero health symptoms to enroll for complete comparison data.
4. Involvement Inquiry: Member Kaʻanehe asked if Shannon Bencs was involved. Tara informed that Shannon was not involved with the Red Hill Registry.

Board Member Dennis Kim – 3 Meeting Absence – [0:53:35]: Chair Bass explained that the NCO sent a letter per the Neighborhood Plan regarding Member Kim’s three absences (international travel to Peru in October 2025, Taiwan in February 2026, and a canceled flight in March 2026). Member Kim appeared before the board and requested to be retained, explaining each absence circumstance. Member Flores MOVED and Member Ross SECONDED to retain Board Member Dennis Kim – [0:56:41]. Chair’s Report – [0:59:32]: Chair Bass reported that several April 2026 agenda items — including community awards, the Mililani Town Dog Friendly Park Survey, a resolution from Member Marilyn Lee, and an update from Director Babcock — have been moved to May 2026. She also shared that the Mililani Neighborhood Board hosted a donation drive at the beginning of April 2026 in response to the North Shore floods, collecting 1,476 cubic feet of donated items from over 100 cars and 50+ volunteers. Donations were distributed to three resilience hubs via four modes of transportation, including two YMCA buses, a rented box truck, and a personal pickup truck.

Jones Act Waiver & SNAP/Farm Bill: Member Svrcina inquired about the Jones Act waiver (a 60-day waiver for energy commodity shipping, Wednesday, March 18, 2026 – Sunday, May 17, 2026) and an existing legal challenge. Garcia reported Congressman Case sent a letter requesting a second 60-day extension and committed to follow up on the legal action. Member Kinard asked about Congressman Case’s position on the Farm Bill/Supplemental Nutrition Assistance Program (SNAP) cuts; Garcia committed to get a response from the DC office.

The State Department of Transportation (DOT) has been adding Hawaiian diacritical markings to state highway signs; public feedback at highways.hawaii.gov. Illegal Night Hunting Near Mililani Cemetery Road: Member Kaʻanehe reported a serious public safety concern: illegal night hunting in the forest along Mililani Cemetery Road, with spent casings found directed toward the active H-2 freeway. The Honolulu Police Department (HPD) has been contacted multiple times. Toni Schwartz agreed to follow up.

Office of Mayor Rick Blangiardi – [1:28:06]: Jocelyn Doane reported the following storm recovery updates: Presidential Disaster Declaration obtained; recovery website is oneoahu.org. Transfer stations and convenience centers open daily 7 a.m.–6 p.m. HPD Chief Search: six finalists being vetted; Tuesday, May 5, 2026 community interviews, Wednesday, May 6, 2026 public commission meeting, Thursday, May 14, 2026 PBS panel, Wednesday, May 20, 2026 commission vote. G.R.O.W. (Green Recycling Organic Waste) composting program launched Wednesday, April 1, 2026; Mililani is a pilot community (add food scraps to green compost carts). Mayor’s town hall meetings indefinitely postponed. Follow-up items: traffic signal at Kamehameha Highway/Ka Uka Blvd repaired; DTS (Department of Transportation Services) will convert the park crosswalk to a raised crosswalk and has asked HPD to monitor for speeding in the interim near Kuahelani Avenue; graffiti removal at drainage ditch near golf course has a work order in.

1. Red Light Cameras: Member Flores asked about camera costs. Jocelyn Doane said she would follow up with DTS and noted that both the City and State may be involved in red light camera decisions.
2. Kipapa Elementary Raised Crosswalk: Chair Bass followed up on the Kīpapa Elementary School raised crosswalk request, noting it came directly from the school’s principal and has been requested for several years by the principal, neighboring community, and parents.

