Chair Danielle Bass called the meeting to order at 7:00 p.m. The Board recited the Pledge of Allegiance and Chair Bass recited the rules of speaking. Roll call was conducted by Neighborhood Assistant Rachel Cristobal. Quorum WAS established with 18 members present – [0:04:05]. This 23-member Board requires 12 members to establish quorum.

Honolulu Fire Department – [0:04:19]: Captain Morero reported the following:

● April 2026 Statistics: seven activated alarms with no fire; 58 medical emergencies; three motor vehicle crashes/collisions.
● Fire Safety Tip – Wildfire Prevention: Clear dry brush, avoid parking on dry grass, avoid spark-producing activities in dry/windy conditions. Visit fire.honolulu.gov and hawaiiwildfire.org.

Honolulu Police Department – [0:05:39]: Lieutenant Vierra reported the following:
● April 2026 Statistics: Two assaults, zero robberies, four burglaries, two unauthorized entries into motor vehicles, 40 motor vehicle collisions, and 822 total calls for service.
● Safety Tip: May is National Seat Belt Awareness Month. Wear seat belts year-round.

Members Darsha Lee and Park joined at 7:06 p.m.; 20 members present.

Questions, Comments, & Concerns – [0:06:59]
1. Expired Vehicle Registrations/Inspections: Member Gustafson raised a concern about vehicles with expired registrations and safety inspections. Despite multiple calls to HPD, officers had not responded. Lieutenant Vierra acknowledged this was unacceptable and received multiple locations from Member Gustafson after requesting for the locations.
2. Rooster with Knife Attached: Member Williams reported that on Wednesday, May 13, 2026, at approximately 1:30 p.m., HPD responded near Waena Park to a rooster with a blade attached to its leg, and that officers shot it with a BB gun. She asked if this was a normal procedure. Lieutenant Vierra was unaware but committed to investigate it.

U.S. Army – Combat Aviation Brigade, 25th Infantry Division – [0:11:37]: No representative present.

Board of Water Supply (BWS) – [0:11:48]: Kathleen Pahinui reported the following:
No water main breaks were reported in the community. Regarding hurricane season, Hawaiʻi is entering a strong El Niño season with predictions of up to 13 Central Pacific hurricanes; residents are urged to have approximately two weeks of food and water on hand and to plan for their pets.

Questions, Comments, & Concerns – [0:12:45]
1. Lower Waipahu Area Flooding: Member Ross asked whether BWS was aware of significant flooding in the lower Waipahu area during recent heavy rains. Kathleen Pahinui clarified flooding is a stormwater issue and noted a “rain bomb” had struck that specific area, delivering a large volume of rain in a very short period that overwhelmed storm drains.

State of Hawaiʻi School Facilities Authority (HiSFA) – [0:13:52]: Cheri Nakamura reported the following:
The Mililani teacher housing development has been officially named Kūmelewai Hale, honoring John Papa ʻIʻi, an educator and former superintendent of Oʻahu schools connected to the Mililani area; the name means “like singing water,” symbolizing balance and abundance. The Final Environmental Assessment (EA) was published in the Environmental Notice on Saturday, May 23, 2026, and HiSFA will return at a future board meeting so that the Board can have more time to ask questions.

Questions, Comments, & Concerns – [0:17:35]
1. Traffic Light Feasibility: Member Gustafson asked HiSFA to address at their future presentation whether a traffic light at the project intersection is legally permissible given proximity requirements between intersections, noting the issue was not adequately addressed in the Final EA. Cheri Nakamura agreed to follow up.
2. Project Signage: Member Ross asked whether physical signage would identify the development by its new name. Cheri Nakamura indicated some identification/signage is anticipated, though details have not been finalized.
3. Name Finality & Research: Member Kaʻanehe asked if the name was set. Cheri stated that it was set, but it could change. She also shared that a special Kāhu did research on its cultural significance and community input would still be considered. Member Kinard requested the research be shared with the Board. Member Darsha Lee suggested reviewing the word order. Cheri agreed to follow up on both.

III. PRESENTATION OF COMMUNITY SERVICE AWARD – [0:21:30]
Recognizing and Honoring Venturing Crew 808: Chair Bass read the certificate and awarded it to the Venturing Crew 808 for their 10-year milestone and contributions to youth leadership & community service.

Chair Bass called a short recess at 7:24 p.m. so that photos could be taken.

