Chair Danielle Bass called the meeting to order at 7:30 p.m. The Board recited the Pledge of Allegiance. Chair Bass provided the rules for the Neighborhood Board meeting – [0:00:51]. Roll call was conducted – [0:01:26]  and quorum was established with 15 members present [0:03:26]. Note: This 23-member Board requires 12 members to establish a quorum and to take official Board action.

Update on the Mahi Solar Photovoltaic Project in Kunia – [0:15:54]: Wren Wescoatt from Longroad Energy introduced himself and mentioned that he develops renewable energy projects. He also provided a slide presentation regarding an update on the Mahi Solar Photovoltaic Project in Kunia. The presentation included the following information: why is renewable energy needed; 500 acres; combination of agriculture and solar; battery information; timeline of the project; and partnership with local farmers.

• Do you plan on having more of the property as agriculture land?
• Is it possible that you could open up more land for agriculture?
• Why haven’t HECO consumers seen the benefit of solar farms on their monthly bills?
• Is it going to be 500 acres?
• What is the percentage that is going to be used as farms?
• So it will be offered to the public for $1 per acre per year?
• Do you think as a community service you might put in some fire hydrants?
• Across the street on Kunia road is another solar farm are they on agriculture land?
• What is the land being used for now?
• Is it currently agriculture land?
• What type of batteries are being used?
• What’s the efficacy of the batteries?
• How often are we going to replace these batteries?
• What’s the full charge of these batteries?
• When you are partnering with people to build this farm are you hiring locals?
• If you are unable to bring in framers what is the backup plan for the land?
• Have you talked to anyone about the DOE centralized kitchen program currently in development?
• How long are the contracts for the farmers?
• What’s the percentage of the 500 acres that will be used for agriculture, but you will only let the farmers plant between the farmers so isn’t that less than 500 acres?
• So the surface of the panels is less than 500 acres?

Avian Bird Flu in Central Oʻahu Presentation – [0:44:54]: Michelle Vien and Dr. Kevin Clarke from The Department of Health – Disease Outbreak Control provided a slide presentation regarding the Avian Influenza. Included in the presentation were the following: what is Bird Flu; bird flu is also known as H5N1, which can infect humans, birds, land and marine mammals; history of bird flu; symptoms; and there has been 1 confirmed H5N1 in Hawaiʻi.

• What happens if a cat eats and infected bird?
• Are you concerned that the flu might jump to feral chickens or pigeons?
• Is the virus that is here today the same mutation that originated in 1996?
• And since 1996 no vaccines for these animals has been developed?
• You found the virus in the sewer can you track it back to where it originated in the State?
• Do you know which part of Oahu?
• Have you heard any follow up of Mililani Residents experience illness from attending the MTA pet expo?
• So, no detection?
• Is the upper respiratory infection going around Mililani different than H5N1?
IV. APPROVAL OF MEETING MINUTES – [1:04:22]
Wednesday, October 23, 2024 Regular Meeting Minutes – [1:04:22]: Member Gustafson asked the Board if anyone had any questions or any amendments that they would like to make regarding to the listed questions on the October 2024 minutes. Hearing none; MOVED by Member Gustasfon and SECONDED by Member Smart to approve the minutes as distributed [1:04:40]. Still hearing no amendments; The motion was ADOPTED 19-0-0 (Aye: Bass, Kaʻanehe, Kim, Marilyn Lee, Smart, Park, Gustafson, Among, Nagamine, Dau, Svrcina, Segura, Ross, Freed, Flores, Ozawa, Kupukaʻa, Darsha Lee, and Williams; Nay: None.; Abstain: None) [1:05:14].

VI. BOARD BUSINESS – [1:05:47]

Consideration on Mililani Workforce Housing Resolution – [1:05:51]: Member Nagamine informed the Board that the resolution should have been received by email and for those that are in person has a hardcopy [1:06:23]. He also provided a brief description and read parts of the resolution. MOVED by Member Nagamine and SECONDED by Member Gustafson that the resolution title is Supporting the Affordable Workforce Housing Project for Teachers on Mililani High School and Recommending the Project to be Relocated to the “Preferred Site” at the Intersection of Meheula Parkway and Anania Drive to be adopted by the Mililani Waipio Neighborhood Board [1:08:57]. Member Gustafson requested for friendly amendment to the title to be, “Supporting the Affordable Teacher Workforce Housing Project on Mililani High School and Recommending the Project to be Relocated to the “Preferred Site” at the Intersection of Meheula Parkway and Anania Drive.” The amendment was approved.
Member Smart MOVED and Member Among SECONDED for an amendment to strike out “supports development of affordable workforce housing for teachers, and appreciates the Pacific Housing Assistance Corporation’s elegant renderings and design” and insert “strongly urges that the project align with the community’s aesthetic” [1:10:38]. There was a discussion; a roll call vote was conducted [1:22:16]. The motion was NOT ADOPTED 12-3-4 (Aye: Kaʻanehe, Kim, Marilyn Lee, Smart, Park, Among, Dau, Svrcina, Flores, Ozawa, Darsha Lee, and Williams; Nay: Bass, Nagamine, and Gustafson; Abstain: Freed, Kupukaʻa, Ross, and Segura) [1:24:07]. There was a brief discussion on affordability for the teachers and it was announced that there will be a meeting hosted by The Hawaiʻi School Facilities Authority (HIFSA) on Tuesday, December 17, 2024 for the community to ask questions/provide thoughts. Chair Bass assured the Board that the concerns that were mentioned at the previous meeting were noted. A roll call vote was conducted [1:35:13]. The Mililani Workforce Housing Resolution was ADOPTED 15-0-4 (Aye: Bass, Kaʻanehe, Kim, Marilyn Lee, Park, Gustafson, Nagamine, Dau, Segura, Ross, Freed, Ozawa, Kupukaʻa, Darsha Lee, and Williams; Nay: None.; Abstain: Among, Flores, Smart, and Svrcina) [1:37:14].

● Resolution 24-242 – Urging the Hawaiʻi State legislature to enact legislation addressing the drastic increase in property insurance premiums had passed.
● Bill 51 – The adaptive reuse of the existing commercial buildings to create more affordable housing and Bill 62 – Relating to the fire safety code to extend the deadline for the installation of fire sprinkler systems are coming up for 3rd reading.

● Provided legislative updates on Bill 22 – Legalized certain fireworks despite council member Weyerʻs vote against the measure. Bill 64 – Reviews and updates the City land use ordinance will be on an agenda in December. Bill 59 – Co-introduced with Chair Waters, would reduce the single use of plastic containers at City facilities and events.

● Chair’s Report – [2:06:56]: Chair Bass announced that she attended all the SFA meetings and an all-Neighborhood Chairs meeting. She informed the members that they may have received correspondence from the Neighborhood Commission Office (NCO) regarding an OIPʻs guidance that was provided to the NCO. She explained that if items were not listed on the agenda, Board Members were not allowed to ask questions. Due to this, she informed the Board that there were a few changes onto the agenda. Also, only community members are allowed to speak during Community Concerns. She mentioned that she would like to request from the NCO to provide a presentation.
