A. Neighborhood Board Elections: The 2025 Neighborhood Board Election voting will start on Friday, April 25, 2025 at 7:45 a.m. HST and runs to Friday, May 16, 2025 at 11:59 p.m. HST.
B. City and County of Honolulu and Hawaiʻi Foodbank are Partnering to Fight Against Hunger: Neighborhood Assistant Rachel Cristobal will be collecting donated canned goods at tonight’s meeting.
C. Next Board Meeting: The next scheduled board meeting will be held on Wednesday, May 28, 2025, at 7:30 pm. Location: Mililani High School – H Building.
D. Broadcast: Videotaping of Board meetings are scheduled to be shown on ‘Ōlelo Focus 49, Every Second Thursday at 9:00 am, and on ‘Ōlelo Views 54, Every First and Third Saturday at 9:00 am.

Chair Danielle Bass called the meeting to order at 7:31 p.m. The Board recited the Pledge of Allegiance. Chair Bass provided the rules for the Neighborhood Board meeting – [0:00:55]. Roll call was conducted – [0:01:25] and quorum was established with 18 members present [0:02:37]. Note: This 23-member Board requires 12 members to establish a quorum and to take official Board action.

State of Hawaiʻi School Facilities Authority (HiSFA) – [0:15:00]: Cheri Nakamura discussed that the Teacher Workforce Housing Project at Mililani High School was originally planned for the upper campus but has been moved to the lower campus due to community feedback. The project aimed to support teacher recruitment and retention. After several meetings, concerns about the initial site’s impact on school programs led to the new location adjacent to the athletic facilities, which avoided disrupting academic areas. Proposed upgrades included additional parking and walkways. Cheri acknowledged that further assessments and meetings are needed before construction.

Mililani YMCA 5K Fun Run – Maisha Abbott, Mililani YMCA – [0:26:31]: Maisha Abbott announced that the YMCA will be having their 5K run in Mililani on Saturday, April 26, 2025.

Ke Ala Hou West Oʻahu Presentation on Current Homelessness Initiatives in the Mililani & Melemanu Area – [0:27:27]: Val Kupihea Tuiloma provided a presentation to explain what Ke Ala Hou West Oahu was. They are responsible for 60% of the island for outreach. They provide hygiene kits, pamphlets and anything to connect with the homeless. She expressed that the number one barrier is the lack of resources such as beds and shelters. It was mentioned that affordable housing is no longer considered affordable. Val stated that people should not call outreach if the homeless are considered dangerous. They are asked to call the Honolulu Police Department (HPD).

● Chair’s Report – [0:36:21]: Chair Bass reported that there were concerns regarding the length of the meetings, so she will try to have the meetings end before 10:00 p.m. She also provided a response upon receiving legislative bills to be agendize. Lastly, the Department of Parks and Recreation had put up new signs near where the hockey rink is.

● Chair’s Report (Continued) – [0:39:05]: Neighborhood Assistant Rachel Cristobal announced that the March Neighborhood Board meeting has been scheduled on Prince Kuhio Day which is a holiday. She informed the Board that they would need to take a vote. 2 options were announced which was to switch April 2025 recess to March 2025 or recess both months. There was a brief discussion. MOVED by Member Gustafson and SECONDED by Member Nagamine to change the recess from Wednesday, April 23, 2025 to Wednesday, March 26, 2025 [0:42:09]. Hearing no discussion; a voice vote was conducted.