SBA (Small Business Administration) Disaster Assistance Application Deadline – [0:26:06]
Jo Farrens informed the community of a Sunday, June 14, 2026 deadline to apply for SBA disaster assistance stemming from the Kona Low storms. Assistance is available for homeowners, renters, businesses, and nonprofits as low-interest, long-term loans — as low as 2.875% for homeowners, 4% for businesses unable to obtain credit elsewhere, and 3.625% for nonprofits — with no interest or payments for the first 12 months. Applicants have 21 days to accept an offer and up to six months to request reconsideration. Residents were encouraged to apply and monitor their MySBA portals for case manager requests.

Questions, Comments, & Concerns – [0:29:05]
1. SBA Loan Documentation & Collateral Requirements: Member Svrcina asked whether collateral or an official insurance damage assessment was required before the SBA could issue a loan, and how the agency protects itself in those situations. The response provided was that the SBA assists both underinsured and uninsured applicants, requiring no formal collateral or insurance assessment upfront. Applicants should save all documentation, as a case manager may request receipts or photos, which must be uploaded to the MySBA portal. Checking the portal daily is strongly encouraged, since unanswered requests often lead to withdrawn applications — though applicants have up to six months to request reconsideration.

Approval of Meeting Minutes – Wednesday, April 22, 2026 Regular Meeting Minutes – [0:31:20]: Member Gustafson reported no amendments were received. Member Gustafson MOVED and Chair Bass SECONDED to approve the Wednesday, April 22, 2026 Regular Meeting Minutes as distributed. There was no discussion. Hearing no objections/amendments. The motion was ADOPTED; 20-0-0 (Aye: Bass, Carmody, Freed, Gustafson, Kaʻanehe, Alex Ozawa, Segura, Katherine Ozawa, Ross, Smart, Svrcina, Nagamine, Rana, Williams, Inouye, Flores, Marilyn Lee, Kinard, Darsha Lee, Park. Resolution Urging Reinstallation of the All-America City Sign – [0:32:08]: Member Marilyn Lee presented a resolution urging the Mililani Town Association (MTA) to replace the All-America City commemorative sign on Kamehameha Highway, removed during landscaping years ago. She provided historical context on Mililani receiving the 1986 National Civic League All-America City Award following community activism over agricultural pesticides in the local water supply and cited verbal commitments by the MTA general manager to replace the sign by 2026. Member Marilyn Lee MOVED and Chair Bass SECONDED to pass the resolution – [0:38:36]. Discussion raised concerns over historical accuracy, trademark restrictions on the original design, a sewer line under the original location preventing permitting, and the absence of written documentation of MTA’s commitment. Due to numerous concerns, Member Ross MOVED and Member Gustafson SECONDED to defer action to the June 2026 agenda for additional research and language refinement – [0:57:26]. There was no discussion. A roll call vote was conducted. The motion was ADOPTED; 15-1-5 (Aye: Katherine Ozawa, Kupuka’a, Carmody, Flores, Gustafson, Inouye, Kinard, Darsha Lee, Nagamine, Park, Rana, Ross, Segura, Smart, Svrcina, Kinard. Nay: Marilyn Lee. Motion to Adopt Additional Dog-Friendly Parks in Mililani Town – [1:02:21]: Parks & Recreation Chair Gustafson reported survey results from 92 respondents to determine which park should be added to the dog-friendly parks list, as recommended by the Department of Parks and Recreation: 62% Makaʻunulau Community Park (“16 Acres”), 21.7% Hōlanialiaʻi Neighborhood Park, and 16.3% Kamaʻiʻo Neighborhood Park. All designated dog-friendly parks require dogs to remain on leash; no off-leash (bark park) facilities are planned. Member Gustafson moved to designate 16 Acres as the designated dog-friendly park.
Member Gustafson MOVED and Member Ross SECONDED to approve Makaʻunulau Community Park (“16 Acres”) as a dog-friendly park in Mililani – [1:03:30]. During discussion, several members raised concerns about the small sample size, noting that 92 responses was insufficient to approve something with potential safety risks for children and the elderly. In response, it was explained that a previous survey drew 111 responses, and the lower turnout this time was likely because those opposed to expansion simply didn’t vote when asked to choose between options rather than vote yes or no. On the topic of leash policy, it was clarified that the Department of Parks and Recreation is updating existing parks from “no animals allowed” to “leashed animals only” — no off-leash areas are being created. Off-leash dogs are only permitted in designated bark parks, which are fenced areas separate from public play spaces, and there are no plans to change that. Hearing no further discussion; a roll call vote was conducted. The motion was ADOPTED; 13-3-4 (Aye: Katherine Ozawa, Kupuka’a, Ross, Segura, Carmody, Flores, Gustafson, Inouye, Darsha Lee, Nagamine, Alex Ozawa, Svrcina, Kinard, Williams, Bass. Nay: Nagamine, Park, Smart. Abstain: Rana, Freed, Kaʻanehe, Kinard. Note: Member Williamsʻ vote was not captured.) – [1:10:41].