Office of Councilmember Val Okimoto – [1:40:27]: Aaron Wilson reported the following: Bill 34: amends flood hazard area ordinance to align with FEMA (Federal Emergency Management Agency) requirements. Resolution 26074: ~$17M COVID hazard pay for Teamsters/allied workers. Resolution 26075: urges weekly soil testing at C.O.R.P. site with 24-hour public reporting. Office of Councilmember Matthew Weyer – [1:43:06]: Councilmember Weyer provided updates on the Wahiawā Convenience Center, noting additional bins have been requested to prevent early closures. He highlighted that many CD2 (Council District) budget amendments were a direct response to recent storms and future emergency preparedness. His primary concern was the proposed cut of 20 out of 27 Office of Economic Revitalization positions, which would make Honolulu’s economic development office the smallest among all Hawaiʻi counties, impacting support for small businesses, farmers, and ranchers. He also directed residents to oneoahu.org for storm recovery resources and noted that debris removal required use of City parks, encouraging continued discussion on disaster preparedness.

1. Path Restoration at Cleanup Site: Member Ross asked whether the access path from Kamehameha Highway to the cleanup site, which had dirt laid down during the debris removal, would be restored to its original condition, as it didn’t appear to be included in the current plan. Councilmember Weyer agreed to pass that concern along to Environmental Services.
2. Malfunctioning LED Streetlights: Member Ross flagged three malfunctioning LED streetlights along Kamehameha Highway near Waikele, just past Waipahu Street on the left-hand side. They are located just before the bridge that crosses over H-1, noting they appear to be flashing due to insufficient power to the diodes. Councilmember Weyer agreed to forward that issue to DTS.

Office of Senator Michelle Kidani – [1:55:12]: Trevor Nagamine reported the following: Legislature is in conference with final deadline this week. DOE A+ After-School Program registration for K–6 is open. SB 2613, 2614, and 2615 are pending in conference.

Office of Senator Donovan Dela Cruz – [1:56:58]: Diego Ortiz reported the following: Follow-up on Member Kaʻanehe’s prior question: the Central Oʻahu DOE substation is not a substitute for the Mililani Tech Park; it provides Central Oʻahu-wide police support and includes cold storage for a regional food innovation network (kitchen opening ~2029). Mililani Tech Park plans/design funding is in the Senate draft budget (pending conference). The Department of Land and Natural Resources (DLNR) and Agribusiness Development Corporation (ADC) approved land acquisition (Act 218) for Wahiawā dam testing and repairs, also in the Senate budget. Senator recently appeared on the Hawaiʻi News Now segment with Mililani High School Principal Fred Murphy highlighting the Agricultural Career and Technical Education (CTE) program.

Office of Representative Lauren Matsumoto – [2:00:13]: Representative Matsumoto reported the following: District mid-session survey (bill-specific) mailed to District 38; QR code available for all to complete. Kudos to Mililani High School’s culinary program and Kipapa Elementary’s Finding Nemo Jr. production.

Office of Representative Trish La Chica – [2:02:04]: Representative La Chica reported the following: Legislature in conference; final decking next week. Top priority bill (AI chatbot regulation for minors) advancing in partnership with Office of Consumer Protection (OCP) and Attorney General (AG)’s office. Red light camera expansion: State DOT pilot expanded to 8 years/~20 cameras per year, funded from violation fines. Lanikuhana Avenue/Kamehameha Hwy (near Ruby Tuesdays) is #92 on the expansion list. Kīpapa crosswalk confirmed for Safe Routes to School funding. The month of April is Alcohol Awareness Month.

1. Red Light Camera Enforcement Details: Community member Rhonda asked how the program works and its intent (safety vs. revenue). Representative La Chica explained cameras trigger once a car crosses the stop line after the light turns red; footage is reviewed by HPD/court staff—not automated. The State contracted with the same California vendor. Exact timing and fees to be followed up.

Office of Representative Amy Perruso – [2:12:34]: Representative Perruso reported the following: Legislature opened a conference on HB 1800 (State budget bill); 420 bills in play. Hawaiʻi Supreme Court Chief Justice nominee being vetted by Senate Judiciary; community encouraged to watch the hearing.
