Chair Danielle Bass called the meeting to order at 7:30 p.m. The Board recited the Pledge of Allegiance and announced the meeting rules. Roll call was conducted – [0:01:40] and quorum was established with 21 members present [0:03:35]. Note: This 23-member Board requires 12 members to establish a quorum and to take official Board action.

• Did I hear correctly you had 91 medical emergency calls?

Honolulu Police Department (HPD) – [0:08:29]: Lieutenant Bayca reported the following:
● Monthly statistics for September 2024
● Invitation to a police recruit information session on Saturday, October 19, 2024 at the Police Academy.

Questions, comments, and concerns followed – [0:09:35]
• Early in the morning 2am/3am how many officers do you have patrolling the area?
• Can I verify some information I was given by an HPD officer? He said a directive has come down from the Chief of Police that HPD officers are not able to have agreements with private businesses to use the bathroom and write reports on private property. Is this correct?
• If this is correct, can you ask the Chief to reconsider as these agreements help build stronger connections with the neighborhood?
• Can you propose a neighborhood substation in Mililani?
• Do you have any updates regarding the Board’s request to have a study done to increase HPD presence in Mililani with a substation?
• Can we again have HPD and the City take a look at the issue regarding creating a substation in the area?
• So there is a request for a donation of space?
• When does HPD get involved in the claims of illegal activity at the Hawaii Country Club?

Military – Combat Aviation Brigade, 25th Infantry Division – [0:18:04]: Lieutenant Block reported the following:
● Hiring Fair: Tuesday, October 8, 2024 at Leilehua High School at 8:30 a.m. to 2:00 p.m.
● Training on Joint Pacific Multinational Readiness Center is now in the reception, staging, onward movement, and integration (RSOI) period – Getting their equipment ready for training.
● Increase in military convoy and vehicle traffic starting from the 26th of September 2024 through the 3rd of October.
● Increase in aircraft noise and combat simulations from the 7th of October 2024 through the 16th.

• Is the area cleaned up on Kam Highway by the cattle gate still your responsibility?
• Are you going to be patrolling the area and if so, what is the timeframe of your patrols?
• Is there a date the Army will be moving equipment to the new hanger on Wheeler?
• Is that where the brigade headquarters are?
• Are the two buildings there barracks?
• Can you spread the word that flights off Runway 6 have to turn before H2 and hit their MVRs and get high enough over the apartment buildings?

Board of Water Supply (BWS) – [0:26:42]: Kathleen Pahinui reported that there were no water main breaks and provided information on the Imagine a Day Without Water Event.

• Are you able to speak on the BOW’s tort claim against the NAVY for the Red Hill incident?

III. PRESENTATIONS – [0:28:33]
Update on the Queen’s Medical Center – Wahiawā – [0:28:33]: Jacce Mikulanec and Dr. Ron Kuroda shared the following:
● 6,200 people have been treated over the last 3 months.
● 1,300 patients came in by 911
● It takes 10 minutes to be seen by the Emergency Room.
● 12% of the patients, which was a little over 600, had to be sent to Queens Downtown or West Oʻahu.
● Refloored the Emergency Department and completed other renovations

Request to Present a Resolution – [0:42:17]: Maria Rallojay introduced herself as a part of a coalition organization for good governance. She requested if she could provide a drafted resolution to introduce good governance. The resolution calls on the Hawaiʻi State Legislature to adopt critical good governance reforms recommended by the Commission to improve standards of conduct rules before the 2025 legislative session.

Hawaiian Electric Power Outage in Mililani – [0:46:46]: Member Kupukaa shared that she and her neighbors had experienced their power being shut down multiple times. She was curious if other parts of Mililani have been experiencing this and why has it been shutting down.
Chair Bass asked if there were any objections to moving Reports of Chairs and Board Committees to be reported at this time as the agenda that was distributed was an old template. There was a brief discussion; hearing no objections, the request proceeded – [0:48:54].

Office of Hawaiʻiʻs 1st Congressional District, Congressman Ed Case – [1:11:30]: Nestor Garcia reported the following:
● A proposal in the proposed fiscal year 2025 budget was a project that will have the Hawaiʻi Emergency Management Agency developing a community’s disaster preparedness information platform for the State of Hawaiʻi.

Office of Hawaiʻi State Governor Josh Green – [1:21:33]: Toni Schwartz reported that there was a job fair held by the Department of Human Resources and listed the various open positions.

• Can the governor do something about the continued vacancy of the ethics commission?
• How is the $30 million loan repayment plan going in getting more recruits?

Office of the City & County of Honolulu Mayor Rick Blangiardi – [1:26:49]: Tracy Kobuta provided responses that were raised from the previous meeting and questions that came a little after the previous meeting. The responses were regarding the following: concerns with bribery in the Department of Permitting and Planning; the Hawaiʻi Country Club; 311 App; and Mililani Waena Park Maintenance.

• So do we discontinue using the 311 app and wait until the new app launches?
• Can you take back the question about the fire pit and the fire dancing at HCC that they need a fire dancing permit and that there are no hydrants on Kunia Road?
• Can you look at the lighting on Kunia Road near the HCC?