Chair’s Report – [1:10:55]: Chair Bass noted the June 2026 agenda will include the HiSFA Final EA discussion, the deferred All-America City sign resolution, and outreach for the Department of Environmental Services to present on C.O.R.P.

Community Recognition & Service Awards – [1:11:37]: No report.

Community Maintenance & Walk Audit – [1:11:45]: No report, but Member Ross mentioned that there are three outstanding items with the City and County that are still pending responses. Community members are encouraged to report any neighborhood concerns either through the City’s 311 system or the Board’s walk audit form, which is always accessible on the Neighborhood Board’s agenda.

Planning, Zoning, Sustainable Development & Climate Resilience – [1:12:17]: Member Nagamine noted Hawaii Public Radio coverage of a UHERO (University of Hawaiʻi Economic Research Organization) report concluding that the City’s Bill 7 affordable housing incentive program is working but is hampered by permitting delays.

Transportation & OMPO (Oahu Metropolitan Planning Organization) – [1:12:53]: Member Flores reported a roving single-lane closure on the right-hand side of Kamehameha Highway through Kīpapa Gulch Bridge from 8:00 a.m. to 1:00 p.m., Tuesday, May 26, 2026, through Friday, May 29, 2026, for grass trimming.

Military Affairs & Emergency Management – [1:13:25]: No representative present.

Health, Houselessness & Human Services – [1:13:30]: Member Darsha Lee shared a community request for support of Bill 23 (City Budget) for VMAC (Veteran’s Memorial Aquatic Center) renovations; a signature form was shared in the chat so that signatures could be collected.

Parks & Recreation – [1:14:39]: No report.

Education – [1:14:43]: Member Marilyn Lee reported that Mililani Middle School is planning a summer transition program for incoming and outgoing students, all Mililani schools (not including the high school) are receiving Lions Club awards for two outstanding students each, and Mililani High School held a successful graduation and Golden Scholars Night with students earning millions of dollars in awards.

Office of Congressman Ed Case – [1:15:49]: No representative present.

Office of Governor Josh Green – [1:16:09]: Toni Schwartz reported the following:
The Hawai’i National Guard assisted with high-water rescues, evacuations, debris removal, and traffic control, and distributed over 8,600 gallons of clean water to impacted communities. HIEMA (Hawai’i Emergency Management Agency) launched an interim disaster case management program to connect residents with housing, financial, and recovery resources; residents may call 211 for assistance. The Department of Commerce and Consumer Affairs Insurance Division developed resources to help residents navigate insurance claims and disaster recovery. Educational materials and claim assistance information remain available through the Insurance Division. They can be contacted by calling 1-844-808-DCCA (3222) or by visiting cca.hawaii.gov/ins
DOT (Department of Transportation) post-storm recovery work is ongoing statewide, including roadway restoration, drainage and culvert repairs, slope stabilization, guardrail replacement, rockfall mitigation, and stream dredging. The DOH (Department of Health) is providing free copies of vital records at vitrec.ehawaii.gov and mental health guidance on its website. Follow-up on Mililani Cemetery Road Illegal Night Hunting (from prior month): DLNR’s (Department of Land and Natural Resources) Division of Forestry and Wildlife has not received recent complaints, though DOCARE (Division of Conservation Resource Enforcement) and the Department of Law Enforcement’s agriculture crime unit are aware of illegal hunting activity in the area. Questions, Comments, & Concerns – [1:23:00]
1. Overgrown Median Construction Signs: Member Gustafson asked why construction signs in the median between right before Lanikuhana Avenue and Kuahelani Avenue on Kamehameha Highway have remained through multiple mowings. The foliage is overgrown.
2. Ryan Yamane: Member Svrcina asked if the Governor plans to have Ryan Yamane to work in a different office or ask him to work in his administration again.

Office of Mayor Rick Blangiardi – [1:25:17]: Jocelyn Doane reported the following:
Oʻahu’s first-ever draft Food Systems Plan was released; public input is accepted through the end of June 2026 via a link shared in chat. Kona Low cleanup is ongoing on the North Shore; storm debris may be taken to City transfer stations and resources. The Honolulu Zoo was re-accredited by the AZA (Association of Zoos and Aquariums); a new director is expected soon. DPR (Department Parks and Recreation) arborists evaluated 102 Royal Poinciana trees along Anania Drive and Lanikuhana Avenue, identifying 26 for removal under the island wide tree replacement program. The red-light camera program is a State DOT program; the City defers to HDOT and state legislators. Following a car crash during recess on Tuesday, May 12, 2026, at Kīpapa Elementary, DTS confirmed the crosswalk is on their priority list and an HPD speed trailer has been installed in the interim.

Skyline Rail – Pearl Highland Station Parking: Member Gustafson noted that a recent news article reported $500 million in improvements for the Skyline project, including a proposed parking facility at the Pearl Highland Station. She noted the board was previously told such a parking structure was impossible and asked how this newly proposed facility differs.
2. Kīpapa Elementary School Crosswalk – Urgency to Expedite: Chair Bass emphasized that the crosswalk improvement request at Kīpapa Elementary has been ongoing for over a year and a half, originating from the school principal’s outreach to Representative Matsumoto, who passed a state legislature resolution. Despite the resolution, the City had not acted, leading the school to also involve the Neighborhood Board and Senator Dela Cruz. Chair Bass urged the Mayor’s office to push for expedited action given student safety concerns and the recent car crash. The Mayor’s Representative Jocelyn Doane committed to follow up and relay the urgency to DTS.

Office of Councilmember Val Okimoto – [1:33:17]: Aaron Wilson reported the following:
Bill 8, introduced by Councilmember Okimoto, updates City ordinances to address animal-related disturbances and promote responsible pet ownership, and was reported out for passage on third reading at the Wednesday, May 13, 2026, council meeting. Bill 34 updates flood hazard area construction standards to maintain Honolulu’s eligibility for the National Flood Insurance Program. Council committees are reviewing departmental budgets, with amendments heading to a full council vote on Wednesday, June 3, 2026. Unsafe playground equipment at Makaʻunulau Park has been temporarily blocked off, with rusty edges and a missing railing expected to be repaired within 3–4 weeks as of Monday, May 4, 2026.

Mililani Transit Center Elevator: Member Nagamine asked whether Councilmember Okimoto could add a CIP (Capital Improvement Project) item to replace the broken elevator at the Mililani Transit Center, noting that an insurance payout had been directed to the general fund without being applied toward the repair. Aaron Wilson indicated funding was included in DTS’s next fiscal year budget and committed to confirm.
2. Councilmember Okimoto’s Disaster Responder Coordination: Member Marilyn Lee asked about an article in the paper on Councilmember Okimoto coordinating first responders for disaster response. Aaron Wilson agreed to inquire.

Office of Councilmember Matthew Weyer – [1:37:31]: Kelly Anaya reported the following:
Proposed budget amendments include $1M for VMAC improvements at C.O.R.P. (Central O’ahu Regional Park), $700K for tree farm improvements, $350K for an additional multi-purpose field and parking lot, and $1M for food access for kūpuna. Both FEMA and SBA disaster assistance deadlines are Sunday, June 14, 2026. The C.O.R.P. debris site is cleared (2,690 tons removed as of Thursday, April 9, 2026); baseline and post-removal soil testing found no contamination, and additional testing with DOH is ongoing before the site can reopen. The flashing LED streetlights on Kamehameha Highway near Waipahu Street (raised at the April 2026 meeting) pending a response from DTS, but Member Ross confirmed that it hasn’t been repaired. Kelly Anaya committed to follow up.

1. Walk with a Doc Permit Fees at C.O.R.P.: Member Ross raised concern that Walk with a Doc — a 10-year community walking program at C.O.R.P. serving primarily seniors — is now being charged a $20/week permit fee. Kelly Anaya explained C.O.R.P. is one of three revenue-generating parks and groups with 50+ participants who reserve a space are required to obtain a permit; DPR waived the attendant fee but retained the $20 weekly charge. Chair Bass noted the program uses only a small flag and a park bench, serves health and community connection needs, and expressed concern that charging walking groups sets a problematic precedent for public park access.