Office of the City & County of Honolulu Council District 8, Councilmember Val Okimoto – [1:38:43]: Jamie reported the following:
● Councilmember Okimoto has reservations towards Bill 44 regarding lowering speeds. Speeds can be lowered, but people will continue to speed.
● Honored the Mililani High Schoolʻs Girls Softball team at the full council meeting.
● The Council passed Resolution 24199, which urges the State Legislature to enact some meaningful e-bike laws.
● Provided a response to a concern raised from the previous meeting.

Office of the City & County of Honolulu Council District 2, Councilmember Matthew Weyer – [1:42:38]: Kelly Anaya reported the following:
● Councilmember Weyer joined Mayor Blangiardi, other council colleagues, and some of 1st responders for the Mayorʻs 9/11 Remembrance Walk.
● Bill 46 was heard that day, which was an initiative that would impose a tax on homes that are vacant for more than 6 months out of the year.

Office of State Senate District 18, Senator Michelle Kidani – [1:44:53]: Trevor Nagamine responded to a question raised from the previous meeting regarding the Teacher Housing Project. He also noted that the School Facilities Authority (SFA) is managing that project.

VI. BOARD BUSINESS – [2:07:00]
Approval of Meeting Minutes: Wednesday, August 28, 2024 Initial Convening Meeting Minutes – [2:07:00]:
Member Gustafson mentioned that she wanted to add some items to the August minutes from the chat, but she discovered that the chat transcript was deleted immediately after the meeting closed. She requested that, before future meetings conclude, she would like to be allowed to copy the chat transcript from WebEx, save it as a PDF in a Word document, and upload it to their Google Drive. Chair Bass asked if the Board and Neighborhood Assistant had any objections; hearing none. Member Gustafsonʻs request was approved. MOVED by Member Gustafson and SECONDED by Member Ross to approve the Wednesday, August 28, 2024 meeting [2:08:14]. Chair Bass turned over the voting to Neighborhood Assistant Rachel Cristobal. Rachel recalled at the last meeting that she had double checked with everyone on their casted votes, but asked if there were any members that would like to make an amendment due to their vote being missed. There were none, but there was an amendment request by Member Svrcina [2:08:39]. Rachel asked Member Gustafson if it would be okay for her to change her motion by adding that update and approving. Member Gustafson AMENDED her motion to be MOVED to approve the August 2024 meeting minutes as corrected and it was SECONDED by Member Ross [2:09:31]. A voice vote was conducted; the amended motion was ADOPTED 20-0-0(Aye: Rana, Among, Dau, Kaanehe, Kim, Kupukaa, Darsha Lee, Park, Smart, Svrcina, Williams, Carmody, Flores, Freed, Gustafson, Marilyn Lee, Nagamine, Ozawa, Ross, Bass; Nay: None; Abstain: None;) [2:10:01].

Action Item: Consideration to include on the October 2024 Agenda a presentation related to the Hawaiʻi Country Club’s Luau in Kunia – [2:10:11]: Chair Bass announced that she was advised by the Neighborhood Commission Office that the item is only a Board vote in terms of consideration to have the item placed onto the next agenda. Member Smart mentioned that the item does not include who is providing the presentation, so she asked if the item could include having the Department of Planning and Permitting (DPP) to provide the presentation. Chair Bass agreed. MOVED by Chair Bass and SECONDED by Member Smart motion to have the October 2024 agenda a presentation related to the Hawaiʻi Country Clubʻs Luau in Kunia by DPP [2:11:19]. There was a brief comment provided by Member Among. Hearing no further discussion; a roll call vote was conducted. The motion was ADOPTED 11-7-2 (Aye: Rana, Among, Dau, Kaanehe, Kim, Kupukaa, Darsha Lee, Park, Smart, Svrcina, Williams; Nay: Carmody, Flores, Freed, Gustafson, Marilyn Lee, Nagamine, Ozawa; Abstain: Ross, Bass) [2:15:08].

VIII. ANNOUNCEMENTS – [2:15:25]
● Next Board Meeting: The next scheduled board meeting will be held on Wednesday, October 23, 2024 at 7:30 pm. Location: Mililani High School – H Building.
● Broadcast: Videotaping of Board meetings are scheduled to be shown on ‘Ōlelo Focus 49, Every Second Thursday at 9:00 a.m., and on ‘Ōlelo Views 54, Every First and Third Saturday at 9:00 a.m.

VI.      BOARD BUSINESS (CONTINUED) – [2:10:11]

Action Item: Consideration to include on the October 2024 Agenda a presentation related to the Hawaiʻi Country Club’s Luau in Kunia (Continued) – [2:15:54]: Member Gustafson asked if the Board is requesting that the Department of Planning and Permitting to provide a presentation and if there is a possibility that they could potentially say that they are unable to attend or currently are busy. There was a brief discussion.

• Just because we ask for a presentation by DPP doesn’t mean that they will present at the October meeting?