Office of Senator Michelle Kidani – [1:48:08]: Trevor Nagamine reported the following:
On Friday, May 15, 2026, a memorandum of agreement was signed at Mililani High School by Senator Kidani, Senator Dela Cruz, First Lady Jamie Green, and Board of Education Member Elynne Chung to expand locally sourced foods in public school cafeterias. Act 24 (Senate Bill 3125) was signed by the Governor, preserving income tax cuts for residents earning below $350,000 while rescinding cuts for those above that amount. The DOE (Department of Education) will offer free summer meals to students 18 and under from Tuesday, June 9, 2026 to Friday, July 17, 2026, at select schools with a majority of students qualifying for free/reduced-price lunch; no Mililani-area schools are currently included.

CIP appropriations in the State budget include funding for plans and designs to renovate the Mililani Public Library and a covered play area at Mililani High School. SB 2802 creates a Bachelor of Science in Agricultural Science at the University of West Oʻahu. Session ended Friday, May 8, 2026; all bills are with the Governor, with Tuesday, June 30, 2026 as the intent-to-veto deadline and Wednesday, July 15, 2026 as the final veto deadline. Senator Dela Cruz’s office requested expedited action on the Kīpapa Elementary crosswalk (currently 14th on the DTS priority list) following the recent car crash and will keep the board updated.

Office of Representative Lauren Matsumoto – [1:53:31]: Representative Matsumoto reported the following:
The Individual Housing Account Program was updated after six years of advocacy, raising annual savings limits from $5,000/$10,000 to $20,000/$40,000 (individual/joint filers) and the lifetime cap to $200,000, allowing residents to use pre-tax dollars to save for a home down payment. The Hale Kamaʻāina Program had its first participants close on their first home since restarting in December 2025. Mid-session survey results are available.

End-of-session highlights include secured funding for the Mililani Library renovation, first-time CIP funding for Waiawa Correctional, and planning funds for Koa Ridge Elementary. Other updates included the DOT contracts with Hawai’i Correctional Industry for median mowing, and residents can email the office if areas are neglected. Two bills passed — one improving student transportation contracts and an AI safety bill protecting minors from AI companion systems. After a crash at Kīpapa Elementary, a speed trailer was installed and a 20-mph school zone is planned. Walk with a Doc was recognized for their 10-year anniversary with ongoing efforts to reduce their park fees.

1. AI Bill – Disclosure Mechanism: Member Svrcina asked how disclosures were delivered. Representative La Chica clarified that platforms must provide hourly reminders to users that they are interacting with AI, not a human.
2. SCR7 – Emergency Medical Care: Member Smart asked about exemptions for those with religious objections under SCR7, which affirms hospitals must provide emergency care including abortion when medically necessary. Representative La Chica explained the resolution affirms existing EMTALA (Emergency Medical Treatment and Labor Act) requirements (federal law since 1986) for hospitals receiving Medicare funding. Member Darsha Lee noted that ectopic pregnancies and miscarriages are medically classified as spontaneous abortions.

Office of Representative Amy Perruso – [2:07:14]: Representative Perruso reported the following:
SB 3125, as signed, repeals the solar tax credit and eliminates safe harbor, threatening over $400M in projects and hundreds of jobs including community health clinics and affordable housing developments; House leadership is seeking a 5-day special session to restore safe harbor for projects already underway. An extremely active hurricane season is predicted, and Representative Perruso is organizing a neighbor-to-neighbor phone tree program in Wahiawā and encouraged Mililani to develop similar community preparedness networks. Legislation is being developed in response to a Civil Beat report revealing that a Central Oʻahu OBGYN (obstetrician-gynecologist) substituted his own genetic material for that requested by patients over approximately 50 years; the legislation would create civil and criminal penalties for such conduct, which is not currently addressed in Hawaiʻi law.

Follow-up Email from Lieutenant Vierra: Chair Bass announced that Lieutenant Vierra had sent her an email that on Wednesday, May 13, 2026 at 1:14 p.m., officers found a rooster at Kaela Place and another street with a 3-inch metal gaff on its leg. An officer had used a BB gun to put it down. Documented as Report No. 26-168635.
